Job Description
World Vision Ethiopia began its first intervention in Ethiopia in 1971 with relief and opened the Ethiopia office in 1975. Relief, rehabilitation and small community development projects dominated the decade that followed. During the 1984/85 drought, World Vision Ethiopia participated in a massive relief operation that saved the lives of millions of people.
Major Responsibility
The purpose of the Livelihoods Officer is to technically support designing and implementation of RFSA livelihood recovery interventions in Tigray region and provide technical support on improved agricultural productivity and marketability of identified agricultural commodities. The position holder will lead the design, planning, implementation and provide continuous technical guidance and capacity building support to community facilitators (CFs), government partners and program participants. S/he will lead community targeting for livelihood related interventions including capacity building training, cash and in-kind transfers, and other supports. Provide technical supports on assessment and studies conducted at woreda level. Prepare and submit progress reports on timely bases.
Targeting, Training, Implementation and Reporting
- Plan livelihood activities for post-conflict situations and support recovery of livelihoods including animal restocking, seed replenishment and market linkage
- Leads the implementation of livelihood activities
- Lead targeting of beneficiaries for livelihoods and IGAs related interventions
- Consistently identify gaps and challenges of labor market
- Lead technical skills training on livelihood, VC, IGA, market system, follow up with Partners and CFs during training.
- Ensure the implementation of VESA methodology among all VESAs, train and coach the CFs and animators on VESA methodology and documentation.
- Defines and executes VESA monitoring systems, and monthly reports, and strengthens them.
- Works with MFI and other government partners to locally address challenges of credit access
- Participate in and develop woreda level annual, quarterly, and monthly implementation plans for livelihoods interventions.
- Lead preparation and submission of progress and technical reports (monthly, quarterly, and annual) pertaining to livelihood sector in the specific woreda.
- Engage in technical assessments and studies to inform program design and development.
- Ensure Livelihood recovery interventions are implemented as per the approved plan and standards, in integration and complimentary way with other technical sectors for maximum impact.
- Engage in the preparation of budget for livelihood sector, purchase of goods and services related to the sector
- Ensure that all woreda level supports, transfers, and events are implemented as per the requirements.
- Ensure that woreda level regular review meeting and discussions are facilitated as per the schedule.
- Implement cash or cash voucher response.
Technical support, Monitoring, learning and networking.
- Assist design and implementation of zonal and woreda level livelihood recovery interventions.
- Provide technical support around agriculture livelihoods, value chain, IGAs, private sector engagement, food security including adoption of scalable and research proven technologies.
- Provide technical support to CFs and lead their performance planning and evaluation.
- Ensure that all woreda level supports, transfers, and events are implemented as per the requirements.

- Conduct regular participatory monitoring visits to project operational woredas and prepare and submit monitoring/field visit report to immediate supervisor.
- Support generation, documentation, and communication of woreda level learnings and best practices.

- Promote major cross cutting themes including environment, gender, protection, disability, peace building and Christian commitment in to Agriculture sector and related programming
- Liaise and collaborate with relevant woreda agriculture and other relevant offices, financial service providers, and other key stakeholders. Coordinates with CFs in promoting Income Generating Activities (IGAs) related to Agriculture
- Collaborate with woreda partners to make them understand the project livelihood intervention modality and participate them in implementation from the very beginning to an end
- Work closely with woreda/zonal and regional team to develop a criterion for selection of livelihood interventions beneficiaries in line with government education policy.
Capacity Building and innovation
- Identify potential capacity building needs of CFs, partners, and community, and organize/facilitate trainings on relevant livelihood related topics.
- Participate in livelihood intervention modality development for the project
- Facilitate youth peer-to-peer learning and participation
- Oversee the effective implementation of training and livelihood related modalities to build local level capacity. Identify and promote livelihood activities under recovery context following conflict or natural or anthropogenic shocks
- Promote and share innovative ideas for improvement of livelihood activities implementation.
Quality Assurance
- Designs and develops work plans for field operations associated with targeting, training, monitoring/supervision, cash transfers
- Ensures that implementation of field operations proceeds according to approved plans and that immediate corrective actions are taken when required;
- Supports external and internal project reviews for higher-level reflective practices;
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
5 years for BSc and three years for MSc degree of work experience in providing technical assistance on agricultural development, resilience, livelihood, and food security programs,
Required Education, training, license, registration, and certification
- BSc/MSc. degree in Agriculture/Agronomy, Plant science, animal science, Rural development, and other related fields
- Technical trainings required: Exposed to different technical trainings on the subject area (Food Security, Livelihood, VC, IGA, business development, Marketing, Financial literacy, Project Designing/ PCM, etc)
- Ability to undertake field assessment, and facilitating trainings and workshops.
- Report writing skills as per the donors and other stakeholders requirements
- Practical experience in planning, implementation, and management of projects related to livelihoods/smart agriculture is required.
- With knowledge and understanding of GoE Ethiopia PSNP, and agriculture related policy and programs of the country. Other: Experience in Research area is a plus.

Preferred Knowledge and Qualifications
- Practical experience on PSNP context,
- Practical experience on supporting planning and implementation of livelihood recovery projects in conflict affected areas is preferred.
- Knowledge and exposure of working on governments PSNP program, resilience building,
- Experience on using market system development, and private sectors.
- Strong and demonstrated experience on livelihood recovery.
Location of work: Klitawulao, Saesie Tsaeda Emba, Enderta and Semri Woredas
Travel and/or Work Environment Requirement: 50% field travel
Language Requirements: Amharic, Tigrigan and English
