Job Description


Swiss Church Aid (HEKS/EPER) is the aid organization of the Swiss Protestant Churches which champions the cause of a more humane and just world. Its projects, implemented in over 30 countries, combat the causes of hunger, injustice, and social distress. The dignity of every human being is central to our commitment. HEKS/EPER started supporting projects in Ethiopia in 1972 and is currently a key humanitarian and development partner for the Ethiopian government across five regions. HEKS/EPER works with vulnerable communities including female-headed households, internally displaced persons and pastoralists. Thematic areas of intervention include: water, hygiene, sanitation, food security, protection, emergency shelter, natural resource management, agroecology, market system development, and institutional engagement.

ABOUT THE PROJECT

Swiss Church Aid (HEKS/EPER), in partnership with Community Initiatives Facilitation and Assistance (CIFA Kenya and its affiliated CIFA Ethiopia), secured funds from the Austrian Development Agency (ADA) to enhance women’s leverage in conflict prevention, resolution, peace building, relief and recovery in the regions of Borana, Ethiopia and Marsabit, Kenya. The targeted area is characterized by conflicts, mainly on the natural resource between and among populations on both sides of the Kenya-Ethiopia border, with limited to no participation of women in local and traditional institutions and governance mechanisms. Cross-border movements often lead to competition over the control and access to natural resources, which are becoming increasingly scarce due to growth in human and livestock population, pastureland degradation, bush encroachment, and climate change.

RESPONSIBLITIES

  • The objective of the evaluation is to assess the completion and achievements of the project by analyzing the relevance, effectiveness, efficiency, impact and sustainability of the project intervention.
  • The main result to be achieved by this End line evaluation also contains the quantitative and qualitative description of the current situation of the high-level indicators through the detailed description of the situation of each Objectively Verifiable Indicator (OVI) contained in the project Logical Framework.
  • The evaluation will provide a well-founded, comprehensive and concretely argued document that gives a clear statement on the quality of the project and its implementation in the woredas of Borana, Ethiopia and sub-county of Marsabit County, Kenya.
  • The recipients of the evaluation are the donor Austrian Development Agency and the implementing partner HEKS/EPER and CIFA.

Required Qualification, Skills, And Experience

The assessment team for this work should have the following qualifications: 

  • A proven 5+ years of professional experience specifically in evaluating international development initiatives in the area of triple nexus, Natural Resource Management, , community and capacity building in Ethiopia and Kenya
  • Specific expertise on Gender and peace building is required.
  • Team composed of MA and BA, in Gender & Development communication with more than 5+ years of experience.
  • Strong understanding of humanitarian, evaluation ethics and a commitment to ethical working practices
  • Proven experience with logical framework approaches and other strategic planning approaches, M&E methods, and information analysis
  • Have proven knowledge of and experience in implementing assessment methodologies such as quantitative and qualitative data collection methods and excellent report writing and editing skills.
  • Understanding the development context of the program countries Ethiopia and Kenya
  • Legally registered international consultants conducting evaluations in an international or cross regional context is required.

  • Language proficiency in verbal and written communication skills in English and Amharic and local languages.
  • Be available during the proposed time schedule  Duration and deliverables
  • The total period of the assessment is proposed to be completed within 36 days and final document to be produced on Dec 15, 2023.
  • The International Consultant, is expected to deliver the following:
    • A short inception report for the overall assignment
    • A comprehensive final evaluation report
    • A summary version of the analysis (shareable with external partners)
    • A short validation workshop and presentation report
    • Update End line value according to findings in log frame
