MDM–France invites qualified candidates to apply for the following position:

Job Summary

Under the direct supervision of the Health program manager, defining, coordinating and monitoring all pharmacy related activities in Tigray project, according to MDM-F standards and values, the Medical Coordinator instructions and with consideration of national and international laws and regulations, in order to ensure the quality and proper organization of medical supply process, procedures and protocols, the proper management of the medical stock in the projects and, in collaboration with the program coordinator, the correct use of medicines and medical material

Essential duties and responsibilities.

  • Set up central pharmacy at Axum, taking into account storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs, medical supplies and medical equipment. This will be done according to MDM Country Pharmacy Management Guideline, national regulations and in collaboration with the Logistics
  • Supporting Medical coordinator in representing and defending MDM-F’s interests before RHB and other local authorities or local suppliers for any issue concerning pharmaceutical supply in the projects while accomplishing national laws and regulations and following MDM-F protocols. Ensuring a close follow up of the National Drug Supply particularly in projects where MDM-F is working in conjunction with RHB. Collaborating in budgeting and preparing drug and other medical material orders together with Pharmacy Advisor, Medical coordinator and Logistic Coordinators
    Ensure regular inventory and replenishment of staff kits (first aid, PEP kit and emergency kit).
  • Prepare a standard list of medical items for the project; Forecasting and Quantification to ensure the proper frequency of orders and extra-orders to ensure that the items and quantity ordered are based on the needs of each end-user unit
  • Train staffs including partners to assume responsibility for management of the end-user pharmacy, including monitoring and collection of consumption data, correct storage, and ordering of all medical items to be used within the unit (including cold-chain and controlled drugs);
  • Supervising the running of the pharmacies across the mission, ensuring the proper implementation of MDM Safety standards and waste management protocols, and to national and international legislation, in order to ensure the quality of the service given to the population and the accurate handling of drugs and products, including its proper disposal, in terms of hygiene and security.
  • Supporting and participating in all drug and medical material supply processes and ensuring its overall efficiency and effectiveness. This involves regular technical visits to project sites to ensure appropriate follow up of activities and management of field pharmacies; collecting and analyzing stock indicators according to physical records and logistic across different projects and together with the Program managers, taking corrective decisions when necessary and providing technical pharmacy support regarding pharmaceutical information, medication use (protocols and rational drug use), management of side effects, adherence issues etc.
  • Being responsible for the good maintenance of all drugs and equipment in the pharmacies and the appropriate storage and management of supply of narcotic and psychotropic medication with respect to national legislation, permitting traceability for these specific products.
  • Facilitating correct stock management and transport/storage procedures, in order to ensure the availability of stock in the projects and to avoid expiries/overstocks and stock-outs. Ensuring that all inventories of drugs and medical devices exist and are updated. In close collaboration with Logistics Department, supervising storage conditions (e.g. humidity, temperature, light exposure, cleanliness, pest and rodents control, stock security, maintenance of cold chain, etc.), classification, organization and inventory, in order to guarantee the quality of the medicines and other medical material and prevent damage, financial losses generated by expired items, deterioration and robbery. Being responsible for follow-up of loans/donations and management of expired medications according to MDM-F procedures (and national legislation in case of expired drugs)
  • Prepare and Share pharmacy monthly report regularly for Pharmacy Advisor and the Medical coordinator
  • Support Pharmacy Advisor on Importation of Drugs and medical devices
  • Supervise the Medical Warehouse Manager in recording all items received and issued using the database.
  • Oversee the monthly update of the Site Pharmacy Management monitoring tool
  • Revise SOPs of Pharmacy Management Guidelines with Pharmacy Advisor at the end of the year
  • Reporting on drug consumptions and medical devices dispensed according to protocols.
  • He or she may be deploy to support other project sites in Afar or Oromia
  • He/she will cover for the Mission pharmacist during leave or absence.

Technical support

  • Develop health facility and partner staff’s pharmacological knowledge by participating and facilitating Continuous Medical Education (CME)
  • Provide technical support on pharmaceutical issues (drug use & interactions, side effects, drug substitution, adherence to technical specifications) to staffs and to the patients.
  • Coordinate with Supervisors and Medical Doctors to Promote the rational use of drugs (standard drug lists, analysis of prescriptions, analysis of consumption and relational use of drugs, matching consumptions with medical activity)
  • Coordinate with program managers and Medical Doctors to ensure good dispensing and safe medication practices.

Job Requirements

Educational Qualification : Minimum Pharmacy degree. Desired Master level in Pharmacy with valid Professional Practicing License

Work Experience

  • Minimum three years of experience in pharmacy management, previous experience with other NGO’s is desirable
  • Demonstrable experience in supervising and training others in a team setting Certified on Integrated pharmaceutical logistic system (IPLS)

Personal Skills and qualities required

  • Strong organizational skills in emergency situations and autonomous in daily operations
  • Excellent written and verbal communication skills
  • Good computer skills: MS Word, MS Excel, Internet

Languages

  • Fluent English essential, including good English writing skills
  • Amharic and Tigrinya is essential
  • French: an asset
