Job Description


Ethiopia has started to adopt an integrated development planning approach since the beginning of 1948s. In the early 1940s, separate development plans were prepared and implemented for key economic sectors such as agriculture and forestry, industrial development, transport and communication, education, water resource development, and other related sectors. Since then, several long, medium- and short-term plans have been formulated and implemented.

General Objectives of the TA

The overall objective of hiring the technical advisor is to compile international based evidences on the current integrated land use planning development supported with the whole gamut of planning processes, and Conducting site reconnaissance at each of the planning unit, identifying counterparts from the facilitation institution of each planning unit, the expert is responsible for producing exhaustive and undisputable list of study items, and table of contents that need to be addressed during the entire study and planning process so that the sector profession can be tailored to contributing synergized, aligned and integrated land use planning. Prepare capacity developments on international national experience for Federal and Regional land claimant bureau’s and create synergized land use planning.

The following specific objectives of the TA to be delivered:

  • Review the experience of other countries in the development of the integrated land use planning supported with GIS and mapping software.
  • The TA will work closely with the GIS team to gather all relevant secondary data and satellite imagery in order to produce the decadal land use /land cover maps.
  • Guided by the Technical Expert, conduct satellite imagery analysis and produce existing land use/ land cover base map for each of the planning units.
  • Conduct georeferenced field survey and establish signatures with the land use specialist.
  • Produce supervised current land use/ land cover maps for each of the planning units.
  • Provide technical support for the preparation of an album of maps as requested by each planning guide expert.
  • Conduct geospatial analysis on decadal satellite imageries and produce land use/land cover maps of each of the 980s, 1990s, 2000s, 2010, and 2020 using standard and legal software.
  • Prepare, Meta Data on each of the produced decadal land use/land cover maps so that each can easily be re-manipulated for any related mapping and use.
  • Assess and evaluate the quality of the geospatial data sets: Identify data gaps and strengthen the existing mapping and analysis of the NILUPP project.
  • Provide recommendation for database design, hardware infrastructure, management, maintenance, data security, access, and data standards.
  • Ensure that the land use/land cover maps are as per the national quality standards or any other applicable standard or policy.
  • Produce an illustrated narrative land use /land cover report document which is clear on step-by-step procedures and includes metadata definitions.
  • Deliver training on the development of integrated land use planning and experience of other similar foreign countries.
  • Support data collection and analysis and give inputs in various publications and relevant documents.
  • Producing maps showing the spatial distribution of various kinds of data, including urban development and urban expansion.
  • Developing mapping applications and tools and generate quality reports on geographic data utilizing data visualizations via the latex.
  • Development a strong database for data management and knowledge depositor.

Scope of the Assignment

  • The main purpose of the senior TA is to work closely with the MoPD team under the supervision of the MoPD management and NILUP coordinator. The TA is also expected to undertake several assignments on area of integrated Land use planning and spatial Planning, Land reform which includes assessing relevant skills, knowledge, and capacities of MoPD, reviewing different relevant documents, documenting the experiences of other countries, and identifying and analyzing major capacity gaps which should be addressed by developing capacity building, training and institutional transformation program. The senior TA is also expected to work on other areas relevant and pertinent for effectively delivering the mandates of MoPD.

Major Duties and Deliverables of the TA

  • Identify capacity gaps of national integrated land use planning and policy development project office and support training activities of existing staff e.g, ILUP methodology spatial planning and data management, GIS etc.
  • Support in the development of national integrated land use policy and subsequent legislation
  • Support the national integrated land use planning project of MoPD through organizational development measures, including strengthening g of ILUP institution at regional level.
  • Strengthen planning institution in developing legal provisions related to ILUP.
  • Conceptualizes and coordinate capacity building activities with partner institution.
  • Support to awareness-raising activities, especially for the established national steering and technical committee for the procedural ILUP process.
  • Advising the national integrated land use planning and policy development project office in applying the ILUP instrument of the state administration and strengthen their procedural reliability and technical capability in this regard.
  • Support NILPP in developing its strategic plan taking into integrated land use planning mandates and responsibilities.
  • Support MoPD in cascading/institutionalizing and strengthening of the national integrated land use planning development supporting with GIS and modeling.
  • Preparing materials and guidelines supported with the international experiences. Define internal coordination required (in spatial data management, and planning strategy strongly supported with R and GIS incorporating both the national and international dataset, and other MoPD Departments role and responsibilities) to account the issues of spatial planning in the broad based Ethiopian long term strategic plan.

Capacity Building

  • Design, develop and deliver capacity development interventions support at MoPD aligned with the organization’s strategic plan. Based on training need analysis that will be conducted in consultation with NILUPP project team to improve the capacity of the staff and other land
  • Claimant stakeholder, develop capacity building plan, raise, and mobilize resources required to deliver training and other capacity building interventions as planned.
  • Evaluate impacts of capacity development interventions/programs and ensure successive capacity building and technical support to MoPD are aligned and contribute to delivering on organization mandate and are aligned with the project strategic plan.
  • Delivering the intensive training in the areas of integrated land use planning and data management, and integrated land use planning analysis supporting with the big data (high dimensional images);

Knowledge Management

  • Support the development of integrated land use planning in the country with communications strategy in consultation with the NILUP project team to draw and deliver a scientific based inference.
  • Promote the use and improvement of knowledge management mechanisms to share information about integrated land use planning development and related initiatives.
  • Draft briefing/meeting materials and related documents (as needed) in performing the tasks outlined above.
  • Provide inputs to the preparation of presentations, advisory and briefing notes, as needed.

Other Tasks

  • Produce and submit own quarterly plan and progress reports and submit to the Ministry of planning and development and NILUPP project office for feedback and approval.
  • Contribute to planning and reporting functions in support of the broader institutional mandates based on the integrated land use planning.
  • Support MoPD in design and management of Consultancy assignments and ensuring quality deliverables agreed.

Job Requirements

Academic Qualifications

  • PhD/MSc in integrated land use planning/urban development and management with strong background of both urban and rural land administration.
  • At least the candidate needs to show experience of working for an international consultancy in the similar aspects.
  • Need to support the certificates of delivering short- and long-term training in the areas of research related to land administration, land use planning and GIS.
  • Having a strong background in building data management and databases.

Experience

  • At least ten years of practical experience in the field of integrated land use planning, urban and rural land administration and make analysis on Ethiopia land governance.
  • Track record of experiences in working and dealing with government institutions, departments, and high-level officials.
  • Experience working in a variety of donor funded programs or projects in international settings, preferably within international organizations.
  • Experience in conducting needs and institutional assessments, in developing policies, formal strategies and strategic plans.
  • Excellent team building skills and group facilitation skills, communications, information sharing and cultural sensitivity.
  • Excellent oral and written communication skills, including reporting using Latex.

  • incorporating with a various climate and environmental factors to account the spatial development in the current Ethiopian development.

  • High profile in the areas of various packages and engaged in international conferences mainly in preparing outlooks.
  • Having a promising profile in the areas of GIS, and integrated land use planning analysis
  • High motivation, strong analytical and conceptual skills as well as a good understanding of land use and spatial data management.
