Job Description


The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two. Today, we work in both new and protracted crises across 35 countries. We specialise in six areas: food security, education, shelter, legal assistance, camp management, and water, sanitation and hygiene.

Responsibilities

Generic responsibilities

  • Develop LFS Core Competency (CC) strategy, technical guidance and Macro Logframes that are aligned with regional and global strategies and priorities.
  • Compliance and adherence to NRC policies, guidance and procedures
  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  • Identify and monitor trends in conditions, technical standards and donor priorities
  • Responsible for following up on compliance with contractual commitments within the CC, and ensure high technical quality and synergies in project implementation.
  • Provide technical direction and project implementation support.
  • Ensure key learnings and successes are extracted from CC implementation, and incorporate them in CC development processes.
  • Provide systematic training and build capacity of technical staff, in approaches, including CVA and MBA.
  •  Represent NRC in relevant forums/clusters, including with national authorities and donors.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Qualifications

  • Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • LFS Core competency expertise
  • Knowledge and skills in market assessments and analysis, CVA, MBA and integrated programming
  • Knowledge about own leadership skills/profile
  • Political and cultural awareness
  • Context knowledge and/or prior experience in the Horn of Africa and in Ethiopia particularly is an asset
  • Experience working in a similar position or role in similar contexts is an asset.
  • Experience with both Humanitarian and Development work, and the transition between the two ends of the spectrum would be an asset.
  • Solid experience in leading livelihoods and food security assessments, particularly in protracted crises is required
  • Experience of leading multi-sectoral market assessments and analysing the findings will be an asset
  • Experience in designing and implementing innovative market-driven income-generation activities in both urban and rural contexts.
  • Experience of supporting the design of CVA and MBA across a range of CCs and sectors
  • Strong experience in resilience programming including natural resource management and nutrition sensitive programming is required
  • Experience working in financial inclusion, including small business support, value chain analysis, private sector engagement, M4P approaches and savings groups will be an asset
  • Experience establishing innovative partnerships with external actors
  • Significant experience in multi-sectoral Cash Based Interventions (CBIs) and coordination is required
  • Experience in Youth Programming is desirable
  • Excellent engagement and representation skills at all levels both internally and externally is required.

Languages:  Fluency in English, both written and verbal

  • Duty Station: Addis Ababa, Ethiopia.
  • Type of Contract: 12 months renewable based on funding and performance
  • Salary: Based upon the NRC grading Scale
  • Travel: 50%
