Job Description


The Save the Children in Ethiopia Country Office (CO), in support of the Government of Ethiopia (GoE), has continued to contribute to the well-being of Ethiopian children in development and humanitarian contexts. We work to provide immediate humanitarian relief and long-term sustainable development.

ROLE PURPOSE:

The role of MEAL Coordinator is support the project for technical implementation to meet /exceed the M&E Operating Standards, also applies knowledge management and learning as part of the overall MEAL strategy, ensuring that the systems are institutionalized within the project office and respective implementing partners at the field level to deliver against SCI’s Minimum Operating Standards in the project intervention areas of Afar region.

The coordinator is responsible for the implementation Irish Aid Project M&E and knowledge management plan and system with particular emphasis on youth development for economic growth and works closely with the staff members of different woreda and program stakeholders in collecting data, information and reporting. The coordinator is also enhancing the current system for gathering, interpreting and managing multiple forms and reports of indicative youth and labor market information and resources necessary for learning, along with managing knowledge generated and necessary for the successful implementation of the project.

He will build systems and staff capacity to ensure high quality to beneficiaries and donors and learning is institutionalized for program improvements. This position will be responsible for entire MEAL related activities of the project undertaken in Afar region, as per the project and organization structure.

He is also responsible for the Field Office MEAL related activities and will work as a MEAL Contact person for the FO.

Reports to: Program Manager

KEY AREAS OF RESPONSIBILITY

  • Work closely with the MEAL manager and other sector bureau at regional level
  • Gather qualitative information, success stories, case studies, lessons learnt and other relevant information, ensuring that they are appropriately packaged, stored, shared and encouraging their application;
  • Ensure that data is stored accurately (updated, indexed) and confidentially
  • Manage and generate report using youth profile database, registration and other technical components.
  • Prepared quarterly and annual reports, and other documents as necessary
  • Provide overall supervision and leadership on the MEAL functions and strategy delivery at project level

Management and Leadership

Prove supervision, mentorship and professional development to project staffs so that staffs have the required capacity and enthusiasm to undertake their responsibilities

  • Ensure MEAL evidences (IPTT, project performance/action trackers, etc) are used for management decision making and continuous performance improvement and be part of the project level management team members.
  • Ensure project is using Quality Benchmarks as part of their day to day implementation and quality monitoring practices
  • Lead the process of regular post Distribution Monitoring (PDM) and produce quality reporting
  • Support on the roll-out of standardized project monitoring tools and methodologies as required by the field level teams.
  • Ensure functional accountability mechanisms are in place as the four pillar of accountability (Information sharing, participation, establishing and implementing Compliant and Feedback Mechanisms (CFM), and staff capacity building.
  • Ensure periodic report are as per the standard quality, standard template, time frame and communicated accordingly
  • Ensure communities and children know their rights and entitlements, have access to project information and participate in decisions that affect them
  • Ensure communities and children have access to safe and responsive mechanisms to handle their complaints and feedbacks

Learning and Knowledge Management (LKM)

  • ·Lead the implementation of LKM framework in the project and support there is a functional LKM system and capacity in the project.
  • Support project in the identification of learning objectives and evidence gaps.
  • In close collaboration with project team facilitate in generating, storing and sharing knowledge (most significant change story, meta-analysis, research/evaluation summary reports, etc).
  • Ensure utilization of learning and knowledge generated in decision making and project improvement (maintain up to date project action tracker and monitor the utilization and application)

Technical Support and Capacity Building

  • Undertake continuous staff capacity assessment and develop capacity building response plans and provide trainings and capacity building for staff as required
  • Ensure relevant staffs received proper orientations, inductions, training to help them deliver their MEAL responsibilities

Project evaluations, assessments and other studies

  • Follow up the project periodically assess and update changes in children needs (especially most vulnerable/ deprived children)
  • Ensure evaluations are undertaken as per the threshold and project maintain up-to-date evaluation trackers to monitor delivery and action planning
  • Lead/participate in project baseline, periodic evaluations, researches and assessment activities in his/her areas of jurisdiction

  • Perform any other activities based on line manager’s assignment

  • Experience, preferably in SF/CP programs, with vulnerable children and youth
  • Knowledge of the local language and Context of the duty station is required.

QUALIFICATION AND EXPEREINCE

  • Minimum First Degree / degree in development related subjects preferable Statistics, Economics,
  • Recommended a minimum of Five years in monitoring and evaluation, learning or research role, in NGO or other Organization’s development program.
  • Experience of designing and managing MEAL systems, qualitative & quantitative data collection, processing and have analysis pre initiative
  • Experience in youth workforce development MEAL system design and management
