VACANCY ANNOUNCEMENT

The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person for the position of Health Field Officer 1  based in Gondar Sub delegation, Ethiopia covering Amhara region (with possibility of change of base station from Gondar to Bahir Dar).

Terms of Employment: Fixed term contract until December 2024 with possibility of extension based on budget availability.

PURPOSE

Health Field Officer 1 contributes to implementing, running and monitoring the health programme(s), in cooperation with the health team, according to the objectives set out in the delegation’s annual planning (Planning for Results) for a specific geographic area covered under Gondar sub-Delegation.

RELATIONSHIPS

  • Internally, interacts with health staff: health delegate, Health Coordinators, Health in Detention program manager, health field officers’, Head of sub-Delegation/Office and non-health staff.
  • Externally, interacts with local (health) authorities, international and local stakeholders (International Red Cross and Red Crescent Movement partners, UN, NGOs) in his/her geographic area or field of responsibility, and beneficiaries. 

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times.
  • Represents the ICRC in a professional manner at all times.
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

ACCOUNTABILITIES AND RESPONSIBILITIES 

  • Implements Health programs in his/her geographic area or field of responsibility with Amhara region, as directed by Sub delegation health team/strategy.
  • Conducts field assessments and regular field visits to monitor activities and health-related threats to the population.
  • Facilitates field trips and helps communicate with the local population/victims/beneficiaries.
  • Ensures proper management of information collected and produces the subsequent reports. Participates in analysis of and reflection on the overall health situation; contributes to realistic project proposals in line with the delegation’s objectives and priorities.
  • Helps organize meetings; advises staff members in matters such as culture, politics, the economy, security, etc.
  • Interprets at meetings and translates documents into local languages.
  • Carries out logistical tasks regarding medical items, including for staff-health issues, and organizes distributions to beneficiaries in the field when required.
  • Liaises and builds networks with local stakeholders to facilitate communication on and coordination of activities, thereby ensuring more efficient implementation of health programs. May represent the ICRC vis-à-vis beneficiaries, local authorities, humanitarian players, armed groups, etc.
  • Responsible in medical data collection, DHIS2 reports for all facilities in his/her area of responsibility are timely submitted. Contributes to the financial monitoring of the activities where required.
  • Assist health program management teams in the management of medical kits.
  • Contacts with concerned field hospitals to assess situations on the field and provide the delegation with accurate related data.
  • Establishes and maintain professional contact with health authorities and health institutions.
  • Liaises with other internal ICRC departments.

ADDITIONAL DUTIES

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments.
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
  • Takes responsibility for their own professional learning and development.
  • Regularly participates in field visits where administrative support is required.

About You

  • University degree in Medicine medical doctor, health officer or a degree in Nursing
  • Minimum 2 year working experience working with the Ministry of Health
  • Fluent knowledge of English (written and spoken) and Amharic and other local Language speak in the community.
  • Valid Health professional registration and license certificate to practice in Ethiopia.
  • Computer literacy
  • Previous experience in health project management and public health.
  • Excellent knowledge of the assigned geographic area/ Amhara region
  • Experience working in humanitarian context (NGO’s/ humanitarian organizations) an added value.
