Job Description
The Pump Technician is responsible to perform electro-mechanical works that include installation and commissioning of submersible pumps, surface pump, generator, grid system, and solar power sources, and conduct pumping test and well head construction and hand pump installation. He/she drives light vehicle to facilitate EM- works. Communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that is an example to others
ABOUT JOB
The National Director (ND) will lead, develop and direct the implementation of all aspects of World Vision’s ministry in the national office. In performing this role, the ND will be an effective leader locally, an effective member of the broader WVI Partnership, and will model the organization’s principles of Twin Citizenship to ensure high ministry quality and overall organizational effectiveness. The ND as a spiritual and strategic leader will contribute to Our Promise, WVI Partnership brand trust and unity, acting as both a local and global representative of the organization. The ND will lead the team to achieve the country’s strategy in alignment with our global strategy. The ND will ensure the country’s operations and operating models maintain the Partnership’s focus on Child Well Being Outcomes and Aspirations as they apply in Ethiopia’s specific country context, maximizing the impact in the field while maintaining efficiency and wise stewardship of entrusted resources. The ND will collaborate effectively with other partnership offices and divisions to achieve local and organizational goals. Externally, the ND will foster collaboration with major donors, project partners, local government, church representatives, faith-based organizations and non-governmental organizations, serving according to given Power of Attorney. In doing so, s/he will maximize stewardship, effectiveness and efficiency of costs and operating models. The ND will model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships to be model of the organization’s Christian faith. The ND will lead by example and provide spiritual guidance to staff on the WV Vision, Mission and Core Values.
RESPONSIBILITIES
Due to the growing scale, scope and complexity in Ethiopia, strong ‘Crisis’ Leadership is required by a National Director gifted in discipleship/mentoring and delegating to trusted Senior Leaders who will have primary responsibility for certain activities (for example, the Senior Finance Director on point for financial management, yield to ministry, etc.; the Senior Director of Operations on point for HEA, Security, CWBOs, etc.) As such, the primary skill set of the WV Ethiopia National Director is ‘setting tone at the top’ vis-à-vis organizational culture and representing the organization within the Partnership and externally with Government and other key partners, as detailed below:
Organizational Leadership & Management 20%
- Promote WV’s Vision, Mission, Core Values and key Partnership Standards and Practices among the staff and partners and ensure these are the core foundation of WV Ethiopia’s strategies and work.
- Lead the Senior Leadership Team (SLT) and ensure diverse representation on the leadership team.
- Strong focus on leadership and people management, ensuring the most capable and qualified staff members are in place to implement office strategy and operational plans.
- Review and approve WV Ethiopia’s succession plan; ensure that proper capacity is in place and succession plans are updated and executed.
- Promote and participate in leadership development initiatives, including those for staff at management levels in the field and at the NO level.
- Lead and manage WVE’s team in a way that facilitates a high performance culture, open trustworthy relationships and integrity.
- Promote a culture of learning and development, employee engagement and good stewardship of human capital in the office.
- Ensure implementation and compliance to Partnership Performance Management Standards and Principles, while seeking to implement Performance Management guidelines on reasonable level.
- Champion WVE’s leadership team in the proper implementation of Performance Evaluations on a mid –term and annual basis for the whole organization.
- Support initiatives for staff care and well-being, both for international and local employees.
- Ensure excellent standards in the management of the human, financial, capital and technical resources of the organization, which includes inspiring and maintaining high standards of work and clear accountability to stakeholders.
- Visit field projects frequently to encourage, build relationships and support WV programs.
- Ensure that initiatives directed to build capacity required to implement local fundraising are included in the office capacity- building plan.
- Ensure that the National Office functions in a complementary, sensitive and cohesive manner where the core values, principles of interdependence and twin citizenship guide the contribution made to the Partnership and the use of WV Partnership resources;
- Act as a Twin Citizen ensuring that National Office participates in global processes and decisions and allocates resources and talent where most needed, Partnership wide.
- Source best practices and strategic services available Partnership wide, be aware of and apply relevant innovative approaches
- Promote social entrepreneurship by pursuing innovative solutions to social problems, acting boldly and proactively sourcing required resources
Strategy, Operating Plan & Ministry Performance 15%
- Lead the development and execution of the country strategy through programme approaches and operating plans with clear, measurable short-term and long-term targets;
- Ensure that country strategy is robust and responsive to local context as well as aligned with Regional and Partnership strategic priorities
- Set up a structure and budget that supports the Ministry and is aligned with the strategy, while keeping adequate efficiency ratio to be competitive in the humanitarian industry
- Facilitate and be accountable for the execution and monitoring of strategies.
- Ensure effective stewardship and accountability of WV resources, finances and people, consistent with performance standards established by the Partnership.
- Ensure organizational sustainability by ongoing predictive success planning (funding, Ministry, organizational development, leadership pipeline)
- Ensure organizational agility and responsiveness to various opportunities and challenges nationally and globally
- Provide overall strategic leadership and initiative for identifying and securing & diversifying financial resources to support the various ministries of World Vision Ethiopia
- Provide proactive leadership and guidance to promote World Vision Ethiopia’s brand in-country and globally
- Ensure systems are in place so that projects are managed on time and on budget in achieving the desired impact on Child Welling Being
- Ensure the Programme Support Cost ratio and other efficiency ratio correspond to organizational standards
- Ensure high quality Ministry approaches that align with Our Promise and ensure best practice development work at scale.
- Ensure strong ability to measure Child Well Being (CWB) outcomes and maintain a green rating on the CWB each year.
- Ensure strong engagement in international and local resource mobilization, including positioning and support to grant acquisition efforts to raise additional resources and diversify WV Ethiopia’s portfolio.
- Ensure the highest standards of quality and accountability through compliance with World Vision policies and standards and international standards for emergency response, disaster mitigation, rehabilitation and development.
- Ensure all project proposals, reports, integrated audits and Ministry evaluations are reviewed at a proper level within the office and appropriate actions are implemented, to ensure impact, accountability and compliance.
- Ensure that a strong national Monitoring, Learning & Evaluation (ML&E) strategy is in place based on technical and managerial indicators exists and is properly implemented; and that ML&E systems are streamlined to reduce processes and focus on child well-being.
- Ensure the sustainability, quality and impact in the field by leading in a way that the office maintains high rigor in its design, monitoring, execution and evaluation processes as well as a culture that promotes responsible risks and innovation.
- Ensure measurable improvement in the well-being of children is achieved as evidenced by achieving targeted improvement in the child well-being outcomes.
- Ensure accountability for the implementation of effective ministry to all key stakeholders.
- Ensure a relevant, timely and accurate flow of management and operational reports according to program objectives and standards and to meet reporting standards of the support and donor partners, the Regional and Partnership offices (as specified in the Covenant of Partnership) and local partners;
- Lead champions for innovative approaches to organizational services, processes and systems
Advocacy and Representation 10%
- Be a credible and courageous promoter of justice for the poor
- Be able to discern the will of God and prophetically advocate for the poor and the needy
- Be a credible advocate for children and champion efforts for child rights, mobilizing change at every level by lifting the voices of local children, youth and their communities
- Collaborate and build coalitions to catalyze movements for children’s well-being, locally and globally
- Align and influence national strategic mandates and priorities with global priorities for child wellbeing
- Represent WVE to engage and build strategic alliances with the government ministries, WV board, major donor agencies, WV Partnership, non-governmental agencies, churches and media;
- Develop and implement appropriate advocacy strategies to raise awareness of- and advocate for change in- key issues within the specific context;
- Lead and facilitate strategies for advocating justice issues to address changes in unfair structures that oppress those in need;
- Ensure WVE is positioned as a leading NGO in promoting the well-being and rights of children within the country context to enhance public and stakeholders’ confidence and trust;
- Ensure that the WV brand is respected within the country and is consistently modeled in staff conduct and throughout office operations;
- Build proactive external relationships with local government leaders, donors, church leaders, private corporations
- Strategically position WVE as a credible and trustworthy partner
Diversify Funding Portfolio and National Resource Development 10%
- Drive local income growth through National Resource Development
- Define vision for grants acquisition and management performance within NO, ensure that grants are strategically aligned to NO priorities and consider the competitive landscape
- Provide leadership, strategic direction and support to the team for developing and implementing excellent donor experience and acquisition of Ministry funds;
- Identify new opportunities and forge alliances that lead to optimization of all resources;
- Ensure alignment of marketing and programming for coordinated design and promotion of products and programs
- Develop, champion and monitor an effective Resource mobilization and diversification strategy through Ethiopia Marketing, Public Private Partnerships and Grant Acquisition.
- Build and maintain sustainability through diversified revenue growth in alignment with agreed targets
- Continue to explore opportunities and facilitate National Resource Development plan;
- Implement long term and short term programs that create new opportunities for acquisition, retention and transformation of diverse set of donors; Influence donors using creative approaches to motivate them to get involved in support of /office/ Ministry;
Financial Management and Financial and Operational Audit Compliance 10%
- Ensure the office compliance to local legal requirements and standards; Represent WV /the office/ in courts as the one authorized by the AC to be sued and to sue, if required
- Ensure efficient and effective organizational practices that result in successful financial and operational audit scores.
- Ensure action planning and execution to resolve audit findings in an agreed and timely manner. Undertake appropriate reporting of audit results and actions.
- Oversee and ensure strong engagement of leadership in monthly Field Finance Reports (FFRs) and ensure rapid action on issues raised.
- Ensure strong financial compliance through timeliness and completeness of financial reports.
- Ensure strong operational compliance through timeliness and completeness of program/project reports.
- Provide direction for integrating private and public funds to maximize results and respond to community needs in most effective and efficient way.
- Manage overall financial integrity of the program to WV Support Offices donors, the government and other stakeholders.
- Provide overall strategic leadership and initiative for identifying and securing financial resources to support the program.
- Ensure and oversee proper mechanisms for Child Protection and other WVI Standards and Principles implementation;
- Ensure execution of action plan to resolve audit findings in an agreed timely manner; Undertake appropriate reporting of audit results and actions;
- Ensure all standards are complied with regard to external statutory audits.
Governance, Compliance and Country Legal Environment 10%
- Work along with the Advisory Council (AC) providing spiritual, strategic, fiduciary and generative leadership to the organization.
- Ensure the office complies with local labour law requirements and standards.
- Maintain an external legal counsel that can support WV leadership when required.
- Ensure and oversee proper mechanisms for Child Protection and other WVI standards and principles implementation.
- Ensure that the entity functions in a complementary, cohesive manner where principles of interdependence and twin citizenship guide the contribution made to the Partnership and the use of WV Partnership resources.
- Ensure effective Governance of the NO, ensuring Advisory Council & Committee meetings are held and succession planning is effectively managed for effective oversight, insight and foresight by the WVE Advisor Council
- Keep a good network of Christian contacts from which to source AC successors
Spiritual Leadership (build upon Christian culture of integrity, unity, commitment and servanthood focused on staff and children) 10%
- Demonstrate a growing personal relationship with our Lord Jesus Christ through practice of personal spiritual disciplines, active engagement with local church, and healthy family life.
- Ensure that the office has a strong and integrated Faith and Development strategy that includes staff nurture, integration of program approaches such as Covenant with umbrella church bodies, Celebrating Families, FBFs, etc.
- Model a high standard of personal Christian leadership, ministry and integrity though lifestyle and work relationships, and provide spiritual guidance to staff on the Vision, Mission and WV Core Values.
- Ensure that office leadership is capable to work in interfaith contexts and is familiar with World Vision’s commitments.
- Participate and lead regular devotional meetings.
- Ensure that the staff is equipped to implement programs that are appropriate to the religious context of the country without compromising WV’s identify, core values and principles.
- Demonstrate Christ-centered servant leadership amongst WV staff and diverse partners;
- Demonstrate strong conviction and ability to work in ecumenical and inter-faith contexts;
- Inspire staff to support Christian identity, commitments and witness (including incarnational living).
Risk Management & Security 5%
- Maintain complete accountability to the AC and Regional leadership on management of risks facing the organization.
- Validate the levels of risks through a rigorous Risk Based Integrated Audits and report to the AC and relevant leadership.
- Maintain, and regularly review security and safety plans and protocols and ensure understanding and compliance by all staff and visitors;
- Ensure staff safety and orient staff to the management of potential risks related to operation especially in restricted context.
- Liaise with other international organizations to collect information about the security environment and, where appropriate, discuss joint responses to security threats;
Humanitarian Emergency Affairs (HEA) 5%
- Develop and maintain capacity to respond to natural and man-made emergencies;
- Collaborate with HEA Regional Director in determining the appropriate level of emergency response in country.
- Oversee relief efforts, as and when they arise and work in partnership with HEA response teams.
- Build in-country relief response capacity to ensure adequate disaster mitigation, management and response;
Micro Finance Institution Strategic Management (MFI) 5%
- Ensure WVE SLT is well represented in the VFE board (foreigners not allowed to serve on the Board) so that it meets the highest standards of the industry including all statutory requirements as well as Vision Fund International standards.
- Ensure VFs ministry is integrated with World Vision’s ministry to promote fullness of life for children and their communities;
- Facilitate programmatic integration of MFI’s and AP’s operations.
- Provide adequate support to the Board of VF as they seek to provide excellent governance (spiritual, strategic, fiduciary and generative) leadership through membership on the Board of VF
REQUIREMENTS
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
- At least 15 years of senior leadership experience.
- Significant experience of government donor relations and fundraising.
- Previous experience leading successful multi-million-dollar proposal writing and budget preparation (e.g., USAID, ECHO, EC, DFID, DFATD, UN, CIFF, Gates Foundation, etc.)
- Project planning and project team leadership
- Well informed on latest humanitarian trends and donor priorities.
- Deep understanding in how proposal development and monitoring systems can be used for marketing purposes.
- Understanding of program design process, and monitoring/evaluation frameworks.
- Consortium/network development
- A good understanding and preferably prior leadership experience in managing technical teams implementing Health & Nutrition, WASH, Food Security & livelihoods, Education and Child Protection.
- People management skills. Strong interpersonal and networking skills to work cross organizationally and with different cultures.
- Required Education, training, license, registration, and certification
Essential:
- A minimum of a Masters Degree. in a relevant field (e.g. development studies; business administration; social science disciplines).
Desirable:
- Postgraduate qualifications or relevant technical/vocational studies and technical training (e.g. Leadership, Grant Management, Project management cycle, etc.)
