Job Description


The Save the Children in Ethiopia Country Office (CO), in support of the Government of Ethiopia (GoE), has continued to contribute to the well-being of Ethiopian children in development and humanitarian contexts. We work to provide immediate humanitarian relief and long-term sustainable development.

KEY AREAS OF ACCOUNTABILITY:

Role 1: Project Planning & Implementation

  • Responsible for the planning and start up implementation of the response funding, including development of DIP, budget phasing/forecasting, distribution planning, and other related tasks
  • Prepare a detailed work-plan for all activities
  • Provide direction and monitor staff in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines
  • Assist the Field Manager in preparing relevant reports and updates for the funding
  • Assist the FM in developing procurement plans, monthly program spending plan and cash forecasts
  • Lead field implementation of the households assessment surveys ensuring that the most vulnerable households are selected, and work closely with the M&E team
  • As needed consult with local authorities at the regional, zonal and woreda levels, community leaders, and NGOs to identify in a participatory manner the most appropriate joint targeting, distribution and monitoring of the cash projects.
  • Ensure that accurate information is submitted to Supply Chain department for the timely procurement of raw materials and equipment
  • Ensure that beneficiary targets are met on time and as per the targeting criteria’s  within project deadlines

Role 2:  Project Monitoring, Reporting and Documentation

  • Undertake field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues
  • Provide solutions and implement modifications as required.
  • Support the MEAL team in the development of the M&E framework and tools related to the response activities
  • Provide inputs for regular reports for SCI donors on grant activities, progress, indicators, and achievements as specified in grant agreements and reporting schedules.
  • Prepare Progress reports both for donor and SCI consumption on the overall Implementation, Success, challenges and way forwards.
  • Facilitates visits to donors, members and others as necessary
  • Document Best Practices, Lesson learns and share for other Programs to use for future Planning and advocacy both by SCI as well as Donor.

Role 3: Additional Responsibilities

  • Promptly report concerns or incidents to SCI management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for the Project implementation.
  • Other duties assigned by the line manager

Role 4: Budget management

  • Prepare phased budget based on approved Detailed Implementation Plan (DIPs)
  • Manage budgets, including monthly review of budget variance analysis, identification of wrong charges and required actions to address/ correct them
  • Ensure effective and efficient utilization of project budget and other resources for intended purpose; follow up on budget utilization and project expenditure
  • Prepare/Review and submit for FOM timely donor reports, including development/review and verification of both narrative and financial reports and confirmation of accuracy and consistency between narrative and financial reports.
  • Closely work with the Awards Team to efficiently monitor and track burn rates, reporting and financial compliance issues

Role 5: Representation and Coordination

  • Build smooth functional relationship with the Bureaus and relevant offices in the Regional State
  • Represent SCI in different Plat form and Task force meetings, prepare and share timely updates for FOM for further communication, follow up and timely  actions
  • Liaise with other implementing partners and local authorities to maximize collaboration and ensure proper coordination of activities are in place.
  • Facilitate effective supervision of the implementation of program components per planned activities.
  • Provide overall management support to planned activities in the Impact Area.
  • Ensure quality program implementation.
  • Facilitate and ensure integration of all programs with the local stakeholders including local government, community and NGOs working in the area.

Role 6: Child Safeguarding

  • Make sure Program implementation is done in line with SCI safe guarding Policy and it is free from any risk for children from region to community level.
  • Make sure emergency project risk assessment is done and reporting procedure is in Place in the intervention areas.

Role 7: Safety and Security

  • Make sure that the Project intervention areas are free from any security risks and report if there is any security Problem in the area.
  • Strengthen Partnerships with government, implementing partners and Community on sharing information about the overall security situation of the area.

In order to be successful you will bring/have:

Required skills:

  • Minimum BA/BSC degree in Agricultural economics, Development Studies, sociology and social anthropology, Food Security studies, DRM or Preferably MSC
  • At least 5 years of experience in humanitarian Sectors and organization (NGOs)
  • At least 4 years of experience managing programs
  • Experience leading teams in a humanitarian context, preferably during an emergency.
  • Technical experience in implementing distributions of ES/NFIs and Food items
  • Proven abilities in managing teams, monitoring staff performance, and providing technical support and coaching to field teams.
  • Prior experience in developing program implementation work-plans, data collection and analysis, and program reporting
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Excellent interpersonal and problem-solving skills, creativity and flexibility
  • INGO experience
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well
  • Skills in Budget management
  • Capacity to establish and develop a network of professional contacts
  • Good Computer skill
  • Good working knowledge of English (read, write and speak) capacity to respect deadlines, willing to share information and communicate transparently.
  • Team player. Willingness to work under pressure and extra hours, extremely flexible, able to work independently, have the ability to cope with stressful situations, good organizational and interpersonal skills, ability and willingness to work in remote areas. Good knowledge in food security, cash and Voucher, and innovative agricultural activity. 
  • Knowing of local language is advantageous and English language is compulsory.
