Job Description


Jhpiego, an affiliate of Johns Hopkins University is implementing The Challenge Initiative (TCI), a project funded by Bill and Melinda Gates Foundation (BMGF) through The Bill & Melinda Gates Institute for Population and Reproductive Health (GI), Department of Population, Family & Reproductive Health at the Johns Hopkins Bloomberg School of Public Health.

Summary

Jhpiego Ethiopia is seeking to hire a Monitoring, Evaluation and Learning Specialist, for a three-year anticipated award, under the Response-Recovery-Resilience for Conflict-Affected Communities in Ethiopia Project (3R-4-CACE). The candidate will provide technical leadership for systematic collection, analysis, synthesis, use and communication of data and learning to inform the mapping and rapid assessment of GBV referral services. Under the guidance of the Project Coordinator/Team Lead, the MEL specialist will also inform and support the development of a comprehensive capacity building strategy and trainings for conflict and climate affected communities.

Responsibilities

  • Ensure the activity achieves its goals and corresponding objectives by monitoring targets
  • Oversee development and implementation of the Activity
  • Monitoring, Evaluation and Learning Plan (AMELP) or Performance Monitoring Plan (PMP) consistent with Ethiopia’s national monitoring and evaluation guidelines, protocols, information and reporting systems;
  • Support the Team Leader/Project Coordinator to champion holistic approaches to collaboration, learning and adaptive management, including establishing regular opportunities with key stakeholders to reflect on project progress and use information to adjust interventions as needed;
  • Oversee development and management of systems to efficiently track, analyze, visualize, use and disseminate performance and context monitoring data;
  • Train and mentor project staff in MEL methods, tools, and systems as appropriate;
  • Lead results reporting to the donor by providing written documentation on MEL activities and indicator results for monthly progress and end of project reports;
  • Ensure quality of data through data verification procedures, including data quality audits that are routinely carried out during the project lifecycle;
  • Provide leadership for relevant and appropriate dissemination and sharing of program data with stakeholders
  • Oversee and/or conduct targeted assessments, evaluations and implementation research, ensuring compliance with Government of Ethiopia and Johns Hopkins University institutional review board policies
  • Ensure protection of participant data and confidentiality during all monitoring, evaluation and research implementation and dissemination processes

Job Requirements

Education & Qualifications:

  • Post Graduate degree in, economics, business, management, statistics sociology, or other related fields.
  • Minimum seven years of work experience in monitoring and evaluating on in delivering assessments of GBV services in Ethiopia or other countries
  • Experience in monitoring and evaluation in a project/program related with GBV
  • Proven expertise in quantitative and qualitative data collection and analysis methodologies, implementation research approaches, social science information systems, reporting, data quality assessments, data analysis and visual data presentation
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata,
  • Experience in using low-cost technologies to conduct assessments of similar nature.
  • Previous experience working in different regions of Ethiopia
  • Fluency in English, Amharic, and/or Afan Oromo, Afar
