OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies and to provide effective relief and recovery to affected populations. The incumbent will report directly to Management and General Administration (MGA) under the general guidance of the Incident Manager.

BACKGROUND

More than 9.4 million people in Tigray and neighboring regions of Afar and Amhara the northern part of Ethiopia, are in dire need of humanitarian support, including health care, due to the conflict that erupted at the end of 2020 which left thousands injured and traumatized and had a severe impact on the families’ lives and livelihoods. Over 2.1 million people have been displaced and are living in crowded settings with limited access to water and sanitation infrastructure.

Over half of the health facilities in Tigray are not operational. Access to health care in the affected areas remains limited, making the scale-up of the health response difficult even as the population’s needs are growing, especially for children, women, and internally displaced people.

In order to address the suboptimal reporting of emergency response data monitoring and evaluation in the 3 conflict-affected regions of Tigray, Amhara, and Afar and to improve follow-up of the response plan. WHO has planned to recruit one Monitoring and Evaluation Officer. The purpose of this recruitment is to provide support through monitoring and evaluation to the N.E Emergency response to realize its objectives of providing emergency health services to the affected population.

Description Of Duties

The incumbent will perform the following duties:

  • Implement the monitoring, and evaluation based on strategies agreed upon with the Incident Management Team.
  • Support the provision of M & E related to strategies agreed by technical leads for the M&E frameworks and related implementation plans.
  • Monitor the progress, and effects of the humanitarian health response against the strategic priorities as well as promote, and support the quality assurance of the health response projects.
  • Facilitate monitoring of cross-cutting issues by all pillars and clusters at all levels.
  • Assist the Incident Management Team and EPR team to develop evaluation plans as agreed with the Incident Manager.
  • Ensure the effectiveness of evaluation findings, recommendations, and reports for improving programme performance and their dissemination to the intended audience.
  • Advise on policy and programme development based on evaluation findings concerning programme relevance, effectiveness, efficiency, and impact of the response’s funds and programmes activities.
  • Communicate strategic results to senior management and stimulate joint engagement with technical leads through guidance on implementing integrated planning of monitoring, evaluation, and learning activities.
  • Ensure the standards, and systems used to deliver quality and accountable services and monitoring reports include information on levels of compliance achieved against standards and indicators.
  • Analyze lessons learned for quality and accountability.
  • Propose and facilitate internal and external reviews/evaluations as agreed by the Incident Management team.
  • Support the IMT and EPR teams to seek innovative methods for remote management and monitoring to improve accountability.
  • Provide technical support/guidance to the IMT members in monitoring methodologies, good practice, and reporting responsibilities ensuring coherence with existing reporting requirements.
  • Identify and formulate monitoring and evaluation findings, lessons learned, and recommendations to be integrated into management efforts, disseminated in learning events, and channeled into decision-making processes.
  • Perform any other duties as requested by the supervisors.

Required Qualifications

Education

Essential: University degree in Public Health, Epidemiology, Statistics/Bio-Statistics, information management, Project /Programme Management, Economics, International Development, or related field from a recognized university.

Desirable: Advanced degree in Public Health, Epidemiology will be an asset. Specialized training in planning, results-based management, and/or project management would be an asset. Knowledge of WHO Planning, Budgeting, and Monitoring framework and WHO Emergency Response Framework would be an additional asset

Experience

Essential: At least five (5) years of experience at the national and international levels in the design and implementation of monitoring and evaluation strategies, methodologies, and tools, including experience in emergency operations or humanitarian contexts, in gathering, recording, validating, reporting of data from multiples sources as well as providing management with advisory services / M & E experience in related fields. Experience in the designing of and maintenance of M & E systems and frameworks. A good understanding of database structures and management.

Desirable: Working experience with WHO or other UN agencies would be an asset.

Skills

  • Demonstrated knowledge of principles, disciplines, and techniques to implement Monitoring and Evaluation strategies.
  • Proven ability to manage budgets and conduct financial analysis.
  • Proven ability to make recommendations related to work-processing approaches and procedures which would lead to more efficient systems design.
  • Demonstrated knowledge of information technology and ability to apply it in work assignments, good research, and documentation skills, especially for best practices in organizational change and development within and outside the UN system.
  • Ability to make recommendations related to work-processing approaches and procedures which would lead to more efficient systems.
  • Ability to gather, analyze and disseminate information on best practices in accountability and results-based management systems.
