Chemonics International, Inc., is a US-based international development consulting company, operating in over 95 countries, that is implementing the USAID funded Urban Water, Sanitation, and Hygiene (WASH) project in Ethiopia.

About Job

Chemonics seeks a Human Resources (HR) and Administration Manager for the USAID Urban Water, Sanitation, and Hygiene (WASH) Activity. The purpose of this Activity will be to support accelerated access to safe, adequate, inclusive, and resilient WASH services targeting urban and peri-urban areas. The Activity will work to achieve this through four complementary objectives: 1) Enable and professionalize WASH service providers; 2) Foster markets for pro-poor and inclusive WASH services; 3) Strengthen WASH planning, budgeting, and service delivery oversight; and 4) Strengthen accountability among urban WASH sector actors.

The HR and Administration Manager will be responsible for administering, overseeing, and managing all HR-related issues including recruitment, personnel processes (hiring, on-boarding, performance management, and termination), and ensuring compliance with Ethiopian labor laws. The HR and Administration Manager will also be responsible for ensuring compliance with HR-related USAID rules and regulations and Chemonics policies, procedures, and best practices. This position will report to the Director of Finance and Operations and be based in Addis Ababa, Ethiopia.

Responsibilities:

  • Provide administrative, logistical, and operational support to the technical implementation of the Ethiopia Urban WASH activity;
  • Coordinate regularly with Ethiopia Urban WASH technical staff to ensure smooth recruitment, staff onboarding, and other logistics;
    with guidance from the Director of Finance and Operations, Lead the recruitment of short-term and long-term technical and operations staff, including reviewing and finalizing scopes of work, collecting biodata information in line with Chemonics and USAID rules and regulations, and ensuring completion of new hire paperwork and personnel files;
    Develop and manage on-boarding processes for all new hires, ensuring they are provided with adequate training regarding the project and relevant Chemonics policies and USAID regulations to perform their roles to the best of their ability;
  • Manage the tracking of leave for staff
  • Maintain accurate timesheet records and ensure all timesheets are submitted on time with correct approvals;
  • Serve as primary liaison between project staff and vendor on all local health insurance matters as required;
  • Review and manage project benefits with Ethiopian staff members;
  • Coordinate regularly with employees to prevent and resolve employee relation issues and advise on disciplinary actions as appropriate, ensuring that all actions taken comply with local labor laws and Chemonics policies, and loop in Chemonics Home Office department as necessary;
  • Review and manage local processes and residential paperwork for project expats and STTA consultants;
  • Ensure project compliance with local labor laws by conducting regular audits, and keeping updated on local labor laws and HR best practices;
  • Manage the day-to-day field tasks in areas relating to HR and administrative needs of the office;
  • Ensure the project policy manual, employment agreement templates, and other employee management templates are up to date by regularly reviewing documents on Chemonics’ internal resource website;
  • Coordinate with other Chemonics projects in country to ensure continuity across projects and with Ethiopian labor law;
  • Supervise, train, and oversee Administrative Assistant;
  • Oversee logistical support for office activities, both technical and administrative, functions as needed; and
  • Other tasks as delegated by the Director of Finance and Operations as necessary

Job Requirements

Qualifications:

  • Minimum of 2 years of demonstrated experience in human resources and administration management; Strong preference for USAID or international government donor experience
  • Bachelor’s degree in relevant field
  • Proficiency with software such as Microsoft Word, Excel, and PowerPoint;
  • Experience working in Ethiopia required. Ethiopian nationals are encouraged to apply.
  • Fluency in English with excellent oral and written communication skills required; proficiency in Amharic highly preferred.
