Job Description


ARCON Design Build PLC is looking for a highly experienced and strategic Human Resource Division Head to lead and manage the organization’s HR function. The role focuses on workforce planning, recruitment, performance management, employee relations, policy development, and creating a positive organizational culture that supports growth and productivity.

Key Responsibilities

  • Lead, develop, and manage the Human Resource team.
  • Design and implement HR strategies aligned with organizational goals.
  • Oversee recruitment, onboarding, performance management, and staff development.
  • Ensure compliance with Ethiopian labor laws and organizational HR policies.
  • Develop and manage compensation, benefits, and employee retention programs.
  • Foster positive employee relations and address workplace concerns professionally.
  • Lead disciplinary processes while ensuring fairness and confidentiality.
  • Support leadership teams on HR planning and organizational development.
  • Implement HR information systems and maintain accurate HR records.
  • Promote a culture of integrity, teamwork, and performance excellence.
About You

Qualifications and Requirements

Education

  • Master’s/bachelor’s degree in human resource management, Business Administration, Management, or related field.
  • Master’s Degree is preferred.

Experience

  • Minimum 10/12 years of progressive HR management experience.
  • At least 2/3 years in a senior HR leadership role.
  • Experience in construction, engineering, or related industries is an advantage.

Knowledge

  • Strong knowledge of Ethiopian labor laws and HR best practices.
  • Experience with compensation systems, employee relations, and talent management.

Skills

  • Strong leadership, communication, and interpersonal skills.
  • Conflict resolution, strategic planning, and analytical thinking.
  • Proficiency in HR software systems and Microsoft Office.

  • Detail-oriented and able to manage confidential matters with integrity.
