Job Description


Children Believe Fund (CBF) is a child-centered, community-based international development organization devoted to addressing the needs of children, their families and communities by implementing programs that focus on, health & nutrition, WASH, education, early childhood development, child protection sustainable livelihood development, disaster risk reduction and gender equality in different parts of Ethiopia.

Currently Children Believe Fund wants to hire one Monitoring & Evaluation Officer for nutrition focused new project titled Championing Health and Gender Equality (CHANGE) to be implemented in North Wollo Zone of Amhara National Regional State, Ethiopia.

About Job

The Monitoring & Evaluation Officer (M&E Officer) is responsible for developing M&E framework, facilitating and spreading planning, monitoring and evaluation of the project. The position also captures or produces and shares best practices, successes, challenges, lesson leant and results of the project. She/he will ensure active involvement of project stakeholders in the project planning, monitoring & evaluation. The position will also be responsible for timely reporting of project performance and facilitating, leading and learning at all levels ensuring the appropriate documentation of the project activities. She/he will closely work with Monitoring, Evaluation, Learning and Knowledge Sharing (MELKS) Coordinator of CBF Ethiopia Country Office.

Key responsibilities include but not limited to:

  • Develop detailed implementation plans, monitoring & evaluation framework including Performance Measurement Framework and monitoring plan involving Finance Officer, Project Manager and other project staff and other concerned project stakeholders.
  • Ensure the participation of girls, boys, women (especially mothers) and men and their rights are enhanced as well as the full involvement of concerned government offices in the planning, monitoring and evaluation of the project.
  • Develop M& E tools (data collection and analysis tools/methodologies) in line with Project Performance Measurement Framework, Risk Register and other supporting project documents appropriate data collection formats.
  • Identify appropriate Microsoft ware for data entry and analysis, orienting key project staff on its use.
  • Ensure timely data/information collection, analysis and use for measuring the project performance and learning process.
  • Ensure regular and participatory monitoring of the project that will be undertaken by Project Monitoring Team with major emphases on project efficiency, quality of activities & service delivery, financial performance and beneficiaries (children and mothers) satisfaction/perception on the project services; effectiveness, successes, and sustainability of the project; and challenges, best practices and lesson learnt.
  • Identifies and document key learning/ lessons in the process of project planning, implementation, monitoring and evaluation and share the same with the project staff and other project stakeholders.
  • Ensure monitoring and evaluation of the project takes into account activities that have positive environmental effects and activities that prevent and mitigate potential negative environmental effects of the project, and anticipated risk mitigation strategies pertinent to the project.
  • Facilitate/spearhead and ensure timely undertakings of baseline survey, annual and mid-term project reviews, end-line or terminal evaluation and other closeout activities of the project.
  • Provide technical support to other project and partners staff on project planning, data management, project performance indicators, reporting, monitoring and evaluation.
  • Synthesize M&E findings (including planned vs accomplishment and reasons for deviations) and prepare and submit monitoring reports to Project Manager at least on quarterly basis; and develop, refine and manage the process for regular reporting on monitoring findings and coordinate with project staff for the dissemination of information.
  • Follow up on the implementation of monitoring findings/recommendations and report the status for further follow up or action.
  • Produce and timely submit monthly, quarterly, semi-annual, annual, mid-term and terminal project reports to the Project Manager and follow up on timely submission of the reports to CBF Canada Office, donor and concerned government offices.
  • Assist Monitoring, Evaluation, Learning and Knowledge Sharing (MELKS) Coordinator in designing and executing country office evaluation, data review and research studies
  • Work collaboratively with MELKS Coordinator for strengthening integration and cross learning.
  • Perform other related duties as assigned by immediate supervisor.

Duty station: Gazo/Angot/Muja or Gidan or Woldia, North Wollo Zone

Job Requirements

Minimum Education and Experience Required:

  • First Degree or Master’s Degree in Monitoring and Evaluation, Statistics, Public Health or other related fields.
  • Six (6) or more years of successful and proven experience in monitoring and evaluation and reporting of health and nutrition and related program/projects in a reputable international NGOs.
