Functional Responsibilities

The ICT Asset Management Analyst will be reporting to the ICTSS Frameworks and Compliance Unit (FCU) Chief and will be responsible for the following;

  • Functions as the ICT Asset Management analyst, overseeing the management of ICT Assets through their life cycle, from procurement to disposal.
  • Signs off and takes responsibility and physical custody of ICT Assets from Central Stores to the designated ICT Stores then manages them from distribution to disposal.
  • Performs daily and long-term operational and strategic management of IT assets which includes hardware (network connectivity and storage devices, servers, computers, laptops, printers, mobile devices, consumables) and software.
  • Ensures quality control throughout the lifecycle of all UNECA’s IT assets by developing and implementing appropriate procedures to track and manage IT assets.
  • Participates in the development, recommendation and maintenance of policy and guidelines pertaining to ICT Assets.
  • Establishes, manages and maintains databases and records of intangible assets such as licenses, service agreements and warranties as per the IPSAS guidelines.
  • Interprets IT asset licensing requirements and provides asset management guidance consistent with industry best practices.
  • Responsible for maintaining and updating inventory of ICT items in production, ICT spares as well as other assets in the ICTSS store.
  • Undertakes classification of assets as per ICT security requirements, operational and other perspectives.
  • Establishes and maintains documentation of procedures, processes, and reports concerning asset and configuration management.
  • Defines and enhances scheme for identifying hardware and software-related assets as well as configuration items.
  • Performs independent verification and audit of hardware and software assets, including those with licence contracts, initiating corrective actions where required.
  • Ensures timely and accurate planning, tracking, analysis and reporting of hardware and software assets.
  • Ensures process efficiency by monitoring key performance indicators, suggesting improvements to comply with industry best practices.
  • Generates and distributes various asset reports, including compliance reports on current assets and their status.
  • Leads and coordinates virtual and physical audits of IT software and enforces processes and procedures to ensure accuracy.
  • Collaborates with Information Security and infrastructure teams to determine trends in asset performance.
  • Performs other duties as assigned by the supervisor.

Functional competenciesProfessionalism:

  • Expert knowledge in the field of Asset Management; Certification/training in Asset Management is highly desirable.
  • Knowledge/experience in ITIL, ServiceNow, Asset Explorer and CMDBs is an added advantage.
  • Ability to work under pressure and provide high quality deliverables in difficult situations.
  • Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education/Experience/Language requirements:

Education

  • Master’s Degree in computer science, information systems, mathematics, statistics or related field is required.
  • A first-level university /Bachelors degree in combination with 3 years of qualifying experience may be accepted in lieu of the advanced university degree

Work Experience

  • A minimum of One(1) year of progressively experience in implementation and maintenance of computer information systems or related area is required.
  • Experience in planning, design and development of computer information systems is an added advantage.
  • Experience in ICT asset management is highly desirable.

Languages

  • Fluency in English (Read, Write, Speak) is required.
  • Knowledge of another UN official language is an advantage.
