Job Description


The Ethiopian Agricultural Transformation Institute (ATI) is a strategy and delivery-oriented government Institute created to help accelerate the growth and transformation of the country’s agriculture sector. The ATI envisions to be the leading centre of innovative solutions for the transformation of Ethiopian Agriculture by 2030.

The Institute focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture (MoA), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate the development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. POSITION SUMMARY:

Under the direct supervision of the Regional Operations Director, the Procurement Officer is responsible for the management of procurement of works, goods and services required for ATI’s program and operational needs in accordance with the policies and procedures of ATI, Government Public Procurement and other donor Procurement guidelines.

ESSENTIAL DUTIES:

Procurement Planning, Bid Document Preparation & Review

  • Provide support and take the lead for the preparation of annul procurement plans for goods, services and works of the regional office
  • Plans, develops and manages all procurement to ensure all transactions are within the required specifications and performance requirements of procurement and guidelines
  • Provides technical assistant to the user regarding the preparation of specifications, bill of quantity and TORs for the requires procurements
  • Examines and analyzes all procurement requisitions for completeness and accuracy of information
  • Prepares and review invitations to tender and manages/conducts all aspects of bid/proposal evaluations.
  • Properly reviews requisitions and determines appropriate method of sourcing procedure

Technical Support

  • In collaboration with each respective Worda Engineers, support and advice ATI project team in the development & preparation of drawings, designing, preparation of specification and BoQ and information relating to the construction work.
  • In collaboration with technical team experts and respective Woreda Engineers, handles contractual aspects of construction projects follow up the construction processes including review and checking of verify take-off sheets, payment certificates of works, physical performance of works managed at regional level
  • Review and ensure designs & drawings and BoQ submitted by partner organizations are properly designed based on the site area to verify designs, BoQ and material specs as per the acceptable and agreed standards
  • Provides technical advice in negotiations with suppliers before a contract is signed off and administer contracts.
  • Lead the site handing over and provide regular and secluded analysis of project progress report against the program and an explanation of the causes of any delays supported with progress photos.
  • Provides support in ensuring proper oversight and adherence to contractual agreements, contract amendments and extensions, and advises concerned parties on contractual rights and obligations.

Market Assessment & Supplier Database Maintenance

  • Work closely with other Operations team in the market assessment to identify, develop and maintain potential suppliers of Goods, Services and works;
  • In collaboration of other team members, identifies new technologies, and products/services, evaluates and recommends potential supply sources and participates in the incorporation of assessment results into the procurement program.
  • Participate and contribute in the preparation of a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.

Reporting

  • Review and submit periodic procurement status reports on timely basis;
  • Assist the Operations team in performing risk management regarding supply contracts and agreements: assess, manage and mitigate risks

Performs any other duties as requested by the Supervisor and/or Operations Director

Job Requirements

REQUIRED QUALIFICATIONS:

  • MA or bachelor’s degree in management, purchasing and supplies management, logistics or other relevant studies.
  • Minimum of five years relevant experience with BA holders and three years for MA holders who directly involved in procurement/supply chain operations. knowledge of Ethiopian Government Procurement directives and other donor’s procurement practices and procedures is desirable
  • Experience in collecting and analyzing data
  • Ability to establish and maintain effective working relationship, multitask, prioritize activities and work under pressure working in donor financed project(s) is a plus
  • Ability to handle multiple tasks and meet deadline
  • High integrity, with timely & effective communication skill is essential
  • Flexibility: ability to work under pressure
  • Fluent in Amharic and English
