Job Description


Main Purpose

The Human Resource Manager (HRM) oversees the people management function of HFJ Ethiopia. The HRM advises leadership of HFJ Ethiopia on appropriate HR strategies and related risks. He/she is accountable for developing and enforcing measures to drive performance, capacity, and motivation of HFJ Ethiopia employees as well as to ensure compliance by management and staff of HFJ Ethiopia with employment-related legislation and policies, procedures, values, and culture of HFJ.

Reporting To : Director of Finance and Administration

Main Duties

  • Coordinate the development of strategic and operational HR plans in line with global and country strategies of HFJ;
  • Bridge management and employee relations by addressing demands, grievances or other issues;
  • Ensure legal compliance throughout human resource management. Identify, prioritize, and manage HR-specific risks and ensure that they inform management plans and decisions;
  • Stays abreast with changes in country labor laws and regulations;
  • Support change management and organizational development initiatives of HFJ Ethiopia;
  • Champion HFJ’s Safeguarding, gender equity, disability, and other policies to guarantee effective application of those policies in HFJ Ethiopia’s organizational strategies, policies, and practices;
  • Contribute to organizational learning and innovation by proactively sharing good practices with peers in other HFJ offices and International NGOs & by facilitating HR related training programs and group discussions on various topics for staff and management;
  • Participate in organizational policy review processes and make recommendations as appropriate;
  • Work with the Country Director and HQ to develop appropriate local human resource policies, procedures and practices, and to oversee their roll out and review;
  • Enforce HFJ’s performance management policies and systems to guarantee timely setting of performance indicators and review between staff and their managers. Guide managers to ensure performance indicators and staff development plans reflect organizational objectives, values and behaviors;
  • Manage the recruitment and selection process including position posting, advertising, short- listing and selection, background checks and hiring.
  • Provide support during the interview process including preparation of interview guides, interview schedules and participate in the interviews.
  • Support in the preparation of job offer contracts and letters and review of role purpose;
  • Maintain pay plan and benefits program;
  • Supports in managing employee relations issues and resolves routine employee relations issues; supports investigations where needed;
  • Conducts HR trend analysis and reporting activities to identify opportunities and recommend solutions;
  • Ensure that staff teams issues are effectively managed and motivated, nurture a positive working environment;
  • Conducts exit interviews, reviews turnover data and makes recommendations for improvement. Facilitates the development of action plans and monitors progress in response to employee engagement surveys;

Job Requirements

Experience & Education

  • Bachelor’s Degree in Business Administration, Human Resource Management, Education, Organizational Development or Related Field.
  • At least 7 years’ experience in the HR & Administration area
  • Prior work experience in a non-governmental organization (international NGO) preferred

Soft Skills : People oriented, An excellent team player, Positive change manager and result-oriented personality, Strong public relations and diplomacy skills and experience, Experienced at motivating, influencing, and collaborating with others

Technical Skills : Excellent knowledge of Ethiopian labor proclamation, civil code, and other employment related regulations, and demonstrated engagement with regulatory agencies (ACSO, MOLSA, etc.) , High sense of integrity, confidentiality and initiating sound judgement of HR practices and Excellent critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
