Job Description


Pro Development Network (PDN) is a local non-governmental consortium of civil society organizations (CSOs), established in 2010 and certified by Federal Government of Democratic Republic of Ethiopia, Authority for Civil Society Organizations with a registration number of 1701. With 56 member CSOs, it is one of the leading networks of civil societies in the country that adds values to its members through creating better access to resources, and establishing strategic alliance with key stakeholders. PDN envisions becoming a network of vibrant local CSOs that are mentionable for significant and irreplaceable contribution to the realization of societal development and transformation in Ethiopia.

Currently, PDN is working in partnership with Ireland Embassy, under its initiative of Supporting Civil Society in Ethiopia, to implement a project on promotion of civic engagement and social inclusion in Amhara and Afar regions beginning from November2024. Hence, PDN is looking for a competent fulltime professional person to employ as a manager of the project.

 

Job Description

 

The PM will be a fulltime employee of PDN meant exclusively for the management of grant fund allocated for the above mentioned project and, hence, will base at the main office of PDN in Addis Ababa, where a project office is established. The position holder will report to Admin and Finance Unit (AFU) of PDN and will be responsible to ensure the proper management of grant fund for successful project implementation as per stated in the project document.

 

The following are the main duties and responsibilities of the position holder:

 

  • Organize the project office together with the project staffs;
  • Ensure the presence and organization of required operational systems for effective and efficient management of grant fund both at project office and sub-grantee levels;
  • Prepare and organize the operational systems and procedures required for effective sub-grant management (initiate, effect, monitor, evaluate and report);
  • Develop a detailed annual budget plan and quarterly forecasts at project office level that aligns with the grant agreement and donor requirements to ensure sufficient and timely fund flow;
  • Initiate, effect, follow up and report on project fund sub-granting to project implementing partners;
  • Prepare biannual and annual financial report on project implementation as per donor and government requirements timely;
  • Ensure the proper and timely preparation and submission of quarterly budget forecasts and financial reports from sub-grantees;
  • Prepare & submit quarterly financial report on project implementation to Finance and administrative unit of PDN at main office
  • Conduct evaluations to assess the project’s impact and effectiveness.
  • Ensure that the overall project implementation as well as execution of project components by sub-grantees always comply with grant and sub-grant requirements;
  • Ensure proper & timely execution of project activities working with project office staff as a team member and leadership roles;
  • Have frequent engagement with stakeholders to collect feedbacks and verify monitoring records/reports at project office level;
  • Ensure all necessary financial documents of project management are properly filed and kept both in hard and soft copies.

Level: Senior expert

Term: Contract for one year with possibility of extension

Salary: Negotiable

About You

Required Knowledge and Experience:

  • Bachelor’s Degree in finance, business administration or related field is required or demonstrated equivalent work experience in the field.
  • At least five years experience in management of donor financed projects;
  • Demonstrated experience in team work.
  • Fluent English oral and written communication, multi-tasking, organizational, and prioritization skills;
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.

Appreciated knowledge and skills:

  • Experience in working with international NGOs is strongly preferred;
  • Working in hard/difficult conditions and tight schedules;
  • Working with various people of different cultural, economic, religious and other social identities;
  • Ability to foster solid working relationships with Government bodies at various levels, beneficiary communities and partner organizations.
