Job Description


The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

FAO’s Subregional Office for Eastern Africa (SFE) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). The Subregional Office is a subsidiary of FAO’s Regional Office for Africa (RAF). It has jurisdiction over eight countries –Djibouti, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Uganda, and Eritrea. It supports subregional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of subregional partnerships and supports capacity development and resource mobilization for food security, agriculture and rural development in the subregion.

Reporting Lines

Under the overall supervision of the Sub-regional Coordinator (SRC) and the FAO Representative in Ethiopia and the technical and direct supervision of the Compliance Advisor.

Technical Focus

Under the direct supervision of the Compliance Advisor, the National Compliance Specialist will contribute to efforts that monitor projects outputs against work plan and targets, ensure compliance with FAO administrative, financial and operational policies/procedures and advise staff members accordingly. The incumbent will assist in the day-to-day management of operations of the Call Centre.

Tasks And Responsibilities

More specifically, the duties and responsibilities of the National Compliance Specialist will include:

  • Support the SFE and FAO Ethiopia in formulating and analysing internal documents such as the Risk Log, Internal Control Questionnaire, Fraud Prevention Plans and other relevant data to review internal controls related specifically to operation and humanitarian compliance.
  • Identify tools and processes to ensure integration of risk management, compliance and quality assurance action into operations and programme activities.
  • Advise and recommend to the office the appropriate strategies to strengthen controls and mitigate potential risks for adequate compliance with FAO operational rules, regulations, codes and internal policies and procedures and monitoring the effectiveness of controls.
  • Support the office in implementing outstanding audit recommendations.
  • Support the establishment of processes and procedures in operations for adequate compliance with resources partner’s agreed fiduciary requirements, such as anti-terrorism clauses, due diligence review, PSEA and so on.
  • Support due diligence review of implementing partners and build up local capacity for this.
  • Contribute to capacity building to mitigate risk and ensure compliance
  • Coordinate the day-to-day management of Call Centre team in Addis Ababa to ensure all activities are running smoothly and effectively.
  • Follow up on FAO’s survey methodologies and existing formats for data and metadata storage.
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Bachelor’s degree in management, development studies, sociology, public administration, political science, community development or a related field.
  • Minimum of 5 years of work experience with ability to coordinate call centre operations. Experience in complaints handling, or feedback mechanism role is preferred.
  • Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required.

Technical/Functional Skills

  • Able to work under pressure and adapt to an evolving and complex humanitarian context and within multidisciplinary and different cultural background.
  • Relevance and extent of experience in functions related to compliance management and monitoring in the context of a large international organization.
  • Negotiation skills and ability to deal confidentially with tact.
  • Strong analytical and conceptual abilities, communication skill both verbal and in writing.
  • Knowledge of humanitarian principles.
  • Familiarity with relevant UN and other international organizations active in Ethiopia and the sector.

Selection Criteria

  • Extent and relevance experience in compliance
  • Extent and relevance of knowledge of United Nations rules and operational procedures
  • Analytical and ability to apply procedures in FAO operations
  • Knowledge and experience of FAO systems and databases.
