TEAM PURPOSE:

The Human Resources Team is responsible for delivering on people strategy, ensuring efficiency and effectiveness of human resources management and operations in country through timely human resources planning and implementing administrative processes, policies, procedures, and systems.

The purpose of the Human Resources team is to maintain a fair, equitable and positive work environment for all employees and volunteers, promote living Oxfam’s values and feminist principles, provide a professional and business focused organizational development and full HR services and manage employee relation issues effectively.  Oxfam in Ethiopia HR is composed of Country office HR and Field based HR team and closely work with the Regional and EA People’s team.

JOB PURPOSE:

HR Assistant is to provide functional and/or technical support and implement operational plans to enhance the organisation’s performance through our people. To provide quality HR, Admin, logistics IT, Finance & liaison support for Oxfam and work with other members of the Business Support team to develop and implement efficient HR support systems for Oxfam GB in a complex operation.

Key Responsibilities

·       Advise and assist employees with understanding human resource policies and procedures

·       Monitor and follow-up of consistent and uniform implementation of the Human Resource Policies and Procedures.

·       Implement policies on issues like working conditions, performance management, equal opportunities, disciplinary procedures, and absence management.

·       Ensures that Oxfam GB recruitment is transparent and in line with Oxfam GB principles.

·       Manage the recruitment and induction processes in collaboration with the programme teams

·       Manages the recruitment processes including ensuring prompt long listing and short-listing; facilitating the interviewing process and taking part in the interviews, as may be required.

·       Provide advice to all programme managers on recruitment guidelines and procedures.

·       Ensure all interview plan, communication to candidates, invitation of panel members and booking of interview rooms are done on time.

·       Provide support in issuing offer letters and contracts.

·       Ensure that personnel files are open and accurate for all new recruited staffs et electronic filing is completed accordingly.

·       Maintain the overall recruitment files appropriately

·       Timely communication to successful candidates and reference check

·       Effective and timely monitoring of dates relating to Probationary Periods, and end of contracts etc

·       Ensure effective pay processing through submission of the monthly payroll data and liaison with the Sr. HR officer in Mekelle and country office focal point.

·       Provide support and advice on the performance management cycle and collect all PDPs for better learning planning.

·       Support for Health and Safety processes, Medical Plans management and staff benefits as assigned by Sr. HR officer

·       Manage all medical bills as per confidentiality principles.

·       Ensures that all staffs are aware of medical entitlements / services provided as per OGB Medical Plan and Procedure policy.

·       Keep updated the individual files and ensure that personal files are up- to -dated.

·       Effective co-ordination of the leavers process, ensuring that staff have exit interviews, final payments are agreed and processed etc.

·       Ensure that all HR filing is managed in a speedy and accurate manner.

·       Health and Safety, Medical and Absence Management

·       Support in ensuring that employee medical records are up to date and that arrangements are facilitated, if necessary, for any medical treatment that is required.

·       Ensure that absence (including annual leave and sick leave) is proactively managed

·       Monitor staff welfare and health, including balances of annual leave and rates of sickness absence, providing reports to the RRPM as required.

·       Ensuring monthly time sheet properly collected and filed.

·       Assist the Senior HR Officer on providing data and compiling weekly and monthly reports writing.

SKILS, Experience, Knowledge & Competencies

·       BA degree from a recognized university/college in Human Resources Management, Business Administration  or any equivalent level qualification areas that can bring added value to the job.

·       Minimum of 2 years of relevant working experience in Human Resource and administrative HR role with substantial knowledge of HR administrative procedures and systems.

·       Preferably qualified in HR or personnel management or working towards the qualification

·       Good understanding of Ethiopian Labour law

·       Good understanding of Key HR policies and procedures

·       Experience in managing and developing teams, including direct line management

·       A team player with initiative to find and implement solutions in complex and diverse circumstances

·       Commitment to Oxfam’s overall aims and policies and experience of promoting gender equity and diversity and the interests of marginalized people in all aspects of Oxfam’s work.

·       Flexibility in terms of travel to field operations and working hours is a requirement of this role with the possibility of working away from the office.

·       Demonstrated commitment to cultural diversity and ethical practice principles and demonstrated knowledge of equal employment opportunity and workplace health and safety, appropriate to the level of the appointment

·       Very Good verbal and written communication skills in English
