The purpose of the anticipated PHEM activity is to strengthen public health emergency management to mitigate the impact of disasters on the health system and primary care and, strengthen the capacity of Ethiopia’s institutions and communities to effectively manage disaster risks.

Overview Of The Position

DAI is looking to identify a Monitoring, Evaluation & Learning Director (MEL) for an anticipated USAID-funded 5-year project in Ethiopia focused on Public Health Emergency Management (PHEM). The purpose of the anticipated PHEM activity is to strengthen public health emergency management to mitigate the impact of disasters on the health system and primary care and, strengthen the capacity of Ethiopia’s institutions and communities to effectively manage disaster risks.

The Monitoring, Evaluation & Learning Director will be responsible for the implementation of all project monitoring, evaluation, and learning activities, including data collection, monitoring, reporting, and providing cross-cutting support as needed.

This position is anticipated to begin Fall 2022 and is subject to project award and client approval.

Roles And Responsibilities

  • Develops MEL systems and plan in consultation with the Chief of Party (COP) and technical leads.
  • Create and implement data collection tools, surveys to ensure accurate and compliant data collection.
  • Develop and oversee quality assurance processes for project deliverables
  • Continually monitor MEL capacity gaps and advise on strategies to address them.
  • Review the progress of the MEL Framework to ensure effective implementation of the project
  • Serve as a central point for data requests during review missions (e.g. baselines, assessments, annual reviews).
  • Work with the project team to gather and apply feedback from beneficiaries and key stakeholders to improve project activities.
  • Analyze indicator results in the context of the project Work Plan and provide strategies to improve project performance.
  • Facilitate regular external learning forums and knowledge sharing through multiple channels.
  • Responsible for monthly, quarterly, annual, and final progress reporting.

Minimum Qualifications

Additional responsibilities may be assigned as business needs evolve.

Equivalent combination of experience and education will be considered.

  • Graduate degree in a social sciences, business, or related technical field with technical training in MEL
  • Minimum of 10 years professional experience in monitoring and evaluation management for large and complex development projects
  • Previous experience of multi-faceted, USAID-funded, or other donor projects
  • Experience conducting knowledge management and dissemination activities on similar programs.
  • Experience training partners and/or staff in MEL.
  • Ability to think strategically, work effectively in a team environment and maintain quality control on Project activities.
  • Proficiency with MS Office software.
  • Strong oral and written communication skills in English and Amharic language skills required
  • Eligibility to work in Ethiopia.

Work Environment/Travel

Work environment: Office-based with some travel.

Travel: The position requires ability and willingness to travel domestically within Ethiopia.
