EXTERNAL VACANCY ANNOUNCEMENT

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Logistician 2 (12 months fixed term Contract) based in Addis Ababa.

GENERAL DUTIES

  • Understands and adheres to the 7 Fundamental Principles of the Red Cross/Red Crescent Movement;
  • Understands and adheres to the ICRC Code of Conduct;
  • Understands the three components of the Red Cross/Red Crescent Movement;
  • Respects and observes staff regulations and security rules at all times;
  • Represents the ICRC in a professional manner at all time;
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers;
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC;
  • May be asked to perform duties and tasks not covered in this job description as well as to provide support to other departments when necessary.

ACCOUNTABILITIES AND RESPONSIBILITIES

Functional Responsibilities:

  • Ensures that headquarters agreements and the prevailing international and local trade and customs regulations and procedures are adopted and understood and that the ICRC’s activities conform with them.
  • Liaises with customs authorities; keeps abreast of the ICRC’s claims and documentation.
  • Ensures that the transit facility provided by the authorities is used properly and that bonds issued under an ICRC license are cancelled correctly.
  • Actively participates in the tendering process for selecting clearing agents.
  • Draws up and submits transport claims related to air and sea operations.
  • Ensures that the procedures for receipt, storage, documentation and shipping of cargo are followed in a timely and cost-efficient way; identifies areas for improvement.
  • Updates shipping instructions.
  • Oversees truck loading and cargo delivery to airports for shipping by commercial and ICRC aircraft.
  • Checks import-export invoices for authenticity and accuracy and authorizes payments.
  • Ensures that policies and procedures are documented and reviewed in a timely manner.

    Delegation-Specific Tasks:

  • Handles ICRC goods transit / import / export and clearance with IMPEX and transport team.
  • Supervises and handles tax exemption requests to MOFA independently and all other relevant ministries.
  • Supervises, handles and contracts the Custom Clearing Agent (CCA) and freight forwarders.
  • Regularly collects and updates information regarding the customs regulations and liaise the information with relevant departments.
  • Inform his hierarchy of any problem in relation with customs.
  • Oversees all documents filling for the IMPEX unit per information management guidelines and ensures archiving is done according to regulation.
  • Supervises that all necessary documentation to the Ministry of Health for import approval of drugs and medical materials and transfers it to relevant Customs office without delay.
  • Supervises, manages and coaches the IMPEX unit’s staff.

 

PEOPLE MANAGEMENT RESPONSIBILITIES

  • Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision
  • Makes sure that deadlines for the PMD cycle are met
  • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members
  • Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information
  • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed
  • Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year
  • Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities

Job Requirements

  • BA Degree in Logistics and Supply Chain Management or related field
  • training in administration or logistics, or equivalent experience is an asset
  • Minimum three years’ experience in Logistics Management.
  • Good command of English and Amharic.
  • Computer literacy (Word, excel and others), mandatory
  • Team-management experience an asset.
  • Driving license (3rd grade) and should pass ICRC internal driving test.
