TEAM PURPOSE:

The Logistics Team is accountable for ensuring that all operation procedures of Administration and Logistics are adhered to and implemented in a manner that is compliant with Oxfam policies, standards, and procedures.

In particular, the team provides professional, business focussed service on logistics, delivering proactive and solutions-based approach for resolving issues. The team will also ensure that the operational business requirements are effectively managed to deliver organisational results and support the achievement of programme outcomes.

JOB PURPOSE:

The main purpose of the Logistics Assistant is to work as part of the logistics team, managing all responsibilities related to supply, warehouses, and fleet as well as dispatching of goods. Logistics Assistant is responsible for ensuring quality in supply chain management support across the Ethiopia programme. Where appropriate, the logistics Assistant will provide support to field teams through assessment and accompaniment.

MATRIX MANAGEMENT Senior log. Officer – based in Gambela
KEY RESPONSIBILITIES

  1. Supply management
  • Coordinate with Gambela office logistics teams to ensure timely procurements of items based on Supply plan.
  • To process the payments for procurement cases with Finance team as requested.
  • Review bills, invoices, and purchase orders before submitting for payment/signatory.
  • Ensure the proper Warehouse Management in Accordance with OXFAM and donor-Specific Polices
  • Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies.
  • Maintain appropriated records to ensure that procurement process, decision, and contractual agreement are accurately documented for accountability and audit purpose.
  • Support in Establishment and maintenance of ethical, professional working relationships with suppliers and others.
  • Coordination and Close follow-up of water trucking that includes proper documentation according to OXFAM policy and procedure.
  • Serve as a logistic focal in the camp and perform all logistical related activities ordered by line or matrix manager.
  1. Asset management
  • Manage asset inventory and tracking systems for all Oxfam GB assets in Filed office and liaise with Gambela Office as necessary.
  • Organizing Asset count as per OXFAM Policy and prepare reconciliation report to the line management, by ensuring all field office location maintain appropriate Standard and procedures.
  • Keeps track of all asset and equipment movements and update asset and equipment registers
  • Prepare list of obsolete asset and item for management decision and carryout the disposal accordingly.
  • Ensure all assets and Oxfam properties are maintained to a good working order and appropriate standard.
  • Produces asset and equipment report monthly.
  • Inspect all housing prior to signing lease and that it meets all security requirements.
  • Report to line Manager on any property related issues and work with him/her to resolve.
  • Registration, inspection and labelling of new assets.
  • Completion and update of asset register
  • Periodic asset inspection and review Asset disposal
  • Ensuring timely report of incidents or asset lost for as per OXFAM Policy
  1. Fleet management
  • To ensure proper tracking of all vehicles and share an updated tracker with Senior logistics Officer on monthly basis.
  • Assist Senior Logistics officer with TrackPoint update and producing reports.
  • Update information in TrackPoint and check the GPS in the vehicles are active in the TrackPoint.
  • Assist on ensuring that all vehicles carry the required on-board documentation and that all documents are kept current (Including insurance )
  • Assist on Inspect and record condition of vehicles, by maintaining weekly checklists file and ensuring that Vehicles logbooks are accurately filled.
  • Assist on Preparing weekly and monthly report for fleet in consultation with matrix manager.
  • Assist matrix manager to ensure that vehicles are prepared for routine and emergency security requirements.
  • Close Follow-up of the expiry of Annual inspection and insurance Coverages on timely Manner
  • Ensuring timely report of incidents for security focal, line and matrix managers as per OXFAM Policy.
  1. Admin and other
  • Ensure smooth management of day-to-day administrative function and requirement in the office
  • Coordinate with Gambela office logistics teams for ensuring timely procurement of Admin and general office supplies.
  • Prepare & maintain file for various letters for external and internal communication
  • In case of emergency response, undertake additional responsibilities related to respective functions
  • Mange staffs under her/his supervision
  • Request for the replenishment of office consumables and ensure no stockouts.
  • Take full responsibility for smooth operation of the office.
  1. General
  • Produce all Logistics related monthly reports (asset/fleet/admin/warehouse….) for Matrix and line managers on timely manner.
  • Ensuring online and physical documentation.
  • Supervise cleaning and sanitation of the office compound and ensuring safe environment.
  • Perform other logistics related activities directed by line/matrix manager

  • SKILS, Experience, Knowledge & Competencies
  • Essential

    • Bachelor (BA) Degree from a recognised university/college in supply and logistics Management or any other areas that can bring an added value to the post.
    • Relevant Supply and logistics management experience of 2 – 3 years, in an international NGO like Oxfam.
    • Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through supply and logistics requirements.
    • Able to work with little supervision, being innovative and use initiative to a good degree.
    • Strong interpersonal skills, sensitivity to cultural differences and ability to work in a wide variety of cultural contexts.
    • Experience and training of supply and logistics management system soft wares.
    • Technical skills of fleet management software/system like TrackPoint and GPS.
    • Data management and reporting skills
    • Competent in the use of computers and Microsoft Office applications including word-processing (Word) and Excel.
    • Sympathy with the aims and objectives of Oxfam
    • Commitment to humanitarian principles and action
