The purpose of the anticipated PHEM activity is to strengthen public health emergency management to mitigate the impact of disasters on the health system and primary care and, strengthen the capacity of Ethiopia’s institutions and communities to effectively manage disaster risks.
About The Position
DAI is seeking candidates for an Institutional Development Lead position on an anticipated USAID-funded Urban Water, Sanitation and Hygiene (UWASH) Activity. The project will focus on supporting accelerated access to inclusive and resilient water supply, sanitation, and hygiene services in targeted urban and peri-urban areas. This Activity will work through four complementary objectives: 1) strengthen Government of Ethiopia urban WASH planning, budgeting and service delivery oversight; 2) strengthen the operationalization of an independent regulator; 3) enable and professionalize public and private WASH service providers; 4) extend WASH services to poor and marginalized households.
The Institutional Development Lead will provide technical knowledge and support for the professionalization of WASH service providers, tailored capacity building programs in partnership with TVETs and other training providers, the scaling of training programs for the sector and identify additional measures to support broader institutional development for the WASH (such as financing mechanisms, and supply chain management). .
Responsibilities
- Develop and manage a comprehensive institutional development strategy and work plan for the Activity, covering capacity development initiatives, training, leadership programs and gender equity, participation, and inclusion,
- Play a key role in identifying potential counterparts who can assist with delivering the institutional development goals of the Activity particularly assessing their institutional strengths, and formulating plans for institutional strengthening and development.
- Identify and collaborate with potential organizations capable of providing training and technical assistance to strengthen the capacities of project counterparts active in the WASH sector
- Negotiate, oversee and supervise agreements to provide training and technical assistance to project counterparts on topics related to the Activity’s scope of work.
- Monitor progress and assess impact of training and technical assistance programs,and provide feedback from lessons learned into work plans through CLA mechanisms.
- Serve as part of the senior project management team in assisting the Chief of Party in delivering activity priorities.
Qualifications
- Bachelor’s degree in urban planning, water engineering, sanitation or other relevant fields required
- 8 years of field experience managing capacity and institutional development activities in water and related sector projects
- Established working relationships with various key stakeholder organizations in institutional reform/development and capacity building in Ethiopia
- Comprehensive understanding of contemporary WASH sector priorities in the Ethiopian context
- Demonstrated understanding of USAID rules and regulations and management experience with USAID-funded projects preferred
- Working proficiency in written and spoken English required
