Resolve to Save Lives was created in 2017 by Dr. Tom Frieden, former director of the US Centers for Disease Control and Prevention (CDC). Through his work in government and with philanthropy, Dr. Frieden pinpointed a unique problem: no one is thinking about how to systematically combat the world’s leading killers. Heart disease carries the distinction of being the world’s #1 cause of death. And few organizations raise their focus from one disease to look at epidemics as a whole—and how they can be prevented. Resolve to Save Lives is committed to saving lives from these preventable causes by partnering with government and civil society to implement scalable, proven strategies.

Position Purpose:

The Monitoring and Evaluation Advisor, Health Security is responsible for leading the development and roll-out of an effective Monitoring and Evaluation framework for a collaborative project between Resolve to Save Lives and the Ethiopian Public Health Institute (EPHI). The project implementation unit provides technical expertise and support to the Government of Ethiopia to accelerate progress towards compliance with core capacities of International Health Regulations. The Monitoring and Evaluation Advisor oversees data management processes to track performance and inform programming of the National Action Plan for Health Security implementation. In addition, the Monitoring and Evaluation Advisor assists in conducting self-assessments and providing technical support to address M&E capacity gaps. This position is embedded with the Program Planning, Monitoring and Evaluation Directorate of EPHI.

The Monitoring and Evaluation Advisor plays a pivotal role in strengthening and scaling our efforts in Ethiopia to support EPHI and other key sectors on the implementation efforts of NAPHS. The incumbent will leverage action research and quality improvement to enhance our monitoring and evaluation practices, helping us and our partners to refine and amplify our efforts for greater impact. Their work includes facilitating collaborative learning, promoting continuous improvement across EPHI and key government stakeholders to strengthen the health security leadership, governance and financing infrastructure. Furthermore, they help document and share actionable insights and lessons. Their work is essential to ensuring our strategies remain agile, evidence-based, and people-centered. The Monitoring and Evaluation Advisor reports to the Senior Project Manager, Prevent Epidemics and works collaboratively with the other members of the EPHI Acceleration Team.

Roles and Responsibilities:

Strategic Monitoring and Evaluation

  • Refine and implement a robust M&E system tailored to the National Action Plan for Health Security (NAPHS), featuring both process and outcome indicators.
  • Ensure M&E framework is aligned with International Health Regulations (IHR 2005) and can facilitate accountability, learning and continuous improvement.
  • Document lessons in culture strengthening around leadership and financing.

Advanced Data Management and Analytical Reporting

  • Lead the collection, analysis, and synthesis of quantitative and qualitative data to evaluate program performance and influence health security strategies.
  • Produce compelling data visualizations and detailed reports, including success stories, case studies, and briefing notes that drive strategic decisions and policy adoption.

Capacity Building and Technical Assistance

  • Develop and enhance M&E skills across national and regional health teams through tailored training sessions and developing easy-to-use tools and processes.
  • Provide training support including leadership, governance, and technical aspects of health security.

Proactive Stakeholder Engagement and Communication

  • Build and sustain strong relationships with stakeholders at all levels, from national to regional levels, ensuring transparent and ongoing communication of progress and insights.
  • Support change management and sustainability of relevant initiatives.

Support Emergency Preparedness Activities

  • Actively participate in public health emergency management, enhancing response capabilities and integrating rapid response frameworks like the 7-1-7 model into operational workflows.

Project Coordination, as needed

  • Manage assigned projects from conception through to completion, setting clear goals, budgets, and timelines.
  • Support coordination with broader EPHI and Resolve to Save Lives initiatives to ensure strategic alignment and maximize the impact of health security efforts.

Qualifications:

Experience, skills and competencies.

  • Professional Experience: 8+ years of relevant professional experience in public health, global development, or related fields. Proven track record of effective collaboration with officials in low- or middle-income countries.
  • Monitoring and Evaluation Expertise: Strong track record designing and implementing M&E systems and plans. Experience in data collection and evaluation methods.
  • Qualitative Research Expertise: Familiarity with qualitative research e.g., designing surveys, conducting interviews and focus groups. Demonstrable experience in thematic analysis, grounded theory, or other qualitative analysis techniques.
  • Ability to design and implement action research initiatives and foster continuous improvement in organizational contexts.
  • Data Analysis Skills:
  • Capabilities in data analysis, adept at converting raw data into actionable insights. Proficient in the use of analysis and visualization tools (e.g., Google Data Studio, Power BI), capable of generating statistics, graphs, and tables for strategic decision-making.
  • Quality Improvement: Experienced in applying quality improvement practices to enhance institutional performance.
  • Communication and Project Management Skills: Excellent communication skills, both verbal and written.
  • Strong project management abilities, including organizing workflows, adhering to timelines, and focusing on critical details.
  • Interpersonal Skills: Demonstrated empathy and cultural sensitivity, can engage effectively across diverse cultures. Open to and skilled at incorporating feedback from various perspectives.
  • Adaptability: Resilient and adaptable, comfortable navigating complex or ambiguous projects.
  • Committed to personal growth and learning in new areas.
  • Technological Proficiency: Competent in using digital communication tools and software, (Microsoft Office suite) and project management platforms (e.g., Monday.com)

Education: MA/MSc/MPH in Monitoring and Evaluation, a public health, Health informatics, social sciences, management or relevant field or equivalent experience

Preferred assets:

  • Experience in Organizational Analysis and Change: Demonstrated experience in assessing and redesigning organizational structures or organizational change initiatives. Familiar with human-centered design approaches
  • Training Design and Evaluation: Experience developing, facilitating, and evaluating training programs, particularly in public health, leadership, or management contexts
  • Publication and Dissemination Skills: Experience publishing research findings in recognized academic journals, professional reports, or presenting at conferences
  • Foundational Knowledge: in leadership, program management, organizational development or health security
  • Return on Investment (ROI) Analyses: Skills in conducting ROI analyses, particularly in public health or development sectors.

Duration: 2 years, with the possibility for renewal

Setting: Qualified candidates will be based in Addis and required to work from the Ethiopian Public Health Institute premises.
