We are recruiting a Programme Coordinator for Zonal Programme in Dawuro, SNNPR.

Full time: Monday to Friday

BACKGROUND:

Send a Cow is a UK based charity that operates in many African countries of which Ethiopia is one. Send a Cow Ethiopia has a legal ground to operate in Ethiopia having been registered with Charities and Societies Agency as foreign charity with registration No. 0638. Currently, the charity is operating in Amhara and SNNP regions.

Overall Purpose of the Job

The programme coordinator main responsibility is to lead the implementation of Send a Cow’s Dawuro Zonal Development Programmes of multiple projects of diverse thematic areas and geographic set ups in Dawuro Zone of SNNPR. This will be through coordination of efforts and management of resources to implement activities outlined in the project document. The programme coordinator is responsible for leading, managing and supporting technical team on the ground. He/she is also responsible to build staff and partners capacity and network with all stakeholders and like-minded organization for effective and result orientated program. The post holder will work to ensure Thriving and Confident Dawuro community through different programme intervention aimed at improving the Farm System, Gender and Social Inclusion and Business and Enterprise development of resource poor households targeted by the project and their families through application of range of appropriate approaches including
interventions at family and community levels, in line with Send a Cow’s strategies. A key role of the successful candidate is to build the capacity of project staff that can bring sustainable change in the project communities.

Key Duties and Responsibilities

A. Programme planning, implementation and Financial Accountability
1. Ensure that communities and staff are empowered to plan, implement, monitor and evaluate the program activities for quality, inclusive and sustainable development.
2. Ensure project activities at field level are properly planned, indicating all required resources, and implemented to a high standard, integrating Send a Cow’s Cornerstone Values and development approaches.
3. To ensure project budget is managed in accordance with organizational and donor requirements and standards, overseeing and guaranteeing fair, transparent and cost effective budget utilization
4. Ensure that all the programme funding streams are implemented within acceptable range of plans (Annual spending vs budget, Activity vs. plan realized), stewardship and accountability by ensuring that resources are efficiently and effectively utilized.
5. To ensure community activities (in addition to group activities) are undertaken based on project plan to impact a wider community of the kebeles that project activities are implemented in.
6. To ensure regular and effective project monitoring takes place to collect relevant data or information and develop monthly, quarterly, bi-annual and annual reports and submit it to all relevant stakeholders.
7. Adhere with internal control and ensure all staffs comply with financial internal control.
8. To contribute as a member of the SACE programme team in developing policy, strategy, and guidelines in line with Send a Cow’s Vision, Mission, Cornerstones and Christian Values.
9. Ensure that materials, supplies, equipment, and other assets are managed according to Finance, administration and procurement service guidelines.

B. Working in partnership with others:
1. Facilitate smooth networking, relationships, participation, communication and transparency with wide stakeholders such as local partners, government, CBOs, and other
key partners at local level for joint programme implementation and quality delivery

2. Handle local partners’ capacity gap assessment for workable recommendation and improved performance
3. Coordinate and handle potential partners mapping and assessment for future potential partnership
4. Coordinate and engage in Due Diligence Check of partners and share feedback as appropriate

C. Team management and performance:
1. To raise competency and commitment level of the project technical team and hence beneficiary households and their community through various capacity building actions to deliver timely and quality project results
2. Facilitate team building, motivate and maintain strong relationships, be passionate for the poor, making an impact, credibility and positive influence.
3. Roll out key initiatives, plans, strategy to partners including the communities, government, NGOs, CBOs and others.
4. Provide support to staffs and reinforce the Core Values to enable understanding of SAC’s operations and culture.
5. Coordinate and facilitate performance management and ensure there is performance culture among the programme/project staff.

D. Sustainability, programme/projects entry, exit and transition management
1. Coordinate staff, partners and assignments and regular and actively engage on programme/projects entry, exit and transition management
2. Facilitate integration of transition plans into design/redesign and annual plan document and ensure implementation for sustainable development.
3. Ensure the programme develops and works to strengthen of local institutions (SHGs, CLAs, PFs, CBOs, etc.).
4. To ensure initiation, organization and development of strong pass-on-the-gift groups (Self-help groups) in the community that Send a Cow project is working with.
5. To ensure vertical and horizontal contacts and relevant networks are initiated, maintained and developed with SAC CPO, project beneficiaries, local government and other
stakeholders for project implementation, experience sharing, information exchange, project monitoring and evaluation for joint learning and impact scale up.
6. Monitor performance of the programme/projects in relation to community empowerment approach.
Overall, is accountable to the country director and undertake other assignments and delegations given by the Country director, programme manager and work in close
collaboration with SAC CPO technical team in the interest of the organization to deliver quality program and make wider impacts of Send a Cow in the project area.

Person Specifications

Essential

• Educational qualification of MSc or BSc in Agricultural economics, Development studies, Rural Development or Agricultural Extension or related fields from recognized University
• Minimum of 5 years for MSc and 7 years for BSc experience in community-based development with project planning, budgeting and managing
• Experience of leading, supporting, inspiring and coaching extension team in the context of rural development
• Experience in generating innovative ideas and putting it into practice
• Experience of team motivation and generating results
• Experience of working through others (staff, community volunteers, government staff, community groups, etc. for sustainable development
• Experience of organizing and conducting trainings and workshops at different levels
• Strong understanding of social development
• Experience of generating information and effective report writing
• Experience of project proposal writing
• Experience of learning from practice through project monitoring, reviewing and evaluating
• Experience of gender sensitive planning, empowerment of women and other marginalized groups in the community (children, disabled, outcaste, etc.)
• Experience of working across cultures and religions
• Experience of living and working under difficult and challenging environments.
• Strong communication, interpersonal and presentation skills
• Ability to analyse information, prevailing situation, evaluate options, and plan strategically
• Very good level of spoken and written English
• Knowledge of local languages (Dawurogna) is a plus
• Excellent level of computer literacy
• Demonstrated willingness to live and work at district (Woreda) level
