ROLE PURPOSE:
The Infrastructure Support Coordinator is expected to oversee all functional aspects of construction related construction works procurements to be undertaken at the Area and field office level. Provide support supervision and preparation of necessary and appropriate reports. And also expected to work in challenging context and environments for related to construction works procurement. This position demands a highly motivated, detail oriented individual who will be able to solve internal and external challenges as they arise.
It is also a requirement that the Infrastructure Support Coordinator maintains a regular communication with Area/field office Supply chain focal persons, CO and program operation team such as Field Infrastructure Supervisors, Project Managers, Area Supply Chain Managers/coordinators, AOM and CO Infrastructure managers
SCOPE OF ROLE:
Reports to: Head of Infrastructure

KEY AREAS OF ACCOUNTABILITY:
Planning, Coordination & programme support
- Give induction and share procurement policy, manual, guidelines, methodologies and tools to the programme and operation team engaged in construction implementation at the field offices
- Support Area/field office supply chain team on bid document preparation and tender process
- Provide inputs required by CO program and operation team in quantity surveying and justifications for any contract administration issues requested
- Collaborate with respective Area/FO procurement and project level construction bid committee during tender planning, evaluation and contract agreement formulation together Infrastructure Managers.
- Guide and support field office supply chain focal and bid committee while bid evaluation and contractual process
- Consultation service on bid evaluation process to Area/Field supply chain focal and Infrastructure procurement committee
- Share standard SCI construction contract award and agreement template for the FO Supply Chain focal
Technical/operational
- Keep record of payables (retentions) and receivables (advances) and inform all concerned units and individuals involved timely for release and/or recovery
- Establish a contract management database and keep updated record of progresses for individual projects in different field offices (Procurement tracker).
- Review draft bid documents for new and rehabilitation infrastructure facilities and provide support the field team for relevant modifications, if required.
- Assist the program operation team on CBA and contract administration by the field office
- Check procurement schedule in relation to lead times and follow up the procurement process for construction activities in the bid process.
- Timely communication and keep records of any claims reported from the field in relation to potential causes for claims such as site activities (or non-activity), weather conditions, access problems etc.
- Keep procurement record, change orders, time extension, Instruction and verbal/written notice to the faulted contractors made by contract management unit.
Review, Follow up and assessment
- Compile and review bid documents for construction works and support field supply chain focal in the preparation and analysing of tendering and contract administration processes.
- Review draft bid document before tendering, and review contract documents.
- Follow up the procurement process and provide any support required by supply chain team
- Review 2nd hand Construction bid analysis (CBA) done by supply chain coordinator
- Spot check a procurement process and documentation status at the field office
Capacity Building
- Conduct gap assessment and organize a capacity building or refreshment training for the program operation and infrastructure team at the field office.
- Provide on job technical training and support Infrastructure Specialist to carry out specialised pieces of work.
- Provide development need to the technical line managers while performance review and development planning conducted
Report
- Review weekly and monthly reports feedbacks received from infrastructure
- Managers for construction work in progress and share a consolidated comment and recommended actions to the field supply chain focal

Job Requirements
QUALIFICATIONS AND EXPERIENCE
- BSc in civil engineering or related technical field with a minimum of five years’ experience on construction contract administration.
- Proven and significant experience in international procurement and contract management, including an ability to review procurement demands and trends, and to develop strategies to fill identified gaps.
- Field level experience in logistics for INGOs in international development and emergency programmes
- Knowledge of key institutional donors and their compliance requirements in respect of logistics and procurement
- Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
- Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.

- Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
- Highly organized with good administration skills for order and information management, able to develop filing systems and databases to ensure an auditable trail.
- A high level of computer literacy (word, excel, pp, AutoCAD etc.)
