Job Description


The Save the Children Fund, commonly known as Save the Children, was established in the United Kingdom in 1919 to improve the lives of children through better education, health care, and economic opportunities, as well as providing emergency aid in natural disasters, war, and other conflicts. After passing a century, which it celebrated in 2019, it is now a global movement made up of 29 national member organizations which work in 120 countries.

ROLE PURPOSE:

Save the Children (SC) will support the government of Ethiopia with the provision of urgent medical services to the most affected population through mobile medical clinics, moving into static clinics as soon as the affected populations’ access is enabled.

The HMIS/MEAL Coordinator will be responsible for support Tigray response to set up health & nutrition data base ensuring accurate collection, collation, compilation, analysis, maintaining and dissemination of health service delivery data. S/he will assist the Health, Nutrition and WaSH programme Manager in establishing and strengthening a comprehensive Monitoring and Evaluation system to measure programme progress and impact and establish effective lesson learning and beneficiary accountability mechanisms in the project area. Moreover, He will coordinate the HMIS/MEAL activities and coach and mentor HMIS/MEAL officers on regular basis to quality data collection, analysis and dissemination at all levels.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Senior Health, Nutrition and WaSH programme Manager

KEY AREAS OF ACCOUNTABILITY

  • Acts as the primary contact for programme dataset.
    Manage data throughout project lifecycle from start to end as directed by the H,N and W PM
  • Ensure collection and entry of relevant data related to health & Nutrition projects in a timely manner, and feedback given to the source of the data collected via mobile clinics and support health facilities, Nutrition team and HMIS/MEAL officers
  • Analyse data, make necessary visual presentation and give feedback to each service delivery point
  • Ensure the database in IMPACT is functional and in use
  • Support and supervise supported clinic staff, and HMIS/MEAL officers in collecting, collating and disseminating primary and reproductive health, nutrition, Wash and other relevant data on time.
  • Assist conduction of survey, evaluation, documenting case studies and participate in research activities.
  • Ensure data collection tools (registers, forms etc) are correctly utilised, kept and updated within project areas including health facilities and communities.
  • Assist the H,N and W PM and other programme staff with the preparation and presentation of data for internal and donor reports in a timely manner.
  • Prepares and submits required 4W and 5W report to health and Nutrition cluster in a timely manner
  • Ensure availability of relevant data collection tools within the supported health facilities.
  • Ensure data is desegregated by gender and flag any gender disparities to enhance gender sensitive programming.
  • Ensure procedures in place are followed and documenting where not, to implement policies on, data quality assurance, procedures, data collection and storage.
  • Identify training needs on data management for facility staff and design, deliver trainings accordingly
  • Manipulates and queries data content to support operational information needs and provide Management reports.
  • Assists and trains users in subject matter-specific applications, including maintaining training manuals and other user documentation.
  • Establish contacts with other agencies and Information Officers within government departments and external agencies.
  • Participate in data management enhancement activities for staff.
  • Conducts client exits interviews for children and adults receiving health services; compiles and shares results with team to identify areas for improvement
  • Ensures accountability mechanisms are in place and feedback is reviewed and considered on a regular basis
  • Support staff to set goals and review performance on regular basis and coach and mentor subordinates under his/her supervision
  • Perform any other duty assigned by the line manager

QUALIFICATIONS AND EXPERIENCE:

Essential:

  • Degree Health Information Systems, Health Statistics, Information Management or equivalent or Mss in Health informatics
  • At least 3-year experience in managing health information systems support in an MOH or NGO
  • Knowledge of database design and use
  • Knowledge of data processing and analysis
  • Knowledge of monitoring and evaluation methodologies.
  • Ability to organize and plan information systems
  • Knowledge of MS Excel
  • Experience with DHIS 2
  • Knowledge of conducting surveys, assessments, and data quality audits
  • Ability to work in a team
  • Willingness to live and work in hardship areas
  • Commitment to abide by the Save the Children Child Safeguarding Policy

Desirable:

  • Work experience in Tigray Region
  • Fluency in local Tigrigna Language
