Job Description
Key Responsibilities:
Cluster Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator’s primary responsibility will be coordinating design, monitoring, accountability, evaluation and learning of all WVE programs irrespective of their sources of funding across the APs under the HUB by providing technical guidance. S/he will support AP MEAL Officers in design, planning, monitoring, evaluation, and reporting as well as concept papers and proposals development. S/he guides and provides support to AP MEAL officers in documentation as well as recording learnings, best and promising practices, and sharing feedback by offering capacity building supports in the HUB’s Operational Areas
Major responsibilities of the positions
Program Development and Planning:
- Coordinates designing of all programs irrespective of funding sources including annual planning and budgeting processes by working closely with and supporting AP’s MEAL Officers for timely and quality delivery of MEAL functions in accordance with DME policy.
- Facilitate timely orientations and capacity building on LEAP, DPA, HORIZON and other strategic initiatives using centrally shared materials, procedures and tools to respective APs
- Supports APs in identification and contextualization of key indicators from the National Standard TPs including CWB target indicators that relate to program objectives and activities.
- Support APs in concept notes and proposals development as deemed necessary;
- Coordination of planning and budgeting processes of World Vision Projects in accordance of DME policy and data quality assurance
- Quality preparation and implementation of DIP program/projects of all funding streams.
- 100% submission of all plans and required reports
- Completion of Assessment, Evaluation Repots and Audits requirements.
- Adherence of Horizon, LEAP3, DPA as per the standards
Monitoring and Reporting:
- Coordinates all projects’ and programs’ monitoring and reporting activities including AMR, SAR, AMIC and LQAS measurements and others to ensure proper measurement of set indicators within the Hub irrespective of the funding sources by working closely with and supporting AP MEAL Officers.
- Ensures identification and adaptation of appropriate monitoring and reporting tools and methodologies as required by respective stakeholders using participatory approaches as required.
- Ensures each AP has detailed schedules of activity monitoring and budget information tracking systems and processes and plans with clearly defined roles and responsibilities.
- Ensures use of data management systems, rigor of data analysis, aggregation and synthesis of results to draw inferences using appropriate tools by respective AP MEAL Officers.
- Coordinates and ensures appropriate use of systems such as HORIZON and other NO’s established protocols. S/he coordinates preparation of regional and annual to the CSA report

- Identify and work on staff capacity to implement projects
- Submissions of all offline and system-based reports, Monthly, Quarterly, SAR, AMR and other donor-based reports
- Timely update and reports of ORT and Horizon ITT
- Timely completion of routine and periodic monitoring per DME standards
- Application of context-based tools and methodologies for planning and reporting requirements
- Appropriate use and lesson sharing from evaluations reports, assessment reports and internal annual outcome monitoring results.
Programs and Projects Evaluations:
- Coordinates all projects and programs’ evaluations within the Hub by liaising with MEAL Department and Support Service Division (SSD) at NO, concerned project managers and the AP irrespective of sector or sources of funding for the project.
- Ensures proper coordination with respective stakeholders including regional, zonal and woreda government offices as required and participation of communities in the evaluation process through the concerned AP.
- Ensure evaluation of reports are shared with concerned stakeholder for learning and future use
- Coordination of projects evaluations in Hub operation
- Ensured involvement of all relevant stakeholders in projects evaluation process.
Timely sharing for evaluation reports
Accountability:
- Coordinate and support APs in rolling out social and program accountability frameworks and establishment of feedback mechanisms from beneficiary communities in APs which have pleaded to implement the framework and encourage and support other APs to implement the same.
- Establishment of Social and Program Accountability pillars in Hub and APs
Survey and Assessments:
- Coordinate surveys and assessments following set standards and guidelines using prescribed tools by partners.
- Support AP MEAL officers in developing sampling frame for baseline studies and proper coordination by APs with partners for appropriate timing of data collection and provision of feedbacks.
- Support APs in internalization of standard tools developed or adopted by the NO for qualitative and quantitative data collection, field testing of the tools to ensure relevance of the questionnaire or tools used for generating required data accuracy
- Full engagement and support in surveys and assessments as per standards and donor interest
- Utilization of relevant standard tools for Surveys and assessments
- Coordinated and capacity building of AP team in areas of survey and data collection.
Networking and collaborating with partners:
- Support Hub in networking and collaboration with partners at zonal and regional governments level.
- Identify key users of the information sharing and facilitate comprehensive scoping for discussions with key stakeholders.
- Review critical findings from monitoring, evaluation and various survey reports for sharing with concerned stakeholders and for use in new programs development
End results
- Strong network and collaboration partners at zonal and regional level.
- Facilitated joint discussion and learning with partners on findings of M&E
Knowledge/Qualifications for the positions
Required Professional Experience : At least 5 years in relevant field and NGOs experience is preferred.
Required Education,
- BA/BSc Degree in Social sciences, Development Studies, Economics, and related fields.
- Master’s degree is an advantage
Preferred Knowledge and Qualifications
- Good understanding of transformational development
- At least five years’ work experience in NGO environment or development related field
- Understanding of World Vision’s development programs;
- Good presentation, communication, networking and partnering skills;
- Highly skilled in data analysis using computer packages like Epi-info, SPSS, MS-Word, MS-Access, MS-Excel;
- Participatory Program and Project Designing, Monitoring and Evaluation
Experience; A strong aptitude for organizational change, innovation, learning, team building;
