Job Description


ROLE PURPOSE:

The humanitarian response Manager will manage humanitarian projects which are implemented in South Area Office in all thematic areas of health, nutrition, WASH, education, food security, CTP and livelihoods, child protection and related.

The humanitarian response Manager has overall responsibility for managing and supervision of humanitarian development and emergency response projects and staffs in the Area/Field Offices. S/he ensures project’s design, implementation, monitoring, evaluation and plans are followed in the intervention areas to effectively contribute to the achievement of projects’ result and save the children strategic plan/goals to address underlying causes of poverty and food insecurity in the hub. S/he manage the humanitarian projects to ensure quality implementation in accordance with donor complain and save the children’s policies and practices, Vision, Mission and values.

KEY DUTIES & RESPONSIBILITIES

Program Strategy, Implementation and Management

  • Responsible to manage and support humanitarian projects in health, Nutrition, WASH, education, food security and livelihoods, CTP and child protection and related areas implemented
  • Lead the projects strategic development and quality implementation, including development of financial and operational planning, annual work planning and an appropriate sustainability strategy
  • Ensure timely and high-quality completion of all required program/project deliverables
  • Provide management guidance and support to ensure smooth and timely start-up and implementation of projects activities as per the approved project plans.
  • Lead annual projects operational planning and regular internal projects planning and review meetings.
  • Provide technical and managerial support in reviewing and adapting strategies and projects plan in view of changes in the internal and external operating environment.
  • Work closely with projects staff and partners in developing strategies to ensure that program design incorporates relevant input.
  • Initiate and facilitate linkages, coordination and integration with other similar or related programs/projects.
  • Serve as focal point for regular liaison and communication with projects internal and external stakeholders.

Budget Management and Donor Compliance

  • Prepare annual and quarterly Project’s Operation Plan (POP) based on approved Detailed Implementation Plan (DIPs)
  • Manage budgets including phasing of budgets as per work plans, monthly review of budget versus actual expenditure reports, identification of gaps in financial management and required actions to address them
  • Ensure there is clear plans for the project (Procurement, Work plan/DIP, Recruitment plan, Phased Budgets and MEAL plan)
  • Ensure effective and efficient utilization of projects budget and other resources for intended purpose including assigning resources to partners and follow up on budget utilization and project expenditure as needed
  • Work with other internal stakeholders to ensure appropriate staff and partner training and capacity on compliance with donor and organization regulations
  • If applicable, ensure that partner financial implementation and reporting are in line with the projects MoU agreement and requirements from donors and the Ethiopian Government; support partners as necessary to ensure proper financial management, utilization, and reporting
  • Awards efficiently monitor and track burn rates, reporting and financial compliance issues to proactively identify and address any problems

Monitoring, Evaluation, Accountability, Learning, and Reporting

  • Lead the development of a Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the projects that adheres to donor requirements and organization good practices.
  • Carry out regular monitoring of projects output and impact indicators including updating and maintaining the project participant database.
  • Oversee regular humanitarian situation in the impact area and make sure timely emergency preparedness response/plan developed
  • Ensures proper understanding of cross-cutting issues among technical managers (gender, child protection & safeguarding, etc) and integration of these issues into project delivery
  • Oversee a system of regular supportive supervision and (joint) monitoring at the field level to ensure proper and efficient staff and partner management, and project delivery
  • Support/conduct of periodic review meetings with all partners to facilitate experience sharing and cross fertilization of good practices and lessons
  • Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure the projects are contributing to objectives across the child protection sector.
  • Ensure professional and timely, monthly, quarterly and annual narrative and financial reports submitted to the regional government sector bureaus, country office and donors.

People Management and Development

  • Work closely with HR to ensure that all HR policies and guidelines for national staff are in place, are understood by all staff and are adhered to.
  • Support in recruitment, induction, placement, promotion, training/development and separation/termination
  • Ensure that program implementation teams possess the required competencies during recruitment or thereafter – including the revision and/or inclusion into their JDs and performance objectives
  • Enhance staff performance through mutually agreed performance management plans, clarity of individual and collective roles and responsibilities; ensure a robust process of performance monitoring, learning & development initiatives and timely management actions
  • Present staff concerns that cannot be dealt with locally, in a timely manner to the Area HR Manager, and Area Manager as relevant
  • Promote an inspiring and motivating working environment through teamwork, delegation and the team building initiatives
  • Promote and ensure a culture that respects and promotes collaboration, diversity, inclusion and staff recognition
  • Develop a diversified team

General:

Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

In order to be successful you will bring/have:

  • Recommended a minimum of 3 years management experience in a humanitarian and development environment, including significant field operations experience running both emergency and development programs
  • Bachelor in development or other social sciences
  • Experience of emergency program cycle management
  • Significant knowledge of humanitarian and development systems, institutions and donors and best practices in emergency management
  • Substantial experience and knowledge of effective budget monitoring
  • Ability to analyse information, evaluate options and to think and plan strategically
  • An in-depth understanding  of  afar pastoralist context with emergency response and development issues  in particular in relation to children
  • Excellent interpersonal communication and presentation skills
  • Fluency in written and spoken English
  • Fluency in local/afar language speaking
  • Ability and willingness to live and work in harsh and difficult physical conditions in an area of potential insecurity
  • Commitment to and understanding  of  Save  the  Children’s Vision, Mission, Values  and Practices
