Job Description
Positive Action for Development (PAD) is an indigenous, non-governmental, non-profit making, secular and legally registered Ethiopian Civil Society Organization on June 6/2011 with a registration number 2330. The organization was established with a vision to see a community of hope, where poverty has been overcome and people live in dignity and security. The organization has a mission to save lives, promote hope, defeat poverty, and achieve social justice through integrated and sustainable development approaches. It is working in Emergency/lifesaving and Development thematic areas.
Overall Responsibilities:
Working with and reporting to the Finance and Operation Head, the Logistic, Fleet & Asset Management Officer will be responsible for ensuring effective management of PAD vehicles, assets, and equipment by coordinating logistics, maintenance, and repair services to ensure proper functioning and extended life of assets. Additionally, the position requires preparing and submitting timely and accurate reports related to asset management, logistics, and fleet services.
Specific responsibilities include the following:
- Review and update the existing logistic, fleet, and asset management system for all PAD’s properties
- Conduct inspection and physical verification of all stores and equipment; ensure databases are up to date on the quantity, quality, serviceability, and location of relevant equipment/items;
- Ensure that a register for assets, non-expendable property and equipment is maintained/updated for all program locations on a regular basis
- Implement an internal control system that ensures that goods in transit are tracked and monitored and the asset registry records are updated on a regular basis;
- Prepare relevant asset disposal documentation for review and approval in accordance with PAD’s rules and regulations.
- Ensure the proper implementation of PAD’s Logistic, Fleet & Asset Management Policies and Procedures
- Ensures the provision of efficient and reliable transport services for PAD activities.
- Ensures timely maintenance of all equipment, machines, buildings, vehicles, computers, and furniture to ensure that they are at optimum operation/service at all times.
- Ensures the timely renewal of vehicle insurance and road license for PAD vehicles.
- Provide logistical support to workshops, meetings, and visiting delegations, as and when requested by the event coordinators.
- Receive and analyze mileage and vehicle running costs for all PAD vehicles on a monthly basis and ensure they are operating efficiently and effectively. Take actions as appropriate.
- Develop and implement an effective and efficient store management system
- Regularly identifies non-functional, non-expendable assets at all PAD offices and ensures that they are timely repaired, replaced, and/or disposed following PAD’s and government regulatory agencies’ rules and regulations
- Establishes proper warehouse management and administration systems and ensure that the established systems are implemented across PAD warehouses
- develops and maintains asset register for all non-expendable assets that includes model, serial number, asset code, location, custodian, status/condition etc., of each non-expendable asset
- develops asset needs assessment, maintenance, and disposal plans and monitors the implementation of maintenance and disposal plans
- plans and executes asset verification, investigation and report on variances, make necessary recommendations to resolve discrepancies, and update the asset register
- develop, implement and manage mechanisms to safeguard assets
- ensures that proper records are established for PAD’s non-expendable assets at all office locations and that the assets are regularly checked for physical existence and condition/status
- prepares a monthly reconciliation with supporting schedules of the asset registers to the relevant accounting records, and resolve uncleared items
- reports on asset management information as required to internal and external stakeholders on time
- establishes and executes a performance measurement system to evaluate the effective utilization of assets
- confers with storekeepers for the purpose of determining storage space requirements and optimum stock quantities, stocks supplies, and equipment for the purpose of maintaining required inventory levels
- Inspects warehouse equipment for the purpose of maintaining equipment in safe operating condition.
- leads and assists other staff in receiving, storing, issuing, conducting inventories and delivering medical supplies, materials, furniture, and equipment for the purpose of achieving supply objectives
- makes sure manual and electronic documents, files, and records (e.g. purchase orders, receiving and issuing notes, delivery documents, disposition reports, requisitions, etc.) are maintained for the purpose of providing an up-to-date reference and audit trail for compliance
- oversees the maintenance of warehouse facilities for the purpose of ensuring an organized layout and safe work environment
- ensures preparation of purchase requests or orders on time by pulling from stock for the purpose of meeting delivery requirements
- responds to inquiries of staff and vendors for the purpose of providing information and/or direction regarding the status of inventory and/or deliveries
- coordinates transportation of goods with transport unit to transport supplies, equipment, packages, etc. using either PAD or rented vehicles for the purpose of picking up and delivering items to designated sites
- participates and facilitates annual physical inventory and regular stock takes
- ensures that all non-expendable assets are insured against damage or loss
- Identifies training needs and organize training programmes in the area of logistic, fleet, stock and asset management, warehousing and warehouse administration for PAD staff in consultation with the Finance & Operation Head.
- Perform other related duties as requested by his/her immediate supervisor
Qualification: BA Degree and above in Logistics and Supply Chain Management, Accounting and Finance, Management, and any related field of studies
Experience: At least Three years of relevant experience in Logistic, Fleet & Asset Management
Skills Required, Attitudes and Attributes:
- Team player with excellent Logistic, Fleet & Asset Management management skills
- Skilled computer literacy in all Microsoft Office programs
- Knowledge of Logistic, Fleet & Asset Management
- Ability to produce reports on time
- Fluency in written and spoken English
