About Project

The Project concerns the conservation and sustainable use of biodiversity in priority protected areas in Ethiopia. The purpose of the Project is to effectivly manage protected areas in collaboration and partnership with local communities and other stakeholders. This is to sustainably conserve the biodiversity and landscapes and to contribute to the economic development of the areas and to an improved livelihood of the local population.

The Project concerns the conservation and sustainable use of biodiversity in priority protected areas in Ethiopia, namely Bale Mountain National Park (BMNP) and the Semien Mountain National Park (SNMP), with the potential extension of support to other areas.

The project aims at the conservation and sustainable use of biodiversity and landscapes in priority protected areas and the improvement of the livelihood of the local population. For this purpose the following outputs are foreseen:

  • (A) Improved infrastructure and equipment in the selected protected areas
  • (B) Strengthened protected area management in the selected protected areas
  • (C) Participation of local communities

Activities for output (A) include:

  • Identification of crucial areas of intervention that need to be implemented at short-term level in each PA;
  • Provision or rehabilitation of priority infrastructure and development of maintenance plans according to the General Management Plans (GMP);
  • Development of PA specific standards of design for construction;
  • Preparation of procurement documents for construction and rehabilitation works and supervision of the procurement of building works;
  • Implementation of cost-benefit-analysis for maintenance works for infrastructure and equipment (outsourcing vs. Protected Area (PA) implementation);
  • Inspection and acceptance of construction works;
  • Procurement of equipment and materials, i.e. office and communication equipment, field equipment for implementing PA management programmes;
  • Procurement of machinery and vehicles and establishment of maintenance plan.

Responsibilities

The expert will support in:

  • Procurement, tender procedures (preparation of tender documents, assessment of proposals, preparation of contracts, etc.), comprehensive quality control and confirmation of proper delivery of services (including infrastructure investments);
  • Support EWCA (Ethiopian Wildlife Conservation Authority), the NSC (National Steering Committee) and the PMTs (Project Management Team) in project implementation, including elaboration of various planning documents around infrastructure measures in the PA (Protected Area).
  • Support in the overall coordination of the project activities in close cooperation with EWCA Management, FZS and AWF;
  • Supervise infrastructure and supply contract execution, where this falls under their remit;
  • Support to PEA (Project Executing Agency)/ KfW towards the selection of infrastructure measures to be funded by the project;
  • Provide advice for dividing procurement into appropriate packages;
  • Provide advice on the selection of possible construction firms (market analysis);
  • Prepare detailed tender documents according to KfW standards (financial cooperation) based on the information provided by the Infrastructure Master Plan;
  • Support PEA in managing the procurement processes;
  • Support PEA in supervising the Contractors.

Job Requirements

  • Education: Postgraduate qualification in an appropriate field related to the subject of the project;
  • Work experience: 8 years of practical work experience in one or several of the relevant fields, with significant part of that experience gained in international organisations (donor-funded projects), public sector institutions and/or funding agencies;
  • Donor experience: Work with international donors;
  • Proficiency in the English language (oral and written English);
  • For national experts, work experience beyond Ethiopia would be an asset, for international experts, previous work experience in Ethiopia and/or the region would be an asset.
