 GIZ BMM II Regional Integration cluster

 The BMM II programme is co-financed by the European Union (EU), through the EU Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa (EUTF), and the German Federal Ministry for Economic Cooperation and Development (BMZ) with € 30 million EUR in EU funds and € 5 million EUR in BMZ funds. The objective of the Better Migration Management II program is to improve migration management in the Eastern African region in response to the needs identified by the African countries of the Khartoum Process, and to address the trafficking in persons (TiP) and the smuggling of migrants (SoM) within and from the Horn of Africa. The BMM II programme is a regional programme operating in 10 countries of the Khartoum Process (Djibouti, Egypt, Ethiopia, Eritrea, Kenya, South Sudan, Sudan, Somalia, Tunisia, and Uganda) with a strong focus on regional cooperation. BMM II is a continuation of the work of the first phase of BMM that ran from 2016 to 2019; BMM II is active at present and will run until September 2022. GIZ leads a partnership group consisting of four additional implementing partner organizations: British Council (Great Britain), Civipol (France), International Organization on Migration (IOM), and UN Office on Drugs and Crime (UNODC). The BMM II programme implementing partners work in the three components of migration governance (C1), effective institutions in migration management (C2), and protection of vulnerable migrants (C3). GIZ directly implements activities in all three components throughout the Horn of Africa region.

Effective institutions in migration management, or C2, focuses on increasing the quality of national and cross-border cooperation on trafficking and smuggling cases between law enforcement, judicial and other state, and non-state actors, in coordination with existing regional initiatives and in accordance with international obligations and standards. BMM program aims to build the capacity of police, prosecutors, and judges, as well as other relevant stakeholders, to increase the number of TiP and SoM criminal cases appropriately investigated and brought to court following a migrant-centered and rights-based approach.

Responsibilities

To contribute to the smooth implementation of the Better Migration Management (BMM) II programme in Ethiopia, the Programme Officer will support the conceptualization and implementation as well as the monitoring, evaluation, and reporting of programme activities and provide technical guidance on potential topics for training and innovative training concepts and methods.

The Programme Officer will assist in the development of strategic government partnerships and support the coordination of activities implemented under component 2, effective institutions in migration governance, but will also support the implementation under component 1 and 3 more broadly, as requested needed.

The Programme Officer will assist in the mainstreaming of cross-cutting issues, such as gender and human rights, and will research and develop mechanisms to enhance the sustainability and digitalization of capacity building initiatives, with a particular focus on C2. Further, the Programme Officer will support the overall coordination of BMM II in Ethiopia and the liaison between GIZ and government counterparts as well GIZ and implementing partner organizations operating in Ethiopia. This position will last until the end of the BMM II programme on 30 September 2022

Job Requirements

The BMM Program Officer performs the following tasks:

 Project office work and services

  •  Lead the implementation of BMM II C2 activities, and support other components as required, through technical advice and logistical support.
  • Provide technical guidance on potential topics for training and innovative trainings methods and concepts.
  • Provide technical guidance on the support to Once-Stop Centers and gender- and trauma-sensitive responses for survivors of sexual violence and abuse.
  • Support the Facilitation of the delivery of capacity building training program for One Stop Centers on medical forensics evidence collection and trauma sensitive response to migration related cases and evaluate the trainings.
  •  Facilitate the procurement process of equipment for defense attorney and the bodies such as moot courts.
  • Facilitate and lead C2 activities related to accreditation of trainings and courses for law enforcement bodes.
  • Ensure quality standards in the implementation of C2 activities.
  • Liaise and maintain relationships with government counterparts and other stakeholders, such as CSOs, international organizations and specifically with BMM II Implementing partners such as IOM, CIVIPOL, UNODC and BC regarding C2 implementation.
  • Coordinate and conduct capacity building and training needs assessments of various pre-identified partners for C2 activities and provide advice on training designs and concepts accordingly.
  • Organize and accompany capacity building programme
  • Conceptualize and organize stakeholder meetings and workshops with government counterparts and other relevant stakeholders.
  • Draft activity reports and provide disaggregated data to the regional M&E focal point with regards to activities conducted under the programme
  •  Lead the M&E system in coordinating baseline assessments and final evaluations.
  • Take up the gender focal person role with advising the technical team on gender mainstreaming issues and support the implementation of gender guidelines as suggested by the BMM II Regional Gender focal person as well as the GIZ Ethiopia Country Office.
  • Conduct research and writing in the fields of migration law and policy and assist with the research and editing of reports, briefings, and other documents.
  •  Support the team in knowledge management and information exchange.
  • Coordinate the programme’s efforts to enhance the sustainability and digitalization of capacity building.
  • Develop tools for remote capacity building programme’s
  • Support external consultants in the preparation phase as well as during in-country missions of assignments, both technically and logistically.
  •  Other organizational, administrative, or technical tasks as required and directed.

Required qualifications, professional experience, and additional competencies

 Qualifications

  • University Degree in Law or any Social Science field.

Professional experience

  • At least five (5) years of professional experience in working in projects related to migration and/or displacement.
  • Previous experience in development work and migration issues.

Other knowledge, additional competences

  • Knowledge of and experience with BMM programming would be a significant advantage.
  • Familiarity with the migration context in Ethiopia as well as legal frameworks and relevant law enforcement institutions working on TIP and SOM in Ethiopia, government structures, and legal institutes.
  • Demonstrated interest in migration, protection, refugee and/or anti-trafficking issues.
  • Work or volunteer experience in gender equality and gender mainstreaming.
  • Experience in liaising with government partners.
  • Experience in conceptualising and organising events, trainings, and workshops.
  • Excellent communication and report writing skills.
  • Good working knowledge of ITC technologies and computer applications (e.g., MS Office).
  • Business fluency in written and spoken English and Amharic required
  • Willingness to travel.
