About AWPSI

The African Women Peace and Security Institute (AWPSI) is committed to advancing the Women, Peace and Security (WPS) agenda across the African continent. As part of its strategic goals, AWPSI seeks to establish a Monitoring and Evaluation (M&E) framework that will measure the effectiveness, efficiency and impact of its programs and initiatives. This ToR outlines the key responsibilities, scope, methodology and deliverables for the M&E function at AWPSI.

Purpose of the M&E Function

The purpose of the M&E function is to ensure that AWPSI’s activities, projects and programs are effectively monitored, evaluated and aligned with the Institute’s objectives and mission. The function is expected to assess the relevance, performance, outcomes and sustainability of AWPSI’s initiatives, by providing evidence-based data to support decision-making and program improvement.

Objectives

The primary objectives of the M&E function at AWPSI are as follows:

  • Monitoring: To track the implementation of AWPSI’s programs and activities in real-time, ensuring they are on schedule, within budget and achieving intended outputs.
  • Evaluation: To assess the results and outcomes of AWPSI’s programs against set objectives, contributing to long-term learning and improvement.
  • Impact Assessment: To evaluate the wider impact of AWPSI’s work on women’s empowerment and participation in peace-building, Peace-making, Peacekeeping and Post-conflict reconstruction.
  • Accountability and Reporting: To ensure transparency in reporting to stakeholders, donors and partners on time as well as accurate data collection and analysis.

Scope of Work

The scope of work for M&E at AWPSI will include, but not be limited to, the following:

  • Program Monitoring: Regular tracking of program activities and outputs to ensure adherence to planned timelines and goals.
  • Data Collection: Design and implement data collection methods (qualitative and quantitative), including surveys, interviews, focus groups and case studies.
  • Data Analysis: Analyze collected data to assess program performance, identify trends and provide actionable insights.
  • Evaluation Framework: Develop a comprehensive evaluation framework for assessing the relevance, effectiveness, efficiency, impact and sustainability of AWPSI’s programs.
  • Impact Assessment: Conduct impact assessments to measure long-term outcomes on the target population and communities.
  • Reporting and Documentation: Produce regular M&E reports, including quarterly, annual, and end-of-project reports, with recommendations for improvements.
  • Capacity Building: Build the M&E capacity of AWPSI staff through training and technical support, ensuring sustainability and ownership of M&E activities.

Roles and Responsibilities

The following roles and responsibilities are outlined for the M&E function at AWPSI:

  • M&E Officer: Responsible for the overall design, implementation and management of M&E activities, including data collection, analysis, reporting, etc…
  • External Evaluators (if applicable): Support the M&E team in conducting independent evaluations, ensuring objectivity and credibility.
  • AWPSI Senior Leadership: Provide oversight and strategic direction for M&E activities, ensuring that M&E is integrated into the overall organizational strategy.
  • M&E Plan: Development of a detailed M&E plan for each program and project, outlining objectives, indicators, data collection methods, and timelines.
  • Data Collection Tools: Creation and pilot-testing of tools for data collection, such as questionnaires, interview guides and monitoring templates.
  • Quarterly and Annual Reports: Submission of regular reports summarizing M&E findings, challenges, successes and recommendations.
  • Impact Assessments: Comprehensive impact assessments to determine the long-term outcomes of AWPSI’s programs on the targeted communities.

M&E Training Materials:

  • Development of M&E training materials and workshops for AWPSI staff and partners to enhance their skills in monitoring and evaluation

Employment Type: Contract, Full-time

Duration: Six Months (with the possibility of extension)

About You
  • Minimum of 3–5 years of relevant experience in monitoring and evaluation, research, data management, or project management in the Development, Humanitarian, or Peace-building sectors.
  • Experience in designing and implementing M&E systems, frameworks and tools for projects or programs.
  • Experience in data collection, analysis, and reporting using qualitative and quantitative methods.
  • Experience in working with donors, international organizations, NGOs, or government agencies is an advantage.

Technical Skills

  • Knowledge of M&E methodologies, including log frames, results-based management (RBM), and Theory of Change.
  • Proficiency in data analysis software (e.g., SPSS, STATA, R, Excel, Power BI).
  • Experience using survey tools such as Kobo Toolbox, ODK, or CommCare.
  • Understanding of indicators, baseline assessments, impact evaluations and performance tracking.

  • High level of attention to detail and accuracy.

Language and Other Requirements

  • Fluency in English (spoken and written); knowledge of other languages is an advantage.
  • Familiarity with donor reporting requirements (e.g., EU, UN, DFID).
