Program Background

PETCO Ethiopia is implementing 5-year consortium project joint with Center of Accelerated Women Economic Empowerment (CAWEE) and Ethiopia Enterprise Development. The program is funded by the MasterCard Foundation contract to Enable Young Women and Men to Find Dignified and Fulfilling Work in Manufacturing in Ethiopia by capacitating existing SMEs. The program aims to:

Build SME capacity to sustainably create new jobs and improve existing ones through offering tailored business capacity building and mentorship; enhancing access to markets and raw materials flow; and improving SMEs’ human resources capacity to create safe and inclusive working conditions for young women and men.
Improve Technical and Vocational Education and Training (TVET) offerings to better prepare women and youth to enter the workforce (facilitate school-to-work transition).
Facilitate a robust financial ecosystem to help SMEs access tailored financial services that allow them to grow and increase employment opportunities for young women in particular, and to invest in infrastructure that can improve young women and men’s working conditions.
Strengthen the enablers (ecosystem) to foster private sector engagement, stakeholder coordination synergy, and policy development for sustainable and scalable job growth.

Duties and Responsibilities

This unique role combines the responsibilities of Human Resources (HR) Administration and Procurement to provide comprehensive support for the program hub, its associated programs (APs), and staff. You’ll be a bridge between departments, ensuring a smooth-running and well-resourced environment.

Specific responsibilities of Finance Officer include, but are not limited to:

Payments:

  • Prepare and process bank payment vouchers for approved invoices.
  • Ensure timely payments to vendors with proper receipts attached.
  • Manage petty cash for the office, maintaining accurate records and processing petty cash payments within the limit.
  • Follow up on staff advances to ensure timely settlement.
  • Settle government taxes and pensions on time.

Financial Reporting and Record Keeping:

  • Record and categorize all bank and petty cash transactions according to the chart of accounts.
  • Prepare General Ledger and Cash Offline Spreadsheets for review and posting by the Senior Finance Officer.
  • Maintain proper documentation of all financial documents.
  • Regularly report purchase declarations to the government office.

Security and Controls:

  • Ensure the safekeeping of petty cash funds, uncollected checks, and other financial documents.
  • Scan and stamp all financial documents.
  • Archiving all financial documents based on the policy

Working Relationships and accountabilities

  • Reports Directly to: Senior Finance & Compliance Manager
  • Works Directly With: Finance Department, (with authority for technical financial matters); Operations Department, Program staff
  • Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling PETCO values
  • Holds the team and PETCO Filed Offices accountable to deliver on their responsibilities –giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved

Salary: Competitive salary and a range of additional benefits

Employment Term: Annual contract, renewable based on available fund

Report to: Senior Finance and Compliance Manager

Requirements

Required skills, qualifications and competency:

  • BA or equivalent in accounting or related field required;
  • At least 2 years of relevant field experience.
  • Understanding of financial principles required.
  • Strong skills and experience working with donors funded projects
  • Strong organizational skills.
  • Advanced computer skills in MS Office programs, particularly Microsoft Excel.
  • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
  • Excellent oral and written English skills required; proficiency in English is preferred.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
