Job Description
Purpose of the Job;
To ensure smooth management and implementation of the core and optimal Infant and Young Child Feeding (IYCF) programme, as per national protocols and international standards. This includes Early Childhood Development (ECD) activities, psychosocial and mental health awareness, referral and attention to appropriate management of 0-6 month olds.
The post will involve representing Concern predominantly in a refugee camp, where Concern Worldwide is implementing an emergency nutrition response programme, but may extend to the host community in the future. This position reports to the site based nutrition team leader, and will works closely with respective site outreach team leaders, CMAM officers, Livelihood officers and nutrition workers under the field office.
MAIN DUTIES AND RESPONSIBILITIES:
- Ensure the TFP (OTP & SC), TSFP, BSFP and backyard gardening beneficiaries are targeted for IYCF promotion, counseling, and support;
- Build the capacity of COAs and Facilitators on IYCF promotion, counseling, and support;
- Plan for IYCF promotion with COAs and other nutrition workers working at OTP and SC sites;
- Facilitate restructuring of current IYC/ECD programme of activities at site and community level, to ensure participatory, meeting needs and helping to change practice (including group education, C-MAMI, Group discussions, one-to-one counselling, welcoming, and massage, washing sessions).
- Support implementation and impact of Mother to Mother Support groups and the possible introduction of Father to Father support groups or mixed support groups.
- Ensure community mobilisation, sensitization and participation of targeted communities on IYCF matters using UNHCR IYCF framework for refugees and working with outreach team.
- Ensure the CMAM beneficiaries are well integrated with IYCF programs;
- Facilitate linkage with health partners, in the camp (ANC, PNC, and Growth Monitoring) and ensure the all linkages are done in timely manner,
- Provide regular updates and monthly reports for the site team leader/Senior IYCF Officer;
- Utilize mass screening and outreach opportunities for IYCF promotion and support;
- Ensure the IYCF promotion is conducted at OTP sites and SCs regularly and as per the standard;
- Ensure that the families of malnourished children receive appropriate individual IYCF support and have quality recording of IYCF activities;
- Participate on health and nutrition related assessments at refugee camp
- Promote gender equity and equality through each level of activities;
- Perform other duties provided by line manager
Planning, Technical supports and Facilitation
- Prepare detail weekly and monthly IYCF-E center Plan and ensure its implementation as per SPHERE & UNHCR performance standard with the agreed time -frame.
- Plan, organize and facilitate basic and refresher IYCF-E and MTMSG training to all the IYCF and nutrition team.
- Provide regular on the job training for IYCF facilitators and ensures that on the job training is delivered adequately with quality coaching and mentoring skills of IYCF team.
- Facilitate linkages with the health partner in the camp (ANC, PNC, and Growth Monitoring) and ensure that all linkages are done in timely manner and documented as per UNHCR IYCF framework approach.
- Ensure the delivery of key IYCF messages to the beneficiaries on regular basis by using appropriate IEC materials.
- Take part in developing and preparing all the required IEC/BCC materials and deliver appropriate public health messages.
- Serve as the focal point person for IYCF-E activities.
Coordination and networking
- Ensure good coordination with respective site Outreach team leaders, Site team leaders, hygiene & promotion officer, other nutrition staff and provide frequent updates as per established project work plan activities and timeframe.
- Ensures timely logistics order in respect with the procedures and follows up the supplies and orders with the logistics department.
- Ensures at least weekly communication (one to one discussion) with the Nutrition Manager and highlight the main programme update points.
- Participate to Concern bi-weekly and monthly programme meetings and provide feedback too IYCF team.
- Ensure all stakeholders and relevant IPs working in the camps have excellent linkages with IYCF activities as per needs.
- Establish good working relationships with Concern staff, government bodies, ARRA, UNHCR, WFP and other Implementing partners (WASH, Health, child protection, Psychosocial support).
Monitoring and Evaluation
- Monitor all IYCF-E center activities, using specific checklist, which can help to find the programme gaps and identify the needs of technical supports and trainings for employed staff.
- Monitor all IYCF_E team adhering to the recommended nutrition guidelines, agreed UNHCR/ARRA nutrition Guidance note and standard operation procedures (SOP) for refugee’s response in Ethiopia and Gambella region.
- Take part in any nutrition surveys and project evaluation in data collection, data entry, analysis and reporting in order to evaluate the impact of nutrition and health activities.
- Oversee the collection of IYCF data is in line with UNHCR/ARRA, Concern guidelines and according to internal and external donor requirements.
- Plan and conduct IYCF joint project monitoring and evaluation activities with ARRA/UNHCR
- Develop different monitoring tools based on the IYCF activities.
Reporting and Accountability
- Ensure that IYCF-E service utilizes standardized protocols, policies and guidelines, as prescribed by the UNHCR/ ARRA for refugee’s response in Gambella region.
- Contribute to the preparation of internal and external reports
- Prepare weekly, monthly and bi/annual report.
- Prepare weekly and monthly activity reports with a qualitative look at the programs and internal reports should include the activity progress report in respect with Concern format. Monthly reports should also integrate all indicators to be reported to donors.
- Ensure that program participants and stakeholders have clear information about the IYCF_E activities as appropriate and relevant to them.

- Ensure that all IYCF activities are documented, project beneficiaries recorded in sex disaggregation and reported to the Nutrition manager.

Job Requirements
Persons Specifications;
- Diploma/BSC in Nurse with IYCF/ECD experience
- At least 5 years’ experience working in Diploma in nursing/2 years for BSC
- Experience in community-based health/nutrition programs
- Excellent organizational, leadership, interpersonal and motivation/training skills
- Strong capacity building and training skills
- Strong capacity for relations with refugee community stakeholders.
- Excellent written and spoken English and knowing local language (Nuer/Agnwak) is an added advantage.
Core Competencies;
- Mental health/psychosocial experience
- Experience working in emergency or refugee camp context
- Experience in community mobilization and IYCF-E
- Training in C-MAMI, management of acute malnutrition under 6 month children
- Experience in managing MTMSG in the refugee camp
- Experience in facilitating training
- Able to recognize possible signs of child and adult abuse, harm and neglect
