Position Summary

PAE is seeking a pipeline, qualified candidate to serve as Infrastructure Programs Manager in Ethiopia. This position will be responsible for helping plan, structure and execute the assessment, design, construction and oversight of facilities and infrastructure activities under this program.

Job Duties And Responsibilities

  • Establishing and implementing quality management programs for infrastructure projects, including quality assurance and quality control works for renovations as well as new construction of concrete and steel structures;
  • Construction management/ construction oversight of concrete and steel related infrastructures
  • Conduct field tests for constructing materials, and evaluating tests result against the requirements of the specifications.
  • Act as responsible party for the project administration and the production of project documentation, e.g. project plans.
  • Monitor and manage the project processes and ensure that any elements which fail in the workflow are remedied.
  • Track progress against milestones, deadlines and budget. To Report on these items to key stakeholders and to provide dependency information
  • Anticipate, manage and resolve issues and act as the point of contact for the project.

Required Skills And Qualifications

  • Minimum educational requirement of a Bachelor of Science degree (Masters degree preferred) in civil engineering, building construction, or a comparable discipline;
  • At least 10 years of overall experience and previous infrastructure experience on projects of similar scope and complexity (including vertical construction) with demonstrable experience in:
    • Establishing and implementing quality management programs for infrastructure projects, including quality assurance and quality control works for renovations as well as new construction of concrete and steel structures;
    • ○ Construction management/ construction oversight of concrete and steel related infrastructures in developing countries and/or for USAID;
    • Experience in conducting field tests for constructing materials, and evaluating tests result against the requirements of the specifications.
  • Demonstrable knowledge of infrastructure norms (e.g., quality and practices) in developing countries and the US;
  • Expertise in the area of gender sensitive design, environmental compliance and climate regulations, procurement, and construction activities;

Demonstrable communication, creative problem solving, and management skills.
