OBJECTIVES OF THE PROGRAMME

Country Management Support Units (CSU) have been established in the organisational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an enterprise resource Planning (ERP) system.

PURPOSE OF THE POSITION

The incumbent will oversee the Logistics and fleet management for the country office, ensuring rapid and secure fleet and transportation and logistics support services to enable WHO successfully implement its programme activities. The incumbent will ensure that WHO vehicles are properly equipped, in compliance with relevant procedures for maintenance, tools, logbooks and related guidelines. Responsibilities also include contracting, training and supervising drivers, mechanics and other support staff as required. He/She will also oversee logistic support functions such as asset management, customs clearance, travel management and protocol, in close collaboration with the Operations Officer and other management and administrative staff.

Description Of Duties

Reporting to the Operations Officer, under the overall guidance of the Head of WHO Country Office (WCO) and working closely with counterparts at the respective Regional Office and HQ, within the delegated authorities, the incumbent has front-line responsibility for all aspects of the management of the WCO fleet and logistics support at the country level. This position is instrumental in the provision of direct support and services to the WCO programmes and the incumbent will lead a large and multi-functional team. He/she will use GSM related documents, WHO Policies, Rules and Regulations as guidance, consult and interact with all staff in the Country Office, Sub-Offices, Country Support Units (CSUs), the Regional Office, the Headquarters and the Global Service Centre. Contacts with other UN agencies, international partners and NGOs, to share experience and provide required support

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):

Fleet management

Overall responsibility for the management of the WCO fleet and staff to ensure:

  • Development and implementation of effective fleet management tools and procedures, including drawing up guidelines for use in the operations areas, with particular attention to specific conditions and needs, ensuring timely and efficient support to emergency operations.
  • Vehicles are properly equipped and maintained
  • Proactively planning activities and vehicle needs with clusters and programmes
  • Production and timely dissemination of reports and information related to fleet management
  • In collaboration with the HR Officer and other administrative/financial staff, identification of staffing needs and effective assignments required for the smooth running of the fleet
  • Implementation of best practices and ensuring that key performance indicators are maintained with set parameters. Continuously collect and compile data and information related to improvements required for standardization and development purposes of the Fleet Management.
  • Development and maintenance of database of service providers, ensuring excellence in delivery of services, preparing assessment reports, ensuring timely renewal of contracts and insurance policies.

Logistics support

Overall responsibility for the management of the Logistics support services to ensure:

  • Efficient and effective management of fixed assets in line with the organization’s rules, regulations, and standard operating procedures.
  • Efficient management of the end-to-end customs clearance processes for all imported goods and supplies
  • Oversight of the travel management and protocol functions
  • Perform any other related incident-specific duties, as required by the functional supervisor.

Required Qualifications

Education

  • Essential
    • First university degree in mechanical engineering, logistics and supply management or related fields from an accredited/recognized institute.
  • Desirable
    • Professional certification in areas such as transport and/or logistics operations management. Training or knowledge of information management systems and their application to logistics, transport or supply management and monitoring.

Experience

  • Essential:
    • At least five years’ experience, at the national and international levels, in managing fleet and logistics support operations, part of which was in emergency or humanitarian situations, and/or experience in fleet/ logistics management operations in military, commercial or UN agencies, health cluster partners, recognized humanitarian organizations, non-governmental or international organizations/institutions at field level.
  • Desirable
    • Prior humanitarian working experience with expertise in outbreaks and/or health emergency response.

Functional Knowledge And Skills

  • Excellent organizational and managerial skills with the ability to multitask, identify and solve problems.
  • Proven knowledge of vehicles equipment, including communications, safety, and mechanics.
  • Excellent interpersonal and leadership skills complemented by ability to negotiate with and convince officials with tact and diplomacy.
  • Ability to write in a clear and concise manner, and to present factual information.
  • Knowledge of WHO, the UN System or NGO work in the field of response relief and/or of their practices and procedures as related to the work.

Use Of Language Skills

EssentialExcellent knowledge of the English

Desirable Working knowledge of French or another UN language would be an advantage.

Additional Information

  • WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,662 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2845 per month for Addis Ababa duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
