Job Description


The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia including WASH and shelter provision, child and youth protection, Gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Overall Purpose Of The Role

There are currently 58 INGOs operating in Ethiopia including 34 active in the response to the ongoing humanitarian crisis in the Northern Ethiopia region with an estimated 4.5 million people in need. The humanitarian NGOs operational in Ethiopia recognise the need for this role who will support the humanitarian partners in the North. The HINGO Information Management Specialist will support HINGO Forum and its member organizations in information exchange, engagement with stakeholders, expansion of the Forum’s digital footprint advocacy and communication functions. S/he will serve as an information focal point linking external structures/ partners with up-to-date realities in the North region through proactive engagement with identified personnel and information collection and sharing. In collaboration with staff of HINGO forum, s/he will facilitate the promotion of information products and media content, both within INGOs and on behalf of INGOs with other partners or stakeholders. As a main link between the HINGOs in Ethiopia and stakeholders/ international community, s/he will actively engage with media to identify opportunities for creating awareness and promoting activities of the Forum, using the full array of modern communications tools, including social media and on-line media channels.

The Information Management Specialist will be fully dedicated to leading and strengthening the quality of data management across HINGO Forum Northern Ethiopia response project. To this end, she or he will play a key role in contributing to and support through the collection, analysis and sharing of information in a sensitive and appropriate way in accordance with professional standards off the HINGO Forum. She or he will be responsible for contributing to the design of reports and thematic documents related to HINGO Forum internal and external audiences, and will support the Director of the HINGO Forum, in identifying key trends and in the analysis of quantitative data in order to support the development of evidence based decision-making and strategies. The position is responsible for the design, implementation and management of program-related data and information management systems.\

About HINGO

The HINGO Forum information management specialist is a position which promotes information exchange, as well as identification of common positions and agreed interests of the HINGO Forum and wider NGO community.

The HINGO Forum Information Management specialist supports the work of the HINGO Forum through the following key tasks:

  • Information sharing/ communication; coordination; policy development and advocacy; engagement with national civil society; and external representation of the INGO community.
  • Facilitate structured and effective information exchange both between internal INGO partners, and with external partners (NNGOs, UN, Government, Media, International community, etc)
  • Compile and update simple 4Ws (Who, What, Where, When) matrixes/databases for Forum Members and, using this information, update stakeholders on joint INGO delivery progress

Responsibilities

Information sharing

  • Manage structured and effective information exchange both between internal INGO partners, and with external partners (NNGOs, UN, Government, Media, International community, etc)
  • Stay informed on political, humanitarian and security contexts, while providing structured updates to the INGO Forum
  • Draft humanitarian updates, policy briefs, and other similar materials.
  • Ensure effective information flow between field-level realities in Northen and capital-level coordination in Addis.
  • Undertake regular visits to the field and provide relevant updates on the humanitarian situation.
  • Consistently liaise with key stakeholders to share relevant information and stay informed.
  • Exploit available information management technologies, tools, platforms and systems, including GIS, MIS, and database engines, to support the programme goals and objectives;
  • Engage partners to efficiently compile necessary information to respond to external requests.
  • Summarize key documents (reports, assessments, etc) and share with partners in easily-read format.

Communication and Coordination

  • He/ she liaises with humanitarian partners to promote and encourage improved coordination and information sharing in general and on best practices, key challenges and common understanding of the response
  • Participate in relevant inter-agency coordination working group to ensure consistent messaging about the humanitarian situation in Northern Ethiopia response Project.
  • Maintain up to date information on key stakeholders’ regular engagement with the press including media briefings, information updates, and coverage of humanitarian engagements where necessary.
  • Engage with other information management coordination mechanisms in Ethiopia to ensure INGO representation and assure complementarity, gap-filling and avoidance of overlap.
  • Advise on best information management models and systems to communicate results and achievements to a wide spectrum of HINGO Forum’s national and international partners of the programme, including donors, government, UN agencies, NGOs, and others;
  • Create a network of professional information management specialist from all partner bodies/agencies establishing a forum for data sharing, exchanging, standardization, processing and analysis.

Data management

  • Compile and update simple 4Ws (Who, What, Where, When) matrixes/databases for Forum Members and, using this information, update stakeholders on joint INGO delivery progress.
  • Analysis and reporting on the relevant information products
  • Design, develop and manage databases, spreadsheets and other data tools;
  • Develop and maintain data collection tools, databases, statistical reports and maps.
  • Ensuring data security and compliance with data protection mechanisms.
  • Understand, document, and ensure the quality of high-value data for accuracy, consistency and comparability;

Representation

  • Develop relationships with NNGO consortia to explore partnerships and related capacity gaps.
  • Identify opportunities for capacity building for NNGOs, as well as opportunities for INGOs to learn from NNGO practices.
  • Assure NNGO interests are represented within INGO Forum key information products/messages, and actively seek advocacy allies/partnerships.
  • Provide linkages between INGO and NNGO community / identify opportunities for collaboration.
  • Help organize and facilitate workshops and other capacity development, as necessary.
  • Maintain welcome pack for arriving HINGOs, and information pack on HINGO Forum for other partners

Experience and Technical Competencies: (include years of experience)

  • Minimum 4 years with UN, NGOs and/or Donor agencies or equivalent in an emergency context.
  • Excellent writing, editing, analytical skills and ability to formulate well-targeted strategic documents.
  • Knowledge and understanding of the international humanitarian/development system and the mandates of the actors involved.
  • Written and spoken fluency in English.
  • Strong data analytical and interpretation skills.
  • Commitment to international humanitarian standards and principles.
  • Ability to work independently in a fast-paced and often demanding environment.
  • Proven experience in influencing for policy change and practice
  • Exceptional interpersonal skills and experience in humanitarian setting.
  • Proven ability to work effectively with minimal supervision.

Requirements

Education (include Certificates, Licenses Etc.)

  • A degree in a relevant field, or equivalent experience.
  • Demonstrated information management skills
  • Documented skills in developing proposals, budgets and reports
