Job Description


Community in Action Against Poverty (CAAP) is a non-profit Local organization focusing on Humanitarian, development, justice and peace building works, that aims to save lives, strengthening local economies, building resilient communities and promote justice, accountable and democratic governance, to ensure stable and inclusive Somali region in Somali region and Ethiopia at large.

Job Purpose Summary:

Under the supervision of the Executive Director, the PM will be responsible for the overall General Food Distribution program, budget and human resource planning for 22 woredas; ensure quality, efficient and timely implementation of the project activities; ensure efficient use of financial and other project resources; manage and lead large team effectively. The PM will directly manage the entire GFD team in Sitti and Fafen Zones and will also provide technical oversight of the food assistance program to ensure high quality program delivery, adherence to strong systems, compliance with all procedures, and full accountability within the framework of CAAP and WFP standards and guidelines. The PM will closely collaborate and coordinate with CAAP colleagues, partners, donors, and government counter parts in the design and implementation of the general food distribution Programme.

Responsibilities:

Programme Management and Coordination

  • Be the responsible and accountable manager for the high-quality delivery of the food assistance programme.
  • Provide management supervision and oversight to the all CAAP staff involved in the food assistance programme at the field level.
  • Manage and track food assistance programming, budget, and assets at the field level.
  • Work hand in hand with the MEAL department to develop monitoring plans for all food assistance and complementary activities (Gender & Protection, disability inclusion) in the field and ensure that regular and rigorous monitoring takes place during implementation.
  • Track major trends and developments and take action to ensure projects objectives are accomplished.
  • Ensure implementation of the project activities is in line with the approved Field Level Agreement (FLA) and proposal between CAAP and WFP, and that the activities are implementing in quality, efficient and timely manner.
  • Participate in the recruitment of staff that has the required knowledge, skill, and abilities to meet CAAP and WFP food assistance programming standards.
  • Participate in project proposal design, budget development, and drafting/review of agreements with assistance and guidance from the area manager.
  • Provide technical oversight through periodic visits to all FDPs, monitor and review all aspects of the food programming and systems as well as provide appropriate feedback and recommendation to the GFD project staff.
  • Conduct unscheduled and scheduled field visits to all FDPs to observe the distribution and check compliance with set standards.
  • Conduct on-spot training to correct any anomalies detected.
  • Integration of other sectors in food programming i.e., MEAL, Gender, Protection, and disability inclusion.
  • Ensure timely and accurate reports including daily distribution, monthly, quarterly, end-year reports, distribution summary, etc., which reflect the true picture of the food assistance project, are prepared and submitted to MEAL Department and CAAP Management as per agreed timelines.
  • Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines
  • Work hand in hand with Finance to ensure that donor invoices are accurate, submitted on time, and that any issues arising are addressed promptly.
  • Overseeing monthly schedule including distribution, beneficiary and warehouse reporting and administrative / HR related deadlines
  • Oversee and ensure the commodity tracking mechanisms are in place and correctly being implemented by the staff in their woreda of responsibility
  • Comply with all relevant CAAP policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities, and other relevant policies

Coordination and networking

  • Serves as key liaison with regional DRMB and other government bureaus at regional and Zonal Level
  • Organize staff meetings to discuss project implementation as well as challenges, successes, and solutions.
  • Organize and document monthly management meeting
  • Participate in partner coordination meetings with donors and other stakeholders. (WFP, and other Partners).
  • Consolidate feedback and action points from different camp meetings for CAAP management response and action.
  • Organize quarterly performance meetings with the donor to identify gaps and compliance
  • Coordinate with WFP Logistics department for the food commodity movements
  • Timely coordination with CAAP’s Operation focal points to ensure vehicle requests are submitted at least two days ahead of planned distribution
  • Act as official CAAP representative to stakeholders for all matters concerning Food Assistance in districts of operation, including WFP, Food Security Cluster and government stakeholders as needed

Administration & budget management

  • Overall supervision of logistics/Project fleet ensuring timely maintenance and service of the fleet in coordination with the support services department.
  • Review and approve purchase requests to ensure costs are properly apportioned.
  • Maintain asset register and inventory management for the project.
  • Ensure that weekly schedules/travel plans are coordinated and completed, and manage project coordinators under his/her supervision.
  • Develop and oversee the implementation of the project procurement plan.
  • In charge of the budget, planning, monitoring, review to ensure the project is delivered on time and on a budget in consultation with the Executive Director
  • Conduct monthly finance review meetings to ensure project costs are accurate and acceptable.
  • Approval of expenditure within CAAP levels of authority.
  • Ensure all compliance issues are addressed within acceptable timeframes

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • Education: Master’s degree or Bachelor Degree in the field of public health, development studies, nutrition, management, from a recognized university with five years related experience for master’s holders or seven years relevant experience for bachelor holders.
  • At least five years of experience in Somali Region working as project manager/ senior Coordinator in NGO especially on General Food Distribution, Nutrition, or livelihoods
  • Have basic training on project cycle management and proven experience in program planning skills financial planning, documentation and report writing,
  • Must have strong coordination, human resource management, financial management (budget preparation and monitoring) and M & E skills.
  • Experience managing large teams and annual budget of more than one million USD annually.
  • Knowledge of CAAP, donor regulations about relief food commodities tracking accounting and reporting.
  • Must have excellent understanding of Nutrition and Livelihoods Ethiopia context. Familiarity with General Food Distribution is favorable
  • Experience of establishing strong working relationships with colleagues from different sectors and cultures
  • Knowledge of UN Rules and Regulations. Experience of managing UN projects is mandatory
  • Self-starter and able to deliver on organizational goals with good communication and interpersonal skills
  • Must have excellent strong writing with excellent spoken and written English; Knowledge of regional language is favorable.
  • Proficient in the use of MS Office, Word, Excel, PowerPoint, Outlook, and other relevant software;
