Job Description


JOB TITLE:  Ethiopia Health and Wellness Survey (HWSE) Regional Field Coordinator

REQUIRED NUMBER: 6 

TERM OF EMPLOYMENT: Contract for 4 Months

BACKGROUND INFORMATION

ICAP Columbia University (ICAP) is an international non-profit organization that aims to ensure the wellness of families and communities by strengthening health systems around the world. ICAP in Ethiopia, in partnership with Central Statistics Agency (CSA), the U.S Centers for Disease Control and Prevention and other partners, is planning to conduct a Health and Wellness Survey (HWS) to estimate the prevalence of violence against children and youth in Ethiopia, which will help to design future interventions and prevention strategies. In addition to providing important programmatic information to the Ministry of Women Children and Youth (MoWCY), the Ministry of Health (MOH), and other relevant stakeholders, the survey is also highly valuable to educators and researchers. For project implementation ICAP would like to hire an experienced Regional Field Coordinator.

MAJOR DUTIES AND RESPONSIBILITIES

  •  Plan the day-to-day activities to be performed during the household listing and main survey
  • Arrange for the reproduction of all listing and main survey materials like listing manual, mapping, listing forms and field guides.
  • Obtain base maps for all the EA’s included in the survey, which serve as the basis for updating locations and layout maps during the mapping and listing operation.
  • Assign teams to selected EA’s.
  • Verify that the names of response centres including health facilities of selected village for social services and referrals.
  • Assign households to each team
  • Monitoring the execution of agreed upon assessment plans under each team supervisor
  • Troubleshoot and assist the teams in solving encountered problems in the areas of hardware and software; staff related problems including staff turnover and payment; and logistics (reported car problems)
  • Guides and supports the (junior) survey expert on all aspects of the job and supervises the performance against assignments given
  • Prepare daily and weekly progress reports
  • Prepare a form for checking and tallying all questionnaires for every household and questionnaire.
  • Check and, if necessary, resolve inconsistencies in the data identified by the secondary editing program, based on the Secondary Editing Guidelines
  • Resolving inconsistencies, particularly those involving date and interval information, based on a detailed understanding of the nature and overall objectives of the survey questionnaire as well as the interrelationships among specific questions
  • Provide feedback to the team on data quality concerns to ensure improvement of the data provided
  • Use the data analysis to identify the need for supportive visits by TWG and by the senior survey experts.
  • Exchange data quality observations with peers to improve overall project data quality assurance.
  • Report  to the Project Coordinator or the PI questionnaire design or other technical problems and assist in taking corrective action
  • Attend interviewer training to gain a thorough knowledge of the questionnaire.
  • Ensure that vehicles supplied are of adequate standard for a rough terrain through examination of maintenance records in consultation with responsible officers
  • Assist in monitoring the utilization of car logs
  • Ensure that replacement rules are being adhered to if preventative maintenance is required
  • Liaise with the logistics officer on the solution to be provided minimizing any down time for the team
  • Adhere to and ensure team members adhere to COVID-19 mitigation strategies at all times
  • Work with the COVID-19 focal persons to coordinate a medical evaluation or test for COVID-19 if necessary and determine whether isolation/quarantine or other medical care must take place.
  • Ensure safe and appropriate transportation is used by team members

Job Requirements

  • At least Master’s degree in public health, demography, sociology, statistics or related field
  • At least five years of population based survey coordination experience
  • Substantial leadership and management experience

ADDITIONAL REQUIREMENTS

  • training\interest in gender-based violence, violence against women, and/or violence against children.
  • Ability and willing to remain in the field the full four months.
  • Ability to act as a manager in setting priorities and be able to indicate when central support is required.
  • Experience in use of computers, especially computer assisted personal interview (CAPI) is an asset.
  • Proficiency in written and spoken English and Amharic or Oromiffa or Tigrigna or Afar or Somali or other local languages

 TRAVEL REQUIREMENTS

  • Domestic travel throughout Ethiopia to coordinate implementation of the HWS in the field
