Job Summary

The Multimedia Engineer will be a key resource person for setting up a multimedia resource center, lead and facilitating the designing and production of quality multimedia enabled digital content. The candidate is expected to backstop, and support production of high-quality digital content featured with text, animation,  graphics, audio, and video.  S/he will also be responsible  for  building capacities of universities and MoE teams in multimedia production.  The person will closely work with experts from ASU, Public Universities in Ethiopia and will be a key member of MoE EthERNet directorate team. The position  requires  key  technical  and  management  competencies  in  design  and  production  of  high- quality digital content in higher education programs. The ideal candidate is the one who demonstrates fast  understanding  of  user  preferences  in  relation  to  multimedia-based  contents  with  profound creativity and outside of the box thinking. S/he should be an active team player among experts with different background and share knowledge to others.

Role and responsibilities

Establishment and Management of Resource Centers

• Responsible for identifying and recommending the requirements to establish a resource center that caters a multimedia content production for higher education institution
• S/he will lead and facilitate the design and co-creation of the multimedia resource centers that enables the production of high-quality digital content that meets the requirements of the LMS at the target universities with the key project partners at target universities and with other partners involved.
• S/he will actively contribute to the selection, procurement, and acquisition of infrastructure (hardware and software) for the resource center that can cater to multimedia content production.
• Undertake research  on  contemporary multimedia infrastructure, applications and tools and suggest recommendations for maintenance and upgrading the e-learning resource center
• Ensure the multimedia resource centers established at selected universities meet the standards set to the digital learning system by the project partners/MoE
• Advise the universities on any possible upgrading of the multimedia resources and its utilization

Multimedia Digital content production and management

• Conduct research on multimedia content production and suggest design ideas for production of the best digital content in the context of the Ethiopian HEIs in consultation with experts from ASU, MoE and target universities in Ethiopia.
• Develop multimedia digital content production ideas in collaboration with the ICT team at the selected universities, ASU, and the subject matter specialists at the universities
• Support the design and production of multimedia content that fits to the standards and quality set by appropriate national quality assurance authorities.
• Train, coach, and support ICT team at selected universities in effective usage of graphics or digital images, video animations and textual animations, and other artworks.
• Manage and  deliver  multiple  digital  design  and  development  projects  and ensure  the  best design user interface and experience (UI/UX) based on human centered design.
• Liaises with Content Specialists (i.e. Subject Matter Experts) in the respective universities who develop content for learning and assessments.
• Ensure  the   design,   production,   deployment,   and   use   of   digital   content   meets   the standards/policy set by the project
• Evaluate and monitor the progress of digital content production at the selected universities in accordance to the requirements of the project timeline and other resources
• Maintain and  implement  industry  wide  regulations  and  standards  in  relation  to  content developments.

Institutionalization and Capacity Building

• Responsible for training and backstopping digital content developers at target universities and relevant staff at the MoE.
• Train, coach, and support the selected universities ICT team on recording, editing and encoding audio and video files.
• Provide  quality   support   services   towards   the   production   and   delivery   of   high-quality multimedia content.
• Suggest on how to effectively institutionalize and embed multimedia support functions within the target universities ICT departments to sustain and support an e-learning LMS aided with multimedia.
• Provide helpdesk  support  to  experts  and  instructors  of  target  universities  in  relation  to problems and challenges in digital content production. Closely work with experts at ASU if the challenges are beyond his capabilities.
• Evaluate the use of the digital content by the target users (students), identify issues, and take corrective actions to improve digital content production and share the lessons for corrective measures.

Additional Roles

• Responsible for  capacity  building  of  the  relevant  MoE  and  university  team  and  ensure  full teamwork and integration of project work within the mainstream functions of the ministry and universities.
• Coordinate with the project management teams and the multimedia engineering team at ASU and the respective universities for the success of the project.

• Undertake other related roles from MoE as and when needed and ensure complementarity with the new e-learning program.

Education, Experience, and language

• BSc  and  above  from  recognized  higher  learning  institutions  in  multimedia  engineering; Electrical/Computer/Software engineering or related fields
• Minimum of  3  years  of  experience  in  setting  up  and  management  of  multimedia  studios, production of multimedia content, training, and support of multimedia centers.
• Experience in Academic institution with a similar role
• Experience working with development organization is a plus.
• Experience in working with international partners
