Job Overview:

Scope: Under the immediate supervision of the Field Coordinator and the technical supervision of Sr. Health Coordinator based at Addis Ababa, the Health Manager is responsible to manage IRC Ethiopia Emergency Health, Nutrition and Family planning activities in Oromia Regional state under Adama Field office. She/he is responsible for proper planning, coordination, supervision, monitoring and reporting of health emergency response and development projects implemented through emergency health team , system strengthening and other approaches. The position demands working internally with IRC Health, WASH, Field manager, SC, Finance, HR/admin and externally with other INGOs/NGOs, Government partners, Clusters and Task Forces. The Health Manager will report to the Adama Field Coordinator/ the Sr Health and Nutrition manager  based in Addis and will closely work with ERR team at the field level and with field office health team members. The position will be part of the Adama Field Office health team and will be responsible to frequently visit emergency and other project sites for assessment, assistance and support to field teams and monitoring of program activities. The Field Coordinator /Sr Health and Nutrition manager in Addis can assign other health program related assignments when needed.

Major Responsibilities:

Technical Support and Capacity Building

  • Perform all necessary actions to ensure the smooth functioning of emergency and non-emergency health responses -including responses to disease epidemics for all health projects implemented under Adama FO.
  • Lead IRC’s emergency and non-emergency health and nutrition team operating under Adama Field Office
  • Work closely with other sectoral staff– WASH, CWI, MEAL, Finance, SC, HR and others to ensure integrated approach in programme implementation in the intervention Woredas and to make the health program effective.
  • Conduct health related field assessments including analysis reports, and provide guidance in implementation of emergency health responses.
  • Stay up to date on health-related humanitarian/emergency situations in the region and actively share that with supervisors and other colleagues
  • Identify training needs and organize training for IRC and partner staffs in emergency and other health situations at woreda, zonal and regional levels when assigned based on project context.
  • Actively representing the IRC in all relevant coordination forums related to health sector in Oromia region where and when needed.
  • Liaise with RHBs, Zonal Health Department and Woreda Health Offices as deemed applicable regarding implementation of emergency response projects on a regular basis.
  • Lead the on-time government MOU and project performance report prepared, submitted and signed and distributed to all concerned bodies.
  • Actively take part in field office management meetings and work on the agreed action points.
  • Responsible to carry out other tasks assigned by the Field coordinator/Sr Health and Nutrition manager/Addis technical unit
  • Assess the technical and leadership of the IRC Adama FO health team and work on empowering and improving of the team technical capacity with frequent coaching and mentoring or by arraigning capacity building trainings.
  •  Make sure all IRC performance management Process/ PMP including: performance planning, monitoring, 1 to1 discussion, continues feedbacks and mid-year and annual performance appraisals for direct reports done genuinely and properly with in due date

Programs Management

Grant and Budget Monitoring and Management

  • Ensure that project activities and spending are fully in compliance with the donor regulations.
  • Ensure project PP, SP, WP, progress update are developed with the involvement of all concerned bodies for all new health projects and presented well on the PCMs.
  • By discussing with the FC, Finance and other relevant sectors ensure that project cycle Meetings/PCMs (POM, PRM and PCM) are held on time and action points of the meetings are implemented timely.
  • Ensure that the vacant positions under the field health departments were initiated timely, recruitments managed and onboarded with in less than 60 days by working closely with HR and other concerned bodies.  Ensure that program is implemented in a cost-effective manner, within the approved budget framework and make sure that burnt rate is up to the expected level and monitor that all expenses related to the project are planned, feasible, reasonable, appropriate, and realistic.
  • Ensures that project health team develops realistic and strategically focused implementation plans, and are supported by individual operation plans of the field office program staff.
  • Lead the regular reviewing of project Integra and share recommendations and  follow up on the implementation of action points.

Reports and Proposals

  • Prepare regular updates and share with Field Coordinator, Sr Health and Nutrition manager, Health Coordinator and other relevant bodes  as required.
  • Produce the required weekly, monthly/quarterly/annual reports on Health and Nutrition responses under her/his supervision and share to the concerned body.
  • Actively take part in need assessment, concept preparation, proposal development and budgets for future emergency responses and other health programs by IRC Ethiopia as required.
  • Prepare and share detailed MMR, Weekly progress update, regular government and donor reports, lesson learned, success stories, and other reports to the supervisors and other concerned bodies within their due date.

Monitoring and Evaluation

  • Regular field monitoring visit to the intervention areas (where IRC is responding for Health emergencies and development programs) and provide technical support for field team and  make sure the projects are on the right track in all aspects.
  • Share field visit feedback with clear SMART action points and  follow up on the progress of those action points.
  • Support the health TU in Addis and actively participate in internal and external evaluation of Health and Nutrition response interventions.
  • Closely work with the MEAL team to ensure that the project indicator matrix tool is developed for all projects, consistently tracked and regularly share reports to the concerned bodies.
  • Ensures monitoring data including ITT, client feedback , project specific data bases, field visits monitoring feedbacks, etc  are collected and used in a timely manner. This must be to ensure critical sequencing and used for improvement of quality project implementation and to adapt interventions and timing as appropriate including IPC action points.
  • Ensures M&E information is used to identify gaps, improve program quality and to develop timely strategies to advance accomplishment of the program
  • Ensure that gender equality, diversity and inclusion are mainstreamed in all health projects under his/ her supervision.

Representation, Coordination and Working Relationship

  • Attend and represent IRC Health and Nutrition  Response in relevant coordination meetings organized by Government, donors, clusters, and other NGOs. Prepare meeting notes as required and share these with all concerned.
  • Participate at Regional PHEM, cluster, interagency and taskforce meetings related to  health and nutrition interventions.
  • Ensure that strong team spirit and conducive working environment established among Adama FO health and nutrition team
  • Ensure that there is a collaborative work relationship established between IRC health and nutrition team and other departments, government bodies, IPs and clients.
  • Work to make sure that the male to female ratio equality maintained  in Health department under Adama FOs.

Safeguarding Responsibilities:-

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC Adama Field office
  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies

Minimum Qualifications:

Educational Requirements:

  • Degree or Masters in Health fields such as Public health, nursing, midwifery,  or related fields.

Preferred experience & skills:

  • Minimum of 4 Years work experience for the first degree holder and 3 years work experience for Masters holders  in health programs at  INGOs that involves clinical and community based programs
  • Excellent in health, nutrition and SRH programs including emergency responses.
  • Good project management skills. Ability to plan, organize, and supervise/monitor implementation of emergency health response programs
  • Practical experience in managing  of health and nutrition  emergency and  development  programs
  • Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications
  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time
  • Strong analytic problem-solving skills
  • Ability to work both independently and in a dynamic, cross-functional global team structure
  • Highly proficient in Microsoft Office suite
  • Demonstrated ability to work effectively with stakeholders at all levels
  • Ability to manage and work through change in a proactive and positive manner.

Language Skills: 

  • Knowledge of English is mandatory.
  • Knowledge of the local language and familiarity with the Oromia regional context is desirable.
