Job Description
World Vision Ethiopia began its first intervention in Ethiopia in 1971 with relief and opened the Ethiopia office in 1975. Relief, rehabilitation and small community development projects dominated the decade that followed. During the 1984/85 drought, World Vision Ethiopia participated in a massive relief operation that saved the lives of millions of people.
About Job
The Monitoring and Evaluation (M&E) officer will be responsible for the design, learning framework and implementation of the monitoring and evaluation, activities for RFSA interventions in Tigray. S/he will be closely working with RFSA technical staff and Tigray emergency response team at the regional level. S/he leads and coordinates timely data collection with the required quality, data cleaning, aggregation, data analysis and production of high quality reporting for the donor and the government. S/he also support detailed implementation plans (DIP) and IPTT (indicator performance tracking table) implementation and its tracking for the success of RFSA intervention in Tigray. S/he conducts field monitoring visits, ensure implementation quality monitoring, and do on spot check at the sites for ensuring data quality and reliability. The post holder is also responsible for ensuring continuous data collection that meet the required data quality standards and can be used for reporting and decision makings and also ensure availability of all the required data, source documents and evidence for donor DQA. S/he coordinates and ensures that the community facilitators (CF), Mental Health and Psychosocial Support (MHPSS) facilitators and Community Health Facilitators (CHF) have collected quality routine monitoring data using RFSA data collection forms and also keep hard copies and its records properly (including its proper submission with the required frequency). S/he is responsible for the full testing, rollout and implementations of mobile-based data collection (MDC) and management information system (MIS).
S/he will also be responsible for MEL capacity building and MEL support for all technical team, woreda and kebele level field data collectors (CF, and CHF) and strongly work with RFSA MEL team at consortium level where there is gaps in implementing the M&E activities and MEL capacity building. Possesses skills in quantitative data collection, cleaning and analysis and in the use of qualitative approaches. S/he should be familiar with BHA/USAID policies and guidance, use of indicator performance tracking table (IPTT), performance indicator reference sheet (PIRS) and other related tools and templates. S/he supports RFSA M&E systems, plans and tools implementations.
Responsibilities
Lead the strengthening and implementation of RFSA M&E system and functions as per BHA/USAID intensive M&E policies, guidance and requirements.
- Responsible for the implementation of harmonized/standardized of BHA M&E processes, MEL plans, and tools and requirements OF Resilience Food Security Activity (RFSA)
- Lead the monitoring, and evaluation activities of the RFSA program by closely working with all the technical team based at regional offices and field teams,
- Responsible for tracking and monitoring of progresses of detailed implementation plan (DIP) task achievements against its quarterly and annual targets
- Supporting the field level team to put a realistic quarterly target in the DIP, collect and aggregate quarterly data for DIP tracking (as per tracking table) so as to regularly gather information for quarterly reporting which will also input to the IPTT indicator values during annual results reporting, and produce DIP charts,
- S/he is responsible for adopting IPTT with its targets, tracking progresses of those indicators quarterly and annually to aggregate or feed in to IPTT tracking/results monitoring and reporting.
- Collect and clean the data or support field level team to collect, and clean monitoring data using appropriate data collection tools, and ensure its quality and then analyze and use the data for reporting, learning and adaptations,
- Support the production of high quality quarterly, annual and final reports as per quarterly, annual and final reports guidance, templates, and requirements,
Ensure quality data collection, cleaning, storage, processing, aggregation, analysis and reporting on a timely basis with the required frequency.
- Responsible for the production and smooth flow of quality M&E data from field offices as per BHA M&E policy and guidance, indicator handbook, RFSA PIRS quarterly and annually,
- Ensure that the data is collected with maximum accuracy, and reliability (meeting all the five USAID data quality standards) by closely working with the technical staff, CFs and CHFs who directly collects the data in the field,
- Regularly updates master participant lists (MPL), and support related beneficiary tracking,
- Responsible for quality data collection, data cleaning, aggregation, analysis, visualization, indicator counting and reporting against targets in the IPTT, and use of the data quality quarterly, annual and final report including tracking DIP progress,
- Regularly or continuously conduct on spot check and data verifications for ensuring quality of the data and its timely submission by CF, CHF and technical staff,
- Responsible for data management to ensure effective and smooth functioning the M&E processes, tools, systems and products,
- Conduct field monitoring visits, and implementation quality monitoring regularly
MEAL capacity building for field level staff
- The post holder will build the capacity of technical team on MEL, RFSA/BHA indicators, PIRS, and data collection tools, and related processes and tools.
- Build capacity of staff on data cleaning, processing, aggregation, analysis, and reporting for technical and other staff
- Training or continuously supporting CF and CHF on data collection forms, proper mobile data collection, and how they could keep hard copies of the record from which the gathered the data,
- Providing other MEL support to the field offices and local government staff
Requirements
Required Education, training, license, registration, and certification
Master of Science Degree in Economics, Statistics, Social sciences, Development Studies and related fields
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
Experience: Five (5) years and above working on implementing M&E systems, tools and processes for national or international NGOs as M&E Officer, or M&E staff of diverse development program or interventions. Experience working on FFP or BHA/USAID projects or Feed the Future Project is highly desirable.
Preferred Knowledge and Qualifications
- Very good knowledge of diverse M&E approaches, practices, and tools; analysis and use of M&E data,
- Proven experience in quality data collection, cleaning, analysis, aggregation, and production of high-quality report for donor
- Understanding of USAID MEL systems, practices and approaches and BHA M&E requirements in particular
- Excellent presentation, communication, writing, networking and partnering skills,
- Highly skilled in data analysis using computer packages like SPSS, STATA, MS-Word, MS-Excel, MS-Access etc.,
- Participatory program design, M&E and management,
- A strong aptitude for organizational change, innovation, learning, team building and strong communication skills.
- Strong attention to detail and accuracy, excellent problem-solving skills, flexibility, and ability to work independently.
- Must be a committed Christian, able to stand above denominational diversities.
Language Requirements:
- Knowledge of Tigrigna
- Fluency in written and oral English, Amharic, and Tigrigna
