The position holder will be responsible to support the implementation and realization of the PIE’s strategy by developing and leading the PA monitoring, evaluation, accountability, research and learning strategy, responding to contextual challenges while ensuring alignment with PIE and regional strategies and global M&E framework, policy and strategy.
This would be demonstrated in undertaking responsibilities which include managing and leading PA level MEAL team and provide capacity building training for staff and partners,  review researches/studies and evaluations terms of references and facilitate monthly program review meeting and workshops, prepare quality and condensed quarterly and annual reports of the PA,  and represent MEAL in any M&E related workshops, Networks, forums and advocate for program quality in both development and humanitarian programs.

Key Relationships(Internal/External)

Internal:
The job holder has a close working relationship internally with the following departments and/or functions:
• Emergency Response Area Level: Day to day line management relationship to ensure program quality and implementation progress update
• MEAL CO: Matrix reporting relationship
• Other ERA: Programmatic review of POs, Programs/Projects quarterly internal & external reports quality control, Midterm and End term Monitoring and Evaluation
• CO ERT and other team: Specialist, Program Managers, Consortium Team Leaders, Thematic Sector Leads, Sponsorship Manager, Head of Disaster Preparedness, Response & Resilience, Local Partnership Management Specialist, Knowledge Management Specialist, and Innovation Specialist: Programs/Projects implementation quality information for decision making
• Finance Department: Request budget and liquidate per diems and medical expenses
External:
The job holder has a close working relationship externally with the following departments and/or functions:
• BHA/USAID: regular update to donor as required and requested
• Inter- Agency Accountability working group: Discussion on Core Humanitarian standards at ERA level
• Government line sectors: quarterly, midterm and end term reports of projects and evaluations

LEVEL OF CONTACT WITH CHILDREN

  • Medium level contact: Medium level frequency of interaction

PHYSICAL ENVIRONMENT

  • The position is typically 50% office environment with 50% travel in PIE’s Projects Locations/ Communities.

Job Requirements

Qualifications/ experience essential:

  • Education at Bachelor’s Degree level or equivalent in Social science, Development studies, Economics, Statistics and Management
  • 5 years of monitoring & evaluation position experience and at least 2 years of Monitoring & Evaluation experience with NGOs.
  • Practical knowledge of monitoring and evaluation methodologies, including log frames, result chains, theories of change, and assessment/evaluations.
  •  Experience in staff/team management, coaching, mentoring, capacity building, and performance review and appraisal is the plus.
  • Knowledge of strategic planning process es

Qualifications/ experience desirable:

  • Demonstrated experience of operational and programming processes, systems and principles, and the ability to provide leadership and support to staff working at ERA & community levels.
  • Sound understanding of integrated development issues and critical analysis of child poverty
  • Experience in both development and humanitarian contexts.

Languages required

  • Fluency in English language is essential

In addition to Amharic, Knowledge of Local Languages is a desirable
