Position Title: Operations Escort (5 Positions)

Position Grade: Daily On-call (G-3 equivalent)

Duty Station: Dollo Ado, Ethiopia

Type of Appointment: Special Short-Term Daily Contract

Background

Under the general supervision of the IOM Dollo Ado Head of Sub-Office and direct supervision of Operations Assistant Field Support, the incumbent will provide logistics assistance to the refugees/migrants during all phases of their journey under IOM care, which would include in-country operational support and general assistance such as help desk assistance, registration, helping with seating, escort, help with meals and attending to personal hygiene from any other entry points to the refugee camps.

Core Functions / Responsibilities:

The Escort is expected to carry out his/her duties in accordance with strictest moral and ethical standards and with due respect for gender and socio-cultural differences of the migrants. In particular, he/she will be responsible to:

Assist in registration and loading of refugees at any entry point and off-loading to Refugee Camps and between one refugee camp to another within Dollo Ado Operation area, including the inspection of baggage and bus compartments for contraband items.
Conduct registration and movement briefing prior to departure based on IOM briefing documents including introduction to refugees and drivers and identification of refugee group leader for each bus.
Assist operation staffs in establishing manifests, collect bus dispatches/manifests and other important documents before departure.
Ensure that all buses are travel in convoy throughout the journey and in the event of non-compliance report the plate number and driver’s name immediately to IOM Dollo Ado operation unit focal person.
Ensure the convoy stops at a safe location for rest breaks, water and biscuits are distributed appropriately to each family.
Ensure compliance to security procedures during the journey (in accordance with IOM Movement Procedures) and that bus drivers comply with road safety regulations.
Ensure any refugees with health issues receive attention from the IOM OR External nurse escort as needed.
Manage safe off-loading at transit site and coordinate with partners for providing rooms and meals to the refugees by giving priority to vulnerable individuals (pregnant women, lactating mothers, children, old people, sick individuals … etc.).
Ensure that refugees are accommodated at way station or hotel and served quality food.
Upon arrival at the final destination, ensure that all refugees and their baggage are off-loaded and handed over to the IOM staff on duty including dispatches notes and manifests.
Report regularly to IOM Dollo Ado operation unit focal Person throughout the journey. Confirm arrival each day and departure in the morning as well as communicating any issues en route.
Submit thorough report (hard copy) to IOM Dollo Ado Operations Unit within the same day or day after the movement end date.
Undertake additional escorting and OPS duties as assigned such as providing assistance in camps in accordance with the contract.
Perform such other duties as may be assigned by the supervisor.

Job Requirements

Educational Qualification

BA Degree in Social Sciences or related fields from a recognized university/college is required.
Four years professional work experience for High school and two years for Diploma holders in the above field of study.
Experience in Logistics, Ground transportation or Movement.
Working experience with refugees is desirable.
Good functional knowledge in MS office.
Previous experience with INGOs, NGOs or other UN agencies is advantageous.

Languages

Thorough knowledge of spoken and written English is required.
Knowledge of Somali and other local languages is advantageous.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
