Job Description

OBJECTIVES OF THE PROGRAMME

Experiences from Ebola countries indicate that epidemic emergency preparedness can be flawed without improving the quality and safety together in health services. In view of this, the overall goal of the KOICA project is to build resilience in health care service delivery through focused efforts on quality health services to support national emergency preparedness for infectious disease outbreaks and other IHR (2005) hazards. Specific objectives include conducting a detailed review of service provision quality during and between emergencies, producing a quality diagnosis toolkit, strengthening health workforce capacities and the information infrastructure, and developing country roadmaps for quality resilient health services to detect and respond to emergencies.

The project will allow WHO HQ to work with Ethiopia and Africa Regional office (AFRO) Inter-country Support Team. The incumbent will be based in Amhara, Ethiopia to deliver this KOICA-WHO project, working with other in-country teams and having access to technical support from technical teams in HQ and AFRO.

PURPOSE OF THE POSITION

Under The Overall Guidance Of The WHO Country Representative Ethiopia And Technical Supervision Of The HQ Korea International Cooperation Agency (KOICA) Project Lead, The Incumbent Will Be Responsible For Technical And Programmatic Work To Deliver The Project “Building Resilient Health Care Services To Improve Emergency Preparedness

Co-developing country action for global health security”. This will involve effective planning and management, reporting, monitoring and evaluation to ensure the implementation of the project against the set indicator and baseline. The nature of the project will require that person will develop operational partnerships with national organisations/departments/units responsible for healthcare quality, emergency preparedness, health systems strengthening from policy to planning and service delivery levels. In the initial phase of the project, s/he will be supported by a senior expert to lay the foundation for technical work and multisectoral coordination to kick start the project as fast as possible.

Description Of Duties

  • Provide support to program management, activity planning, monitoring and evaluation of progress and reporting to KOICA;
  • Undertake technical responsibility in the delivery of activities on quality and emergency preparedness in health services in line with the detailed activity plan for KOICA;
  • Contribute to develop and deliver trainings aimed at strengthening the national capacity for quality and preparedness for health system/service resilience;
  • Undertake reviews of available data, literature, knowledge and experiences on/related to quality and preparedness within the context of health systems/service strengthening in Ethiopia by following a systematic and well documented approach;
  • Contribute to develop well-structured technical reports, guidance, handbook with regards the implementation of project in different admin levels of Ethiopia;
  • Conduct regular communication and coordination between WHO HQ technical lead, Regional offices including Intercountry Support Team to enable effective delivery of health system input in Ethiopia;
  • Perform other tasks as assigned by the WR and her/his delegated supervisors

The scope of work remains flexible and terms of reference for this position will be shaped further during the implementation phase based on evolving needs as determined by joint project teams and their counterparts among national and subnational authorities and partners.

Required Qualifications

Education

Essential

A first level university degree in medicine, public health, health system policy/services or a related field.

Desirable

An advanced university degree (Masters level or above) in healthcare management.

Experience

Essential:

At least five years of relevant experience in health system strengthening and public health, including project management and report writing, of which at least one year working in connection with or under the auspices of an international organization.

Desirable

Experience in working with WHO country office in the field of quality in health care including IPC, safety and/or emergency response.

Functional Knowledge And Skills

  • Excellent knowledge of health systems strengthening requirements and the interlinkages with health security for resilience, as well as knowledge of relevant technical guidelines.
  • Familiarity with the IHR (2005) and the ongoing work linking health systems strengthening
  • Proven skills of working with various stakeholders at national and regional levels, especially in the WHO African Region, and other international level organizations.
  • Excellent knowledge of public health interventions, good skills in report writing, literature reviews, data analysis and project management.
  • Proven experience with managing projects
  • Familiarity with developing project monitoring and evaluation, and experience with engaging key stakeholders would be important assets.

Essential

Use of Language Skills : Excellent skills of English and Amharic

Other Skills (e.g. IT Skills) : Advanced computer literacy in standard office applications.

Travel : The incumbent is expected to undertake duty travels within Ethiopia as needed and may undertake occasional travel to/from Geneva and Brazzaville in the course of achieving the deliverables.

  • Remuneration – this is a Special Service Agreement at NOB Level for 12 months with a monthly remuneration of $ 2,595.58
  • The duty station is Amhara
