Job Description


Good Neighbors International (GNI) is an international humanitarian and development non-governmental organization, operating in 46 countries with the focus on Community development. Good Neighbors Ethiopia has a 25-year track record of assisting Ethiopia’s most vulnerable and marginalized populations. GNE is present in Ethiopia’s Amhara, Oromia, Benishagul Gumez, Sidama, SNNPR, and Addis Ababa city administration. GNE will start operation in Gedeo-West-Guji Zone which entitled “Promotion of Livelihood and Social Cohesion in Gedeo and West–Guji zones, Ethiopia.” and we are looking for energetic & well experienced person.

The project is funded by Ministry of Foreign Affairs of Japan implemented by Good Neighbors Japan through its implementing partner Good Neighbors Ethiopia.

Responsible To: Project Field Manager

Term of Employment: One year with a possibility of extension

Overview of the Position

The MELR Officer takes overall responsibility for the implementation and management of monitoring, evaluation, learning and impact assessment component of the project as per donor’s requirement. S/he is responsible to develop and use appropriate M&E and Impact Assessment systems and tools; compile socio-economic baseline data on the target population; keep track of project progress and impacts on an on-going basis; prepare progress and M&E/impact assessment reports; keep documentation of experiences, impacts and lessons learned; and produce reports on monthly, quarterly, semi- annual and annually.

Duties and Responsibilities;

  • Develop specific Monitoring and Evaluation plan for the project based on the overall project log frame; and take the lead for its implementation;
  • Develop contextual and specific M&E tools for collection and reporting of project log frame indicators;
  • Establish and maintain monitoring systems to measure the overall performance, track project performance, field checking and feedback system to project staffs at all levels;
  • Analyze plan versus achievements of the project and identify justifications for under achievements or over achievements;
  • Organizing field monitoring and evaluation to program sites;
  • Ensure the delivery of the procured materials items to the project on time;
  • Assists the project staff in understanding activity/output project level data;
  • Analyze achievement against budget and advise project staff on cost effectiveness;
  • Ensure the implementation of project M&E plans/framework.
    Collects, processes, evaluates or analyses data and makes projections& develop projects level draft concept note.
  • Develops formats/questionnaires for gathering statistical data;
  • Work closely with other project staffs to achieve the project outcomes effectively.
  • Compiles and prepares weekly, monthly, quarterly and bi-annual reports on the overall performance of the project;
  • Assists the program staff in analyzing and interpreting project data;
  • Carryout any other duties as outlined by the Project Field Manager;

Job Requirements

Qualifications

  • BSc/BA or MSc/MA degree in Economics, Development studies, Statistics, Management, and related field;
  • Minimum 4 years working experiences for BSc/BA and 2 years working experiences for MSc /MA in related field of studies.

Skills:

  • Experience in food security, livelihoods, peace building and Protection is preferred.
  • Creative and able to work with limited resources and use scarce resources economically.
  • Ability to work independently with minimal or no supervision.
  • Strong English language ability (both written and verbal) and ability to produce cohesive, informative reports help for decision.
  • Computer skills including ability to use SPSS, Kobo Collect, Survey CTO, etc.;
  • Previous related experience in INGO set up is advantageous.
  • Required Languages – English, Amharic, (Local language Afan oromo and Gediofa)
