Job Description

NCA is a member of various civil society networks, coordination mechanisms, and clusters in Ethiopia. In its current strategic period (2025-2029), NCA Ethiopia implements programs focused on Climate Resilient Water, Sanitation, and Hygiene (WASH); Faith-Based Climate Action; Peacebuilding; Gender-Based Violence/Sexual/ Reproductive Health; and Humanitarian Emergency Response.

Position Title:                Procurement Officer

Reports to:                    Project Coordinator (functionally report to the CO)

Duty Station:                 Korem Woreda 

Length of Contract:      Up to November 2025 

Salary:                           ETB 67,700 

 

Job Summary:

The Procurement Officer will be based at the Korem Town and will be responsible for supporting NCA Ethiopia’s procurement functions in close consultation with the Head of Procurement and Logistics and the Humanitarian Program Manager. The main responsibility covers handling the procurements of NCA program implementation with special emphasis on emergency projects and the day-to-day operation of the office in a timely, effective, accountable, and transparent manner. Besides the position holder needs to have personal and organizational integrity in ensuring compliance with the NCA procurement manual, the Government laws, and donor requirements.

Major Duties & Responsibilities:

  • Responsible for the proper implementation of the NCA procurement manual in all humanitarian and other development projects
  • Ensure proficient implementation of NCA’s procurement activities for all humanitarian projects according to the NCA procurement manual.
  • Carry out a range of procurement functions including providing contract administration support, procurement support, procurement risk assessments, and any procurement-adjacent functions or processes as they arise.
  • Maintain an effective working relationship with the project coordinator, project team, Head of Procurement and Logistics, as well as the humanitarian program manager providing proactive support in the timely delivery of the procurement function for all humanitarian projects.
  • Implement and handle all types of tender procedures, prepare bid documents (RFP, RFQ) obtain quotations, and prepare a financial analysis (Evaluation grid) as per NCA’s manual.
  • Responsible for getting quotations for all items from bidders timely, ethical, and professionally.
  • Receive a copy of the request for goods and services (PR) from the immediate supervisor and process.
  • Ensure correctness and compliance of requested goods and services before process and follow up the delivery/collection of ordered goods timely.
  • Adequate record keeping and regular updates of procurement tracker.
  • Administer delivery receipt for Logistics GRN issued.
  • Reconcile or resolve value discrepancies while handling procurements.
  • With consultation of immediate supervisor and humanitarian program manager, produce up-to-date overviews of outstanding requests regularly and upon request including adequate information about expected delivery and lead times.
  • Receipt/collect invoice (credit) and forward to immediate supervisor for payment when required.
  • Prepare procurement status and purchase report forward to the immediate supervisor and the humanitarian program manager.
  • Maintain proper documentation and upload all final procurement documents received from the immediate supervisor.
  • Produce procurement tracking reports for all procurements weekly for emergencies and bimonthly for development projects.
  • The post holder is responsible for producing and sharing a price roaster database for procurement planning, budgeting, and better price estimation.
  • Prepare and issue monthly procurement-related reports.
  • The officer is responsible for handling all procurements as per the Ethical Standards of the NCA Procurement Manual.
  • Report any significant departures from the terms and conditions to the immediate supervisor.
  • Undertake similar duties requested by the line manager.
  • Periodical travel for monitoring to the field when delegated by the line manager.

 

About You

Minimum Requirements:

BA in Procurement & Supply Chain Management with 4 years of hands-on field experience in managing emergency projects.
