Job Description


The Save the Children Fund, commonly known as Save the Children, is an international non-governmental organisation that promotes children’s rights, provides relief and helps support children in developing countries

KEY AREAS OF ACCOUNTABILITY: (Program Manager-Health, Nutrition and WaSH)

Program Management:

  • Review overall project work plans and budgeting for field activities associated donor requirements and provide guidance to the Health, nutrition and WASH technical coordinators in their delivery of those requirements. Review project reporting schedules, templates, and requirements, and guide the Health and Nutrition technical coordinators in their fulfillment of these requirements to SC and donor standards in reporting. Review the short and long range plans for delivery of project services, and provide guidance to Health, WASH and Nutrition staff in management of immediate and future strategies for effective project impact.
  • Support Health, WASH and Nutrition coordinators to advance existing partnerships with relevant actors nationally Lead program development opportunities in coordination with the PDQ team related to Health WASH and Nutrition, including ongoing assessment of current Health, WASH and Nutrition needs in Afar
  • Provision of technical input and budgetary input for new program design; and engagement with key donors regarding health, nutrition, and other related programs Review SC Health, WASH  and Nutrition monitoring systems and record keeping methods that support routine PDQ sections  of Health Nutrition and WASH, interagency, and donor reporting.
  • Provide a summary of recommended areas of improvement, and lead an action plan with the Health, WASH and Nutrition technical project coordinators to evolve and make positive systems improvements. Conduct clinic audits to assess status of SCI Health, WASH and Nutrition services, quality of supply and facilities, and on-site health information systems, in accordance with SCI and international standards and policies.
  • Provide a summary of recommended areas of improvement, areas of success, and lead the commencement of an action plan with the Health, WASH and Nutrition technical project coordinators to evolve and make positive systems improvements where needed. Consider existing capacity building plans with the technical team for enhancing skills in local health providers on delivery of primary care, Mobile Health Clinics, etc.
  •  Suggest additional skills training programs and systems for national and community health providers (e.g. TBAs, midwives, etc.) and support the Health, WASH and Nutrition technical team in establishing the training plan within budget resources.
  •  Provide positive feedback and mentoring to SCI’s Health and Nutrition team to help them to develop their project management, team leadership, logistics planning, reporting, and systems capacity. Provide new resources (e.g. worksheets, tools) that help to build SCI team capacity for managing projects, with training on best use of the systems and refreshers as needed, on the job.
  • Provide day to day supervision for the SCI Health, WASH and Nutrition area team in a manner that supports the growth of internal leadership.
  • Provide SCI’s Health , WASH and Nutrition Team technical skills building opportunities and mentorship.

Programme Quality and Effectiveness

  • Ensure that project managers are meeting both internal and donor technical standards and requirements. This includes oversight of implementation quality, reviewing, editing and signing-off donor reports to ensure they are of an acceptable technical and presentational quality.
  • Participate in field-based project monitoring and review meetings.
  • Work closely with area level managers in preparation of DIP, Phased budget and Procurement  Plan for smooth start-up of the newly started Projects.
  • Work closely with other thematic leads in mainstreaming the cross cutting agendas and integrate Programs with other SCI projects. 
  • Liaise with Programme Operations staff to identify technical support needs of projects and staff, and jointly agree on specific and time bound support needs of projects and staff in relevant technical areas.
  • Provide technical training to ensure that the project staff have the necessary skills to technically implement the project.
  • Assist project staff in the use of nutrition and cross-cutting tools and guidelines to ensure the quality of work. These include, among others, child participation, child right programming and mainstreaming of gender, diversity and HIV/AIDS.
  • Prepare annual work plans, in consultation with the line manager.
  • Undertake regular field visits to project sites to ensure technical quality and timeliness of ongoing work.
  • Support the Hubs to organize, coordinate and implement surveys, reviews and terminal evaluations of emergency nutrition programs; provide technical oversight as necessary.
  • Support the Hubs to ensure appropriate and timely staffing of emergency nutrition programs; including developing a mechanism to quickly deploy key staff to enable timely response.
  • Develop a mechanism to ensure rapid and appropriate response to nutritional emergencies are available at the Hubs and sub-office level.

Budget management

  • Prepare annual and quarterly project Plan (POP) based on approved Detailed Implementation Plan (DIPs)
  • Manage budgets, including phasing of budgets as per work plans, monthly review of spend reports, identification of errors and required actions to address same
  • Ensure effective and efficient utilization of project budget and other resources for intended purpose; follow up on budget utilization and project expenditure as needed
  • Ensure that partner finance planning and reports are in line with the project agreement and requirements from donors and governments; support partners as necessary to ensure proper financial management, utilization and reporting
  • Prepares timely donor reports, including review and verification of both narrative and financial reports from partner implemented projects and confirmation of accuracy and consistency between narrative and financial reports.
  • Delivers reports to the thematic leads for quality assurance before handing in the reports to the Awards Team for delivery to the donor.
  • Manage the overall budget of the Project and work closely with WaSH and Child Protection thematic managers for the successful implementation of the project.

Monitoring, evaluation and quality assurance

  • Undertake situation analysis of health issues in the location and establish baseline data for impact monitoring, as well as for use in for new business developments
  • In coordination with and support from relevant MEAL staff, design results based monitoring and evaluation process for projects under supervision
  • Monitor and systematically document project results
  • Monitor and systematically document implementation lessons, best practices and innovations for projects under supervision; and ensure that such information is fed into new business development.
  • Plan and facilitate regularly scheduled reviews of projects with partners and stakeholders
  • Facilitate mid-term, terminal and other review and evaluation of projects through participatory process
  • In coordination with MEAL staff, lead and coordinate the development of TORs and management of tasks, including quick assessments, formal surveys, evaluations, and documentations, for projects under supervision as required
  • Facilitates visits to donors, members and others as necessary

Humanitarian response

  • Support activities to improve organizational readiness with regards to responding to emergencies in line with global SCI humanitarian goals and benchmarks
  • Be familiar with, adhere to and implement the procedures and processes detailed in the Rules and Principles for humanitarian response
  • As needed, mount appropriate and timely response to health emergencies, consistent with established benchmarks, plans and organizational policies and in close cooperation with incoming surge teams
  • Be ready to serve as Humanitarian or Gender Focal person in the Hub as required.

Child Safeguarding

  • Make sure Program implementation is done in line with SCI safe guarding Policy and it is free from any risk for children from region to community level.
  • Make sure emergency project risk assessment is done and reporting procedure is in Place in the intervention areas.

Representation and Coordination

  • Build smooth functional relationship with the Bureaus and relevant offices in the Regional State
  • Represent SCI in different Plat form and Task force meetings, prepare and share timely updates to FOM for further communication, follow up and timely  actions
  • Liaise with other implementing partners and local authorities to maximize collaboration and ensure proper coordination of activities are in place.
  • Facilitate effective supervision of the implementation of program components per planned activities.

MINIMUM QUALFICATION, EXPEREINCE, COMPETENCIES

QUALIFICATION

  • MSc degree in public health, nutrition or related health fields with a minimum of 7 years works experience in the area of Health, Nutrition and WaSH.
  • Recommended a minimum of 5 years’ experience in a corporate or NGO environment managing community based health projects, focusing on MNCH, immunization, TB, HIV/AIDS, malaria and nutrition, institutional WaSH; proven experience in working with and managing partners.
  • Strong analysis and writing skills
  • Certificate in monitoring and evaluation, nutrition in humanitarian context, CMAM, IYCF, or any other related topics.
  • Experience in working with government counterparts and other partners at various levels – federal to district
  • Excellent understanding of the relevant thematic sector in Ethiopia at both field and policy levels; including the national nutrition program and how it fits with the HEP as well as CMAM programming
  • Proven experience in designing emergency nutrition projects and developing successful proposals.
  • Familiarity with nutrition donors, partners, and NGO groups
  • Practical understanding of the challenges and opportunities in realising children’s rights in Ethiopia, in relation to thematic area
  • Demonstrable experience in M&E
  • Good presentation and facilitation skills
  • Good communication and interpersonal skills and an ability to train and mentor staff
  • Proven ability to manage a complex and demanding workload
  • Excellent spoken and written English

Good computer skills (particularly Excel, Word and databases)

SKILLS AND ABILITY

  • Excellent understanding of Health, Nutrition and WaSH issues in Ethiopia at both field and policy levels.
  • Practical understanding of the challenges and opportunities in realizing rights of women and girls in pastoralist communities in Ethiopia.
  • Strong data collection, analysis and communication material/proposal/report writing skills.
  • Proven advocacy and representation skills
  • Ability to develop strong professional relationships and collaborations externally with stakeholders, and internally across functions, projects, and teams
  • Understanding and experience in monitoring and evaluation
  • Good presentation, training and facilitation skills
  • Good communication and interpersonal skills and an ability to train and mentor staff
  • Ability to work effectively in a complex, fast-paced, matrixed, and multi-cultural environment
  • Proven ability to manage a complex and demanding workload
  • Experience in managing GAC funded programs (as added value)
  • Willingness to travel to remote field locations
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
  • Excellent verbal and written proficiency in English
  • Knowledge of the local language (as added value)
